Village of Freeburg Finance Committee met June 28.

Here is the minutes provided by the Committee:

Chairperson Denise Albers officially called the meeting of the Finance Committee to order at 5:45 p.m. on Wednesday, June 28, 2017. Those in attendance were Chairperson Denise Albers, Trustee Mike Blaies, Trustee Ray Matchett, Trustee Dean Pruett, Mayor Seth Speiser, Treasurer Bryan Vogel (6:oo p.m.), Trustee Trustee Lisa Meehling, Trustee Matt Trout, Village Clerk Jerry Menard (absent), Public Works Director John Tolan, Village Administrator Tony Funderburg, Finance Clerk Debbie Pierce and Office Manager Julie Polson. Guest present: Janet Baechle.

A. Review of Board Lists: David Boettcher - Village Administrator said this was the guy that stained the pool pavilion. The $685.oo price includes materials and labor. He is actually going to do the same color on the gazebo. Rhutasel - $1235, Tony stated this might be a bill he wasn't supposed to pay. He confirmed it is for the current project We are finishing. The bill should have been provided to us in detail. Julie will ask Rhutasel to do that.

B. Review of Investments: Our next CD renewal is in December,

C. Income Statement: Tony suggested to the trustees to think about having Attorney Keck available on committee meeting nights. He said a lot of stuff comes up during our meetings, and Fred would be more aware of what is giong on.

D. Treasurer's Report: Treasurer Bryan Vogel said there is nothing new to report.

E. Old Business:

1. Approval of May 24, 2017 Minutes. Trustee Dean Pruett motioned to approve the May 24, 2017 minutes and Trustee Ray Matchett seconded the motion. All voting yea, the motion carried.

2. Attorney Invoices: No questions.

3. Newsletter: The newsletter has been mailed out.

4. 3- to 5-Year Plan/Agreement Spreadsheet: Both the 3- to 5-year plan and agreement spreadsheet were provided. Tony stated there were minor changes to both.

Trustee Trout asked about the sewer project, and John advised it is close to being done. There was some asphalt not replaced by SWyears, and Haier will take care of it. Tony talked to Fred Helms, and he thinks everything they did looks really good. Tony said we are extending the date to handle any field issues, and those will be fixed until December 31st. John said they did a nice job with West St. and the manholes there.

E. New Business: Tony said with regard to the easement needed from the school for the W. Apple Street Water line extension, they will give us the easement but want one tap in for Water and sewer at no cost. Tony is not sure we can charge a tap in fee to a taxing body. The committee was fine with waiving the tap on fee.

Regarding the Market Place, Tony said the first 50 feet of the entrance is ours and needs to be redone. The approximate cost to replace the curb area that jogs out by the doctor's office is about $10,000. Last year he went to the TIF group to use the money in there to do that, and they were fine with the request. He stated the TIF attorney has advised it is okay to do that. Tony will check with Attorney Keck as well.

G. Public Participation: Janet asked if we can refuse to pay a bill unless it is in a detailed form, and Trustee Albers said yes.

H. Adjourn: Trustee Dean Pruett motioned to adjourn the meeting at 6:05 p.m. and Trustee Ray Matchett seconded the motion. All voting yea, the motion carried.
