City of Harrisburg City Council  met Sept. 3.

Here is the minutes provided by the council:

The Harrisburg City Council met on September 03, 2020 at 5:45 p.m. in the Council Room of City Hall, Harrisburg IL.

Mayor John McPeek called the meeting to order.  Mayor John McPeek presided over the meeting with Commissioners Raymond Gunning, Roger Angelly, Rupert Johnson and Ron Morse answering roll call.

Mayor John McPeek stated the purpose of the public hearing was to hear questions or concerns regarding the Business District.

Keith Moran joined the meeting via zoom.  He discussed the Business District Program.  He reminded everyone this program is not a property tax-based program.  It is a sales tax program.  This will allow the City to increase the sales tax up to 1%; however, the City is choosing to only increase the tax three-quarters of a percent.  This program is reviewed and will outline projects annually.

The money will be used for improvements in the Business District area.  This area consists of Downtown, Arrowhead Shopping Center and down to Ron Morse Drive.  This is centered around commercial retail.  He reminded everyone this will not impact medical or food related items and it will not impact anything licensed to the State of Illinois such as vehicles.  

This program has minimal impact to the pocket, but a substantial benefit to the City of Harrisburg.  This will help with revitalization, demolition, and with ADA standards.  This will help revitalize Vine Street, Arrowhead Shopping Center, and improve water infrastructure.  

There were no citizen questions, comments or concerns regarding this topic.

Commissioner Roger Angelly made the motion to adjourn.  Seconded by Commissioner Ron Morse.  A roll call vote was taken with all present voting yes.  Motion carried.
