The Illinois Department of Children and Family Services met July 26 to review research and information.

Illinois Department of Children and Family Services Institutional Review Board Meeting Minutes July 26, 2016 CHICAGO Debra Dyer Mark Holzberg Paula Jaudes Robin Albritton Janet Ahern Brooke Taylor EXCUSED Arricka Newingham CALL TO ORDER Debra Dyer called the meeting to order at 2:03 p.m. A quorum was present. APPROVAL OF MINUTES MOTION: Mark Holzberg made a motion to approve the minutes from June 28, 2016. Paula Jaudes seconded the motion, and a unanimous vote from the remaining board members carried the motion. FOLLOW UP Bethany Lee. Evaluation of the National Training Initiative on Adoption Mental Health Competence. Researcher sent requested curriculum. Board reviewed information. No issues were raised. MOTION: Mark Holzberg motioned to approve the proposal. Robin Albritton seconded the proposed motion and a unanimous vote from the remaining board members carried the motion. Jill Schreiber. Fostering Well-Being. Researcher spoke with one of the board members about issues that were raised by the board. Revised questions were sent by the researcher. Board reviewed altered questions. No issues were raised. MOTION: Mark Holzberg motioned to approve the proposal. Janet Ahern seconded the proposed motion, Robin Albritton abstained and a unanimous vote from the remaining board members carried the motion. 2 NEW PROPOSALS Amy Dworksy. Evaluation of a Home Visiting Pilot for Pregnant and Parenting Youth in DCFS Care. Not waiting written consent for anyone. Everyone must be informed. Anything that could be said could be a mandated report. If they are Intact, they are not in this program. Does not identify the outcomes looked for in this program. Does not say what’s being identified. Need to see assessments. Researcher needs to send program plan for this program. Are assessments given at both interviews? What is the goal of the home visitors (evaluators)? Whose program are they evaluating? MOTION: Research proposal was tabled until more information was received from the researcher. Nancy Rolock. National Quality Improvement Center for Adoption and Guardianship Support and Preservation -- Revised. Just added in data section. MOTION: Mark Holzberg motioned to approve the administration of the follow up only and not the administration of the drug. Paula Jaudes seconded the recommended motion and a unanimous vote from the remaining board members carried the motion. Lindsey Weil Davis. Prevention of Accidental, Sleep-Related Infant Deaths: Current Sleep Practices, Caregiver Beliefs and Promotion of Safe Sleep Practices through Effective Preventative Interventions. Why assumption that there are cultural differences in sleep? Some members see this as different parenting styles. Don’t have custody of these kids. We become involved once the child is deceased. Very few children are wards at the time of their death. When data put together – the researcher will be putting together focus groups and then come back to DCFS for research approval. Northwestern IRB needed. Need complete copy of the dissertation. 3 Mark will follow-up with the researcher regarding the questions raised. MOTION: Research proposal was tabled until more information was received from the researcher. OTHER Mark Holzberg Replacement. If Mark’s contract is not renewed, a replacement will be needed for him. Next meeting was scheduled for August 23, 2016 at 2 PM. The meeting adjourned at 3:05 p.m.
