City of Metropolis City Council met October 10. 

Here is the minutes as provided by the council:

The regular meeting of the City Council, City of Metropolis, Illinois was held at 7:00 p.m. on Tuesday, October 10th, 2017, in Council Chambers of City Hall at 106 West 5th Street, Metropolis, Illinois. Upon roll call the following Alderpersons were present: Alderman Mike Hall, Chuck Short, Charles Barfield, Buford McGuire, John Taylor, Corporate Counsel Rick Abell, Mayor McDaniel, City Clerk Jan Adams and concerned citizens of Metropolis. Alderman Don Canada, Chad Lewis and Darryl Neill were absent.

Moved by Alderman Mike Hall and second by Alderman Chuck Short a motion to approve the minutes of the previous meeting held on 9-25-2017 as presented;

Citizens Request:

James White gave another update on the demolition of his three mobile homes. He stated they’re down to the metal and should be completely finished in 2-3 weeks. He was complimented on his diligent efforts and thanked for the update. The demolition for his other properties will begin when the current job is complete.

Mayor’s Report:

The Mayor gave the dates for the annual Fall Clean Up Weeks, October 23 and October 30th. We will have flyers located in City Hall giving what can and can’t be picked up and will run in the Metropolis Planet as well.

Moved by Alderman Charles Barfield and second by Alderman Mike Hall to make a motion to accept the recommendation of Matt Johnson as a member of the Metropolis Public Library Board of Trustees;

The City Hall awning came to an approximate amount of $1,500 and the public restrooms awning $1,900.00 the Mayor stated. Alderman Mike Hall is giving his time to help with the installation. These will come from Paducah Tent and Awning.

Moved by Alderman Charles Barfield and second by Alderman Chuck Short to make a motion accept the placement of awnings over the fire escape at City Hall & at the Public Restrooms;

Update*

Shawnee Mass Transit has received their funding from the state and moving forward with construction at the Industrial Park after the paperwork is complete.

Corporate Counsel Report:

Moved by Alderman Chuck Short and second by Alderman Mike Hall to make a motion to approve purchase of S-16 Supplement for the Code of Ordinances;

The motion to Adopt Ordinance Authorizing Sale of Municipally Owned Real Estate located at 409 West 8th Street was Tabled due to lack of quorum.

Corporate Counsel shared information on electric rates. The hot temperatures have peaked the electric usage months throughout the Midwest; which drives prices of power upwards. The City of Metropolis uses an index (PPA) to cover any periodic increases in the cost of power that are associated with the peak demand. The index represents a three-month rolling average, it is during the months July, August, September and often October that the adjustment is at its highest. Beginning in October we begin to see the decreases in the adjustment factor. The national average is 12.8 cents while the residents of Metropolis paid 11.9 cents. We are very competitive with our rates.

Water, Light & Street:

Moved by Alderman Charles Barfield and second by Alderman Buford McGuire to make a motion to take action on the purchase of property located at 1410 Metropolis Street in the amount of $5,000.00;

Financial Report:

Moved by Alderman Mike Hall and second by Alderman Charles Barfield to approve the Finance Report be received and approved and that the orders be drawn on the Treasurer for the different amounts mentioned therein and that the Mayor and the City Clerk be authorized to make necessary arrangements for payment of current Salaries, Payroll and Contract bills;

*No motion was made to advertise for sale and seek bids for the sale of an unimproved lot at 611 Market Street, Metropolis, IL due to the lack of a quorum. The motion will be on the next Council meeting.
