City of Carmi City Council met July 18.

Here is the agenda provided by the Council:

Prior to opening the council meeting, Mayor Pollard asked Alderman Winkleman to give the invocation followed by the Pledge of Allegiance.

Mayor Pollard presided with the following Aldermen present: Steve Winkleman, Mark W. Blake, Lance Yearby, Sheila Jo Headlee, Doug Hays, and Mike Knight. Absent: Tracy Nelson and Jack Lamont.

Minutes from the July 05, 2017, council meeting were presented. Motion made by Alderman Knight and seconded by Alderman Hays to approve the minutes as presented. The motion carried on roll call by each Alderman present answering “yes.”

Mayor Pollard asked the council to approve June 2017 Financial reports from City and Light and Water. Motion made by Alderman Headlee and seconded by Alderman Winkleman to approve May 2017 Financial Reports. The motion carried on roll call by each Alderman present answering “yes.”

Mayor Pollard then asked the council to approve and authorize July 2017 vendor invoices for City and Light and Water. Motion made by Alderman Winkleman and seconded by Alderman Yearby to approve Vendor Invoices as presented. The motion carried on roll call by each Alderman present answering “yes.”

Alderman Nelson arrived to meeting at 5:37 p.m.

Mayor Pollard asked the council to consider the renewal of the contract with Republic Services for trash pickup. Jennifer Keener from Republic Services was present and stated the current rate is $8.41. The new rates are as follows:

08/01/17 – 07/31/18 $10.00

08/01/18 – 07/31/19 $10.30

08/01/19 – 07/31/20 $10.61

08/01/20 – 07/31/21 $10.93

08/01/21 – 07/31/22 $11.26

Ms. Keener also stated the City had a credit of $59,093 after an internal audit revealed the City had been overcharged. A refund check will be issued to the City of Carmi. A motion was made by Alderman Headlee with a second by Alderman Knight to accept the renewal contract from Republic Services for trash pickup. The motion carried on roll call by each Alderman present answering “yes.”

Mayor Pollard asked the council to consider a quote from Jeff Guisewite Inc. for $27,255.00 for demolition of 209 E. Robinson building. This will be paid from the TIF fund.

Alderman Winkleman asked what will happen to the property once the building is removed. Mayor Pollard stated the goal was to utilize this area for parking. Alderman Winkleman requested to have the concrete floor left intact if at all possible after demolition for parking. Alderman Yearby made a motion to accept the quote from Jeff Guisewite Inc. for demolition of the building on 209 E. Robinson Street. Alderman Knight seconded the motion. The motion carried on roll call by each Alderman present answering “yes.” “

Mayor Pollard asked the council to consider Resolution 07.18.17, a resolution adopting the White County Multi-Hazard Mitigation Plan. This is a plan for emergency preparedness for White County. Motion was made by Alderman Hays and seconded by Alderman Winkleman to adopt the resolution. The motion carried on roll call by each Alderman present answering “yes.”

Mayor Pollard reported Keith Botsch, City CPA and Auditor for the City of Carmi was to have presented the Annual Audit/Financial Report for the fiscal year ending 12/31/2016, but he was delayed and was not going to be able to attend. Alderman Hays made a motion, seconded by Alderman Headlee, to table this presentation until the August 1, 2017, meeting. The motion carried on roll call by each Alderman present answering “yes.”

Reports and/or updates from Mayor Pollard

The Mayor would like to remind everyone this is fair week. Hope you enjoy all of the activities they have planned this week. Since this is fair week, the pool will have free swimming all week and close at 4:00 p.m.

Holly Healy, Chamber of Commerce Executive Director, and I are working on a couple of events for Halloween. We are working out the details for camping at Burrell Woods for October 20th and 21st. I will have more details at a later date. We are also planning a Trunk or Treat for October 31st from 5:30 p.m. to 7:00 p.m. First Bank has allowed us permission to use their parking lot for this event.

Also, I would like to thank our city workers for their hard work on the Main Street project and the Parks Department for their hard work during a busy weekend in all our parks this past weekend.

Reports from Standing Committees

Alderman Headlee reported the Debt Recovery Program is up and running. They were not able to go back the seven (7) years as originally thought but were able to go back a little over one (1) year.

Alderman Winkleman inquired if the nets for the tennis courts had been ordered. Mayor Pollard stated they had not but would be ordered soon.

Closed Session to discuss personnel and property issues with no action to follow:

None.

Motion made by Alderman Headlee and seconded by Alderman Winkleman to adjourn. Motion carried on roll call by each Alderman present answering “yes.”

At 5:52 p.m. the council adjourned.
