Galatia Community Unit School District 1 Board of Education met April 27.

Here are the minutes provided by the board:

The reorganization and regular meeting of the Galatia Community Unit School District No. 1 Board was held in the boardroom at the Annex. Roll call was taken, and those present were Tim Pribble, Aaron Allen, Joy Richey, Bryan McCabe, B.J. Pigg, and Holly Murphy. Elaine Jackson was absent. Six (6) members present and one (1) member absent. Board President, Tim Pribble, called the meeting to order at 7:00 p.m. Also present: Superintendent, Shain Crank, HS Principal, Ashley Launius, and Recording Secretary, Michele Hankins.

President Pribble led the Board and attendees in the Pledge of Allegiance.

ADDITIONS/DELETIONS TO AGENDA:

There were no additions/deletions to the agenda.

APPROVAL OF CONSENT AGENDA:

1. A motion was made by Pribble and seconded by McCabe to approve the public hearing and regular meeting minutes of March 23, 2023. Murphy-aye, Pribble-aye, Richey-aye, Pigg-aye, Allen-aye, and McCabe-aye. Six (6) ayes, motion carried.

2. A motion was made by McCabe and seconded by Murphy to approve the bills with the addition of the Rannco invoice of $167,872.20, and payroll as presented. Pigg-aye, Murphy-aye, Pribble-aye, Allen-aye, McCabe-aye, and Richey-aye. Six (6) ayes, motion carried.

3. A motion was made by Richey and seconded by Murphy to approve the treasurer's report and co-mingled account as presented. Allen-aye, McCabe-aye, Murphy-aye, Pigg-aye, Pribble-aye, and Richey-aye. Six (6) ayes, motion carried.

Recognition of Old Board

Mr. Crank recognized and thanked Mrs. Joy Richey (10 years) and Mr. Aaron Allen (8 years) for serving on the Galatia School Board.

Report County Clerk's Vote Canvas

The reading of the canvas votes was presented by Mr. Shain Crank. The votes were: Amy Richey 270, Tim Pribble 255, and Aaron Allen 209.

4. A motion was made by McCabe and seconded by Pigg to approve the reading of the school board member election vote results (canvas). Murphy-aye, McCabe-aye, Richey-aye, Pigg-aye, Allen-aye, and Pribble- aye. Six (6) ayes, motion carried.

Appointment of President Pro Tem

Mr. Tim Pribble, President, appointed Mr. Shain Crank to serve as the President Pro Tem.

Oath of Office

Elected board members Mr. Tim Pribble and Mrs. Amy Richey took the Oath of Office.

Roll Call of New Board

Roll call was taken, and those present were Tim Pribble, Bryan McCabe, B.J. Pigg, Holly Murphy, and Amy Richey. Elaine Jackson was absent. Five (5) members were present and one (1) member absent.

Reorganization of Board

Nominations for President

President Pro Tem opened the floor for nominations for the office of President.

5. A nomination was made by Pigg and seconded by McCabe to nominate Tim Pribble as President for a two-year term. Murphy-aye, McCabe-aye, Richey-aye, Pigg-aye, and Pribble-abstain. Four (4) ayes, motion carried.

Mr. Tim Pribble, President, immediately assumed the office of President.

Board Vice President

6. A nomination was made by Pigg and seconded by Murphy to nominate Bryan McCabe as Vice President for a two-year term. Murphy-aye, McCabe-abstain, Richey-aye, Pigg-aye, and Pribble-aye. Four (4) ayes, motion carried.

Board Secretary

7. A nomination was made by McCabe and seconded by Richey to nominate Holly Murphy as Board Secretary for a two-year term. Murphy-abstain, McCabe-aye, Richey-aye, Pigg-aye, and Pribble-aye. Four (4) ayes, motion carried.

Board Meeting Dates/Time

8. A motion was made by Pigg and seconded by Murphy to have the board meetings at the Galatia Annex on the 4th Tuesday of every month at 7:00 p.m., starting in July 2023. The board meetings for September 26th have been changed to September 25th, 2023, and December 26th to December 19th, 2023. Murphy- aye, McCabe-aye, Richey-aye, Pigg-aye, and Pribble-aye. Five (5) ayes, motion carried.

Committees were assigned.

School Board Vacancy

9. A motion was made by Pribble and seconded by Murphy to advertise for the School Board vacancy left by Joy Richey in the Tate township. The candidate must live in the school district and in one of the following Townships: Tate 7S5E; Long Branch 7S6E; Raleigh 8S6E; Brushy 9S5E; or Corinth 8S4E. Pribble-aye, Pigg-aye, Richey-aye, Murphy-aye, and McCabe-aye. Five (5) ayes, motion carried

EXECUTIVE SESSION:

10. A motion was made by Pribble and seconded by McCabe to enter Executive Session at 7:35 p.m. to discuss the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity; matters of student discipline or review executive session minutes. McCabe-aye, Murphy-aye, Pribble-aye, Richey-aye, and Pigg-aye. Five (5) ayes, motion carried.

11. A motion was made by Pribble and seconded by McCabe to end Executive Session at 8:22 p.m. Pigg-aye,

Murphy-aye, Pribble-aye, Richey-aye, and McCabe-aye. Five (5) ayes, motion carried.

12. A motion was made by Pribble and seconded by Richey to approve the Executive Session minutes.

MOTIONS FROM EXECUTIVE SESSION:

Assistant Principal

13. A motion was made by Pribble and seconded by McCabe to employ James Foster as an assistant principal with some teaching duties for the 2023/2024 school year, pending contract, and a background check. Murphy-aye, Pigg-aye, McCabe-aye, Richey-aye, and Pribble-aye. Five (5) ayes, motion carried.

Athletic Director

14. A motion was made by Pribble and seconded by McCabe to employ James Foster as athletic director for the 2023/2024 school year. Pribble-aye, Richey-aye, Pigg-aye, Murphy-aye, and McCabe-aye. Five (5) ayes, motion carried.

HS History Teacher

15. A motion was made by Pigg and seconded by Murphy to employ David Jordan as a high school history teacher for the 2023/2024 school year, per salary schedule, and a background check. Pribble-aye, Murphy- aye, Pigg-aye, McCabe-aye, and Richey aye. Five (5) ayes, motion carried.

JH/HS Math Teacher

16. A motion was made by McCabe and seconded by Pigg to employ James Wright as a JH/HS math teacher for the 2023/2024 school year, per salary schedule, and a background check. Richey-aye, Pribble-aye Murphy-aye, Pigg-aye, and McCabe-aye. Five (5) ayes, motion carried.

School Counselor

17. A motion was made by Richey and seconded by Pigg to employ Angie Moeller as a district school counselor for the 2023/2024 school year, per salary schedule, and a background check. Pribble-aye, Richey-aye, Murphy-aye, McCabe-aye, and Pigg-aye. Five (5) ayes, motion carried.

Custodian

18. A motion was made by Murphy and seconded by Richey to employ Robert Sheehan as a full-time district custodian pending a physical and a background check. Pribble-aye, Pigg-aye, Richey-aye, Murphy-aye, and McCabe-aye. Five (5) ayes, motion carried.

JH/HS Bass Cat Fishing Coach

19. A motion was made by McCabe and seconded by Murphy to employ B.J. Pigg as the junior high/high school Bass Cat fishing coach for the 2023/2024 school year. Murphy-aye, Pigg-abstain, McCabe-aye, Richey-aye, and Pribble-aye. Four (4) ayes, motion carried.

HS Cross Country Coach

20. A motion was made by McCabe and seconded by Murphy to employ Jason Banks as the high school cross country coach for the 2023/2024 school year, pending a background check. Pribble-aye, Richey-aye, Pigg- aye, Murphy-aye, and McCabe-aye. Five (5) ayes, motion carried.

21. A motion was made by Pribble and seconded by Richey to employ Julia Mattingly as the high school girls' volleyball coach for the 2023/2024 school year. Pribble-aye, Murphy-aye, Pigg-aye, McCabe-aye, and Richey aye. Five (5) ayes, motion carried.

HS Girls' Basketball Coach

22. A motion was made by Pigg and seconded by Murphy to employ Denise Clayton as the high school girls' basketball coach for the 2023/2024 school year. Richey-aye, Pribble-aye Murphy-aye, Pigg-aye, and McCabe-aye. Five (5) ayes, motion carried.

HS Cheer Coach

23. A motion was made by Pribble and seconded by McCabe to employ Andrea Vinson as the high school cheer coach for the 2023/2024 school year. Pribble-aye, Richey-aye, Murphy-aye, McCabe-aye, and Pigg- aye. Five (5) ayes, motion carried.

HS Boys' Basketball Coach

24. A motion was made by Pigg and seconded by Pribble to employ Zach Essex as the high school boys' basketball coach for the 2023/2024 school year. Pribble-aye, Pigg-aye, Richey-aye, Murphy-aye, and McCabe-aye. Five (5) ayes, motion carried.

HS Softball Coach

25. A motion was made by McCabe and seconded by Murphy to employ Melissa Shelton as the high school softball coach for the 2023/2024 school year. Murphy-aye, Pigg-aye, McCabe-aye, Richey-aye, and Pribble-aye. Five (5) ayes, motion carried

HS Baseball Coach

26. A motion was made by Murphy and seconded by Pigg to employ Tyler Johnson as the high school baseball coach for the 2023/2024 school year. Pribble-aye, Pigg-aye, Richey-aye, Murphy-aye, and McCabe-aye. Five (5) ayes, motion carried.

JH Cheer Coach

27. A motion was made by Pribble and seconded by Pigg to employ Nyla Ruccia as the junior high cheer coach for the 2023/2024 school year. Pribble-aye, Richey-aye, Murphy-aye, McCabe-abstain, and Pigg- aye. Four (4) ayes, motion carried.

JH Boys' Basketball Coach

28. A motion was made by Murphy and seconded by McCabe to employ Adam Neal as the junior high boys' basketball coach for the 2023/2024 school year. Richey-aye, Pigg-aye, Pribble-aye, Murphy-aye, and McCabe-aye. Five (5) ayes, motion carried.

JH Baseball Coach

29. A motion was made by McCabe and seconded by Pigg to employ Tyler Johnson as the junior high boys' baseball coach for the 2023/2024 school year. Murphy-aye, Pigg-aye, McCabe-aye, Richey-aye, and Pribble-aye. Five (5) ayes, motion carried.

JH Softball Coach

30. A motion was made by Murphy and seconded by Richey to employ Melissa Shelton as the junior high softball coach for the 2023/2024 school year. Murphy-aye, Pigg-aye, McCabe-aye, Richey-aye, and Pribble-aye. Five (5) ayes, motion carried.

JH Volleyball Coach

31. A motion was made by Pigg and seconded by McCabe to employ Julia Mattingly as the junior high volleyball coach for the 2023/2024 school year. Richey-aye, Pribble-aye Murphy-aye, Pigg-aye, and McCabe-aye. Five (5) ayes, motion carried.

Repost TrapCats and JH Girls' Basketball Coaches

32. A motion was made by Pribble and seconded by Pigg to repost TrapCats and JH Girls' Basketball coaching positions. Pribble-aye, Richey-aye, Murphy-aye, Pigg-aye, and McCabe-aye. Five (5) ayes, motion carried.

PRINCIPAL REPORT:

Prom: Prom was two weekends ago and went great. The two new junior class sponsors (Mr. Adam Neal and Mrs. Melanie Walters) did an amazing job.

JH/HS Play: Into the Woods, Jr. was the first play we had in a long time at the high school. Mrs. Sharla Girten, Mrs. Brandi Patton, and Mrs. Amy Richey did an excellent job along with all the students in the play.

State Testing: State testing is completed.

Brain Games: Our 3rd/4th grade and 5th/6th grade teams advanced to the regional competition. It was held last week at the Rend Lake College. The students did a great job.

High School Intro to Foods Class: The Intro to Foods class went on a field trip to the Rend Lake College Culinary Arts facility, as an incentive to advance Family Consumer Science students.

End-of-the-School-Year Dates: The district posted a link on the Facebook page with the end-of-the-school-year activity dates. We have made it a live document so that we can update it frequently.

SISHSA Banquet: The SISHSA (Southern Illinois Society for High School Achievement) banquet is next week at Carbondale, May 2, 2023. Halle Morris, Jaci Wood, Lukas Stricklin, Carter Wiseman, Kayleigh Brantley, and Jack Johnston will be recognized for Academics, Leadership, Community Involvement, and Character.

Senior Trip: The Seniors leave May 5th, 2023 for their senior trip to Universal Studios, Orlando, Florida. Twenty- two students will be attending the trip.

SUPERINTENDENT REPORT:

School Calendar: The first attendance day for students will be August 16th, 2023. The last day of school is May 28th, 2024. Five emergency days are included in the calendar. The calendar has been forwarded to ISBE (Illinois School Board of Education) for approval.

Safety: Mr. Crank is looking into the cost of bullet-resistant film for the entrance doors.

Kindergarten Pilot Program: The pilot program is in partnership with a web-based learning company. We will have access to free software at home and school.

FFA Banquet: The FFA Banquet was held on April 18th, 2023. Mr. Tim Arnold, Mr. Jim Richey, and the FFA students did a great job.

COMMITTEE REPORTS: TRANSPORTATION:

New Bus: The new bus has been ordered and will be here in 8-10 months.

BUILDING & GROUNDS REPORT:

Epoxy Floors: RP Coatings, Inc., was here on Wednesday to inspect both schools. They are scheduled to be at the high school to start the epoxy floors the first week after school ends.

OLD BUSINESS:

Energy Transition Community Grant

Mr. Crank received quotes for the projects discussed at the public hearing on March 23, 2023. The three items that were discussed were new led lights for the softball and baseball fields, a batting cage, and concrete driveway in front of the high school with concrete parking spots in front of the school for handicapped parking. The quotes came in considerably higher than previously discussed. The new led lights for the softball and baseball fields quote is $448,651.00. The batting cage quote is $17,788. The quote for the concrete driveway, new sidewalks, and parking spots in front of the high school is $394,592. The total cost for all the projects is $861,031 not including architect and construction management fees. The grant award is $597,515. We are potentially looking at a total cost of one million dollars. There was a discussion on the projects. It was decided to continue and see if we can get grant approval for the projects and the remainder of the cost would come from state/local funds.

Solar Project: Mr. Crank worked with the district attorney on the agreement with the solar company. The company agreed to make most of the changes our attorney suggested. Once we have the agreement in writing we can move forward with the potential project. Signing the agreement will not lock us into anything other than moving forward with options.

NEW BUSINESS:

FY24 School Calendar

33. A motion was made by Pigg and seconded by Murphy to approve the 2023/2024 school calendar. Murphy-aye, McCabe-aye, Richey-aye, Pigg-aye, and Pribble-aye. Five (5) ayes, motion carried.

Set Amended Budget Hearing

34. A motion was made by Pribble and seconded by McCabe to set the amended budget hearing for June 22, 2023, at 6:45 p.m. McCabe-aye, Murphy-aye, Richey-aye, Pigg-aye, and Pribble-aye. Five (5) ayes, motion carried.

Fuel Contract

35. A motion was made by Pribble and seconded by McCabe to accept fuel delivery from Southern FS as presented, at a price of $3.629/gal for 5,000 diesel gallons, and 3.464/gal for 2,600 gallons of unleaded fuel. Murphy-aye, Pigg-aye, McCabe-aye, Richey-aye, and Pribble-aye. Five (5) ayes, motion carried.

Credit Card Limit

36. A motion was made by McCabe and seconded by Richey to raise the Bank of America credit card limit to $15,000. Pigg-aye, McCabe-aye, Murphy-aye, Richey-aye, and Pribble-aye. Five (5) ayes, motion carried.
