White County Board met Aug. 13.

Here is the minutes provided by the board:

A special meeting of the White County Board begun and holden this 13th day of August in the Courtroom of the White County Courthouse in the City of Carmi.

Chairman Don Puckett called the meeting to order at 7:00 p.m. Clerk Sell called the roll with Puckett, Carter, McAnulty, Usery, and Spencer present.

Chairman Puckett led the Board in the Pledge of Allegiance.

Chairman Puckett stated the first item on the agenda was to approve the minutes of the July 9th, 2019 meeting. Mr. Usery made a motion to approve the minutes, seconded by Mr. Spencer. Motion passed 4-1 with Puckett abstaining due do being absent last meeting.

Chairman Puckett stated the second item on the agenda was to approve the payment of all county bills. Mr. McAnulty made the motion to approve the payment of bills, seconded by Mr. Usery. Motion passed 5-0 on roll call.

Chairman Puckett asked for reports from county officers. Clerk Sell stated that she had mailed out almost 10,000 voter I.D. cards in the county. The purpose of this is to get more updated addresses to ensure people are voting in the correct precincts. It also lets the County Clerk know if persons have moved out of the county. Ambulance director Adam Allen stated that the Ambulance Service had to make a yearly payment for software, which is a $8,900.00, and one of the larger payments they make. He stated it caused the Ambulance to lose $5,580.21 for the month and had they not had to make the payment the ambulance service would have made some money. He went on to state they have been operating with two crews throughout the weeks and have been able to pull some transfers which has been able to help offset some of the cost. Adam stated he also had all the information from his paramedic test. Highway Engineer Brian Ray stated they have been busy with projects since the weather had been more cooperative. He stated they put in a box culvert on 2000N and they have finished up paving the south 3 % miles on Bel-Air Road. Brian went on to state that they have another patching contract with O'Daniel Trucking and are hoping to get started by the end of the month. They are also installing a box culvert on Broughton Road down by Norris City and they are also working on a bridge in Gray Township. Brian also reported the dump truck should be ready to go by winter time. County Board member Clint Spencer, stated the New Harmony Bridge Commission was waiting on the Governer to sign papers to commit to the committees on the Illinois side. He went on to state Indiana has had theirs in place for a few months and are waiting on President Trump to sign the papers. Illinois Governer Pritzker is expected to sign off by the end of the month to get the committes set up. They would like one County Board member on the committee and it was agreed upon to put Clint Spencer on that committee.

Chairman Puckett stated the next item on the agenda was to consider contract employment for Animal Control Officer. County Board member Ken Usery stated that he interviewed four candidates and

his recommendation for the position would be Charlie Mick. Mr. McAnulty made a motion to hire Charlie Mick as the Animal Control Officer, seconded by Mr. Usery. Motioned passed 5-0 on roll call.

Chairman Puckett stated the next item on the agenda was Marvin Meyer with GBS about health insurance that their company offers for county needs. Mr. Meyer stated GBS is a third party consulting company which specializes in self funded medical plans.

Chairman Puckett asked for motion to go into executive session. Mr. McAnulty made the motion to go into executive session, seconded by Mr. Usery. Motion passed on roll call 5-0.

Chairman Puckett asked for motion to come out of executive session. Motion was made by Mr. Usery, seconded by Mr.s McAnulty. Motion carried 5-0.

Next County Board meeting will be hed September 10, 2019 at 9:00 A.M. Motion to adjourn was made by Mr. Usery, seconded by Mr. McAnulty. Mtion carried 5-0 on roll call.
