White County Board met March 14.

Here is the minutes provided by the Board:

Chairman Dosher called the meeting to order at 7:00 p.m.

Clerk Dozier called the roll with McAnulty, Usery, Puckett, Trout and Dosher all present.

Mr. Puckett led the Board in the Pledge of Allegiance.

Chairman Dosher asked the Board to remain standing for a moment of silence for the tornado victims.

Chairman Dosher asked the Board if they had received minutes of the previous meeting and were there any additions, changes or deletions to those minutes. Mr. Trout made a motion that the reading of the minutes of the previous meeting be waived and that the minutes of the previous meeting be approved as proposed in writing. Mr. Usery seconded the motion. Motion carried 5-0 on roll call vote.

Chairman Dosher asked the Board to consider the payment of the current bills. Mr. Puckett made a motion to consider the payment of all current bills, seconded by McAnulty. Motion passed 5-0 0n roll call vote.

Mr. Adam Allen stated that the Ambulance Service had a profit of $812.73, the first time since he was selected as the Director. He said he knows it is not very much but he would like to thank Teresa Brock for her continued efforts with the billing. He stated that the night of the tornado he had 11 EMT’s that responded plus an ambulance service from another county pitched in. He stated that the service received a donation of a chain saw from Sears. Mr. Allen stated that he was working with Greater Wabash Regional Planning Commission to try and secure funding for an Ambulance. He also stated that the ambulance service has joined Deaconess Hospital as medical control. The White County Ambulance Service is now an ALS unit and the ambulance prices have increased to reflect that change.

Mr. Doug Maier, White County Sheriff, stated that the City/County Jail Committee had just met and he had submitted his report in writing.

Mr. Chris Marsh, Coroner, stated that he had submitted his report in writing.

Mr. Jim Totten, Director of the EMA, stated that on the night of February 28, 2017 he was acting as a storm spotter and his heart stopped when the weather service stated there was a tornado on the ground in White County. He stated that he immediately tried to move toward the Crossville area. Mr. Totten stated that he was stopped at Beaulah’s by debris on the highway. He stated that he believed the Sheriff’s lost a windshield on a squad. Sheriff Maier replied yes a squad was damaged. Mr. Totten stated that the next day he began making his assessment and it is now completed. He stated that he began at the Tom McCord home and tried to work his way to the west. He said his assessment was hampered because of debris and power lines in the roadways. He stated that the next day he tried to work his way up toward the Johnson Farms and Phillipstown. Mr. Totten stated that he was in touch with the Red Cross and they were in the area for 2 or 3 days. He stated he also assisted the National Weather Service when they conducted their assessment of the tornado. He stated the weather service concluded that the tornado was an EF3 tornado with winds upward of 160 miles an hour and it was 400 yard path. Mr. Totten stated that Sgt. Byrd Huber with the White County Sheriff’s Department was highly visible and helped tremendously in the coordination of the rescue and relief effort. Mr. David Dosher and the Board thanked Mr. Totten for his efforts. Mr. Totten stated that the storm was terrible but there could have been so much more damage and loss of life if the storm had hit Carmi or Crossville.

Mr.Dosher stated that he received a thank you note from the Carmi/White County Senior Citizens.

Mr. Dosher stated that new legislation requires the County Board to review each elected officials position and adopt a resolution that those positions still qualify as an IMRF, 1000 hour position. Mr. Trout made a motion to adopt the resolutions that those positions still qualify as IMRF positions. Motion seconded by Usery. Motion passed 5-0 on roll call vote.

Chairman Dosher asked the Board consider the resolution to accept County Motor Fuel Bid prices. Mr. Brian Ray, County engineer stated that there are two separate resolutions. The first is as follows:

Mr. Usery made a motion to approve the resolution accepting material prices for materials for Township Maintenance. Motion seconded by McAnulty. Motion passed 5-0 on roll call vote.

Mr. Denton Aud, State’s Attorney presented the following resolution to set jurors salaries on the behalf of Kelly Fulkerson, Circuit Clerk.

Juror Compensation and travel expense 

Resolution 17-03-14

WHEREAS, the White County Board enacted Resolution #060815-1 on June 8, 2015 in accordance with Public Act 98-1132 which amended 55 ILCS 5/4-11001 and therefore statutorily increased juror fees to $25 on the first day of service and $50 thereafter for each day of service;

WHEREAS, Public Act 98-1132 was later declared unconstitutional and therefore invalid in its entirety;

WHEREAS, 55 ILCS 5/4-11001 allows the county board to reimburse jurors for travel expense and to fix an amount higher than the statutory amount that exists due to the unconstitutionality of Public Act 98-1132;

Now therefore, let it be resolved by the County Board of White County, Illinois as follows:

Pursuant to 55 ILCS 5/4-11001 the County Board declares:

1. Jurors shall be paid $15.50 per day for each day of service; 2. Jurors shall be reimburse travel expense for mileage at the rate set by the Internal

Revenue Service for the applicable year.

Be it further resolved, this Resolution shall become effective immediately.

Mr. Trout made a motion to approve resolution setting jurors salary, seconded by Usery. Motion carried 5-0 on roll call vote.

Chairman Dosher asked for a motion to approve the appointment of Andrea Hays to the Greater Wabash Regional Planning Commission for a two year term. Mr. Dosher stated that Mrs. Hays would replace David Campbell on the Planning Commission. Mr. Dosher stated that he would like to thank David for his 21 years of dedicated service to the Planning Commission Board. Mr. Puckett made a motion to appoint Mrs. Hays to the Planning Commission for a two year term, seconded by Usery. Motion carried 5-0 on roll call vote.

Chairman Dosher stated that the next item on the agenda is to consider the purchase of a new pickup truck for the Coroner’s Office. Mr. Marsh stated that he has been waiting since the last meeting for any of the Board to call and ask questions. After some discussion among Board members, Mr. Marsh stated that the Coroner at Warrenville has stated that he would like to purchase his pick- up truck equipped in the amount of $21,000.00 and Mr. Marsh stated that the Highway Department might be interested in the truck. Chairman Dosher stated that the way he understands things now is that the Board can give Mr. Marsh permission to sell his truck and purchase a new truck that is under warranty and the only additional cost would be for the shell and cot which the Coroner would pay for out of his special revenue funds. Mr. Marsh could sell his truck and upgrade the truck with a lift and then assemble it with a new shell and cot and the additional cost would be around $11,000. Or the Board could vote to do nothing and Mr. Marsh can continue to drive the truck he has. Mr. Dosher stated that when the Patiki Coal Mine completely closes this County is in for some rough budget times and he has been meeting with Departments on equipment upgrades. He says it is going to be much easier for this County to get through tough times with better equipment than trying to keep things repaired with reduced revenues. Mr. Puckett made a motion for Mr. Marsh to sell his truck, purchase a new truck and equip it with a new shell and cot. The cot and shell will be paid out of his special revenue funds. Motion seconded by Trout. Motion carried 5-0 on roll call vote.

Chairman Dosher stated that the next item on the agenda was discussion of the remodel of the State’s Attorney’s office for security purposes. Chairman Dosher asked Mr. Maier and Mr. Aud for an update on the progress of the remodel. Sheriff Maier stated that it was almost complete and that there were some cost overrun, because more ceiling tile was needed and double the amount of glass to make the office secure. The State’s Attorney stated that he would like to thank Randy Cobb for spear heading this project. Also Billy Batty, Mike Allen, Vernon Hott and Roy Ritcheson, who are all trustees at the jail and have community service for their assistance on the project. The employees in the State’s Attorney’s office were so thankful for the assistance in the remodel that each of them helped prepare a meal for the trustees. Mr. Aud stated that a Task Force Officer visited his office and stated that he was glad to see that security had been added because anyone could walk in the door and have access to every office.

Chairman Dosher stated the next item on the agenda was other business. Chairman Dosher stated that he wanted to thank everyone involved in the rescue and relief efforts in and around the Crossville area. Chairman Dosher stated that he had learned a lot and he will be paying very close attention because he realized that if Mr. Totten is not available it falls to the Chairman of the Board to lead the emergency effort. He said that he is very proud of White County because the local government had the Sheriff’s Department, County Board, Emergency Management, Ambulance Service, Highway Department, Community Service, and now the Supervisor of Assessments all involved in tornado relief effort. He said he wanted to thank each agency and especially Mr. Totten for all of his efforts. Chairman Dosher stated that we all are thankful that the tornado stayed in the rural area rather than hit inside Crossville.

Mr. Usery made a motion to adjourn, seconded by McAnulty. Motion carried 5-0 on roll call vote.
