Marion City Council reviews purchases, ordinances

Meeting 06

The Marion City Council met Monday, May 23.

The Marion City Council includes four elected commissioners and a mayor who are responsible for city management and general functions.

Old Business:

Approve of request for a setback variance at 801 Cedar Lane – Ten foot (10) side setback variance on East Lincoln Street. (Owner – Ed Clanahan.)

NEW BUSINESS:

Approval of bank loan bids to finance the five new vehicles approved to be purchased at the May 9, 2016 Regular Council meeting at a cost of $140,000.00.

Ordinance No. 3328 – An Ordinance approving a bank loan with _________at ____% rate (approved in above item 1) to pay for the five new vehicles which were approved for purchase at the May 9, 2016 Regular Council Meeting.

Approve bid for the purchase of diffuser assemblies for the Schreiber plant – Two bids – Ressler & Associates Inc. bid $36,294.50 and Schreiber LLC bid $54,096.00. Sewer Department budgeted item.

Approve the hiring of part-time employee to work up to 999 hours – Hunter Odum for Sewer Department at rate of $13.00 per hour. Budgeted item

Approval of purchase of new Canine for Police Department – Estimated cost $18,000.00

Approval to use Safety Grant funds to purchase two new Thermal Imaging Cameras at a cost of $13,590.00 with $11,590.00 from the Safety Grant and $2,000.00 from the Fire Department 2016-2017 Budget (funds are available)

Ordinance No. 3229 – An Ordinance approving and requiring Commercial Occupancy permits for all Commercial Properties.

Approve purchase of an Exmark Mower from F. B. McAfoos & Company for $11,199.00 less trade-in of $4,000.00 for final cost of $7,199.00. Budgeted item 2016-2017. Cemetery Department

Approve request for the following setback variances at 909 East Carter Street.-Thirteen foot (13) Side set back variance on East Carter Street. Four foot (4) Rear set back variance. (Brok Webb)

Approval of bids to demolish a house and garage at 1904 Pickett Lane with lot cleared and leveled and chain link fence removed.

Approve re-appointment of Terance Henry to the Police Pension Board effective 5/10/16 for a one year term.

Approve re-appointment of Walter Dodge to the Police Pension Board effective 5/10/2016 for a two year term.

Approve hiring part-time Hub employee.

Accept resignation of Hub General Manager Steve Ryan.

Approve appointment of Chris Georgantas as Interim GM and discuss/approve compensation.

Council approval of increase in hours and pay for current Hub employee, Jonathan Allen, who will be assuming additional duties at the Hub.,$14.70 per hour.

Approve four new part-time hires for Marion Cultural and Civic Center – all at the rate of $9.50 per hour: Levi Bryant, James (Benjamin) Shore, Elijah Odle and Jason Bartlett.

Council approval of Carla Simmons as a full time Administrative Assistant at the Pavilion at $15.20 per hour effective May 24, 2016.

Ordinance No.3319 – An Ordinance approving the Redevelopment Plan and Projects for the Marion Hill View Tax Increment Financing District.

Ordinance No. 3320 – An Ordinance Designating the Redevelopment Project Area for the Marion Hill View Tax Increment Financing District.

Ordinance No. 3321 – An Ordinance adopting Tax Increment Allocation Financing for the Marion Hill View Tax Increment Financing District.

Ordinance No. 3322 – An Ordinance approving the Second Amendment to the Redevelopment Plan and Projects for the Skyline Tax Increment Financing District.

Ordinance No. 3323 – An Ordinance Designating the Amended Redevelopment Project Area for the Second Amendment to the Skyline Tax Increment Financing District.

Ordinance No. 3324 – An Ordinance adopting Tax Increment Allocation financing for the Second Amendment to the Skyline Tax Increment Financing District.

Ordinance No. 3325 – Ordinance Providing for and Approving the 2016 Amendment to the Marion Tax Increment Financing District I Redevelopment Project Area, Plan & Projects.

Ordinance No. 3326 – An Ordinance Providing for and Approving the Fourth Amendment to the Marion Heights Tax Increment Financing District Redevelopment Project Area, Plan & Projects.

Ordinance No. 3327 – An Ordinance Approving and Authorizing the Execution of a Tax Increment Financing (TIF) District Redevelopment Agreement by and between the City of Marion and Futiva, LLC.

Ordinance 3330 – An Ordinance authorizing the Disconnection of Parcels 1 through 12 as shown on Map in Williamson County Clerk’s office and Parcels 1 through 11 on Map in Johnson County Clerk’s office.

Discuss/Approve granting of Access Easement to Gerald Kimmel.

Discuss/Approve Easement of Right of Way to Shirley Pipes Holmes.

Discuss /approve insurance contract on equipment.
