City of Harrisburg City Council met Nov. 5.

Here is the minutes provided by the council:

The Harrisburg City Council met at 6:00 p.m. in the Council Room of City Hall, Harrisburg IL.

Mayor John McPeek called the meeting to order. Mayor John McPeek presided over the meeting with Commissioners Raymond Gunning, Rupert Johnson, Roger Angelly, and Ron Morse answering roll call.

Pastor Paul Taylor from Land Street Church of God led the group in prayer and the Pledge of Allegiance.

Commissioner Raymond Gunning made the motion to approve the consent agenda.

Seconded by Commissioner Roger Angelly. A roll call vote was taken with all present voting yes. Motion carried.

Jim Brown with Brown and Roberts Inc. presented a change order from Wiggs Construction. This change order is a decrease of $2,170.00. These changes are in regards to quantity adjustments. Commissioner Roger Angelly made the motion to approve Change Order #2 for Wiggs Construction in the amount of a decrease of $2,170.00. Seconded by Commissioner Rupert Johnson. A roll call vote was taken with all present voting yes. Motion carried.

Mayor John McPeek discussed changing the hours of operation for City Hall. He would like to change the hours of operation at City Hall to 7:00 a.m. to 3:00 p.m. effective January 01, 2021. Commissioner Roger Angelly made the motion to approve Ordinance 1819. Seconded by Commissioner Raymond Gunning. A roll call vote was taken with all present voting yes. Motion carried.

Jim Williams from Williams and Associates presented the 2021 Health Insurance Renewal Proposal. He stated there was a meeting with Jack Abbott, Commissioner Ron Morse, Treasurer David Cox and City Clerk Terri Jenkins regarding the upcoming 2021 health insurance proposals. It is his opinion the City of Harrisburg should stay with the current carrier ETHOS and increase the stop loss by $5,000.00. He said the City of Harrisburg and employees are doing very well with the self-insured plan.

Commissioner Ron Morse made the motion to authorize the City Clerk to sign the 2021 Health Insurance Renewal Contract. Seconded by Commissioner Roger Angelly. A roll call vote was taken with all present voting yes. Motion carried.

Mayor John McPeek presented the 2021 Council meeting dates. Commissioner Roger Angelly made the motion to approve the 2021 Council meeting dates. Seconded by Commissioner Ron Morse. A roll call vote was taken with all present voting yes. Motion carried.

Commissioner Raymond Gunning announced Mike Sullivan will be retiring at the end of this month. Applications can be picked up in the City Clerk’s Office. Applications must be returned to the City Clerk’s Office no later than November 19, 2020 by 4:00 p.m. Commissioner Raymond Gunning made the motion to authorize the City Clerk to advertise for the Animal Control position. Seconded by Commissioner Rupert Johnson. A roll call vote was taken with all present voting yes. Motion carried.

Commissioner Roger Angelly made the motion to authorize Brown and Roberts Inc. to acquire an IEPA Construction Permit for South Commercial Street watermain extension. Seconded by Commissioner Raymond Gunning. A roll call vote was taken with all present voting yes. Motion carried.

Commissioner Rupert Johnson made the motion to approve Resolution 20-1105 for the 2020 Holiday Lights Parade street closure for December 10, 2020. Seconded by Commissioner Roger Angelly. A roll call vote was taken with all present voting yes. Motion carried.

Mayor John McPeek stated Council will go into Executive Session to discussion Personnel.

Mayor John McPeek thanked Ameren for donating three poles for the movie screen. The next movie night will be November 20, 2020 starting at 6:00 p.m. and the movie will be Elf. The Harrisburg Lion Club will be hosting the Lights Parade on December 10, 2020 starting at 6:00 p.m. The City of Harrisburg is asking all businesses to decorate their store fronts. The City Courtyard will be decorated. The Malan Junior High project has started.

He reminded citizens to social distance and wear a mask. Please “Step Up and Mask Up”.

Citizen Sharon Vandenberg thanked the City for her new sidewalk. She said the employees did a great job and she is very grateful.

Commissioner Raymond Gunning made the motion to go into Executive Session to discussion Personnel. Seconded by Commissioner Roger Angelly. A roll call vote was taken with all present voting yes. Motion carried.

Adjourn: 6:16 p.m.

Reconvene: 7:22 p.m.

Commissioner Roger Angelly made the motion to return to open session. Seconded by Commissioner Raymond Gunning. A roll call vote was taken with all present voting yes. Motion carried. Mayor John McPeek presided over the open meeting.

Mayor John McPeek stated there was nothing to act on in Executive Session regarding Personnel.

Commissioner Ron Morse made the motion to adjourn. Seconded by Commissioner Raymond Gunning. A roll call vote was taken with all present voting yes. Motion carried.

Adjourn: 7:24 p.m.
