Hamilton County Community Unit School District 10 Board of Education met May 9.

Here are the minutes provided by the board:

The Board of Education of Hamilton County Community Unit District No. 10 met in regular session on the evening of May 9, 2023 at 7:00 p.m., in the Administrative Center.

The meeting was called to order by Board President Dennis Lynch. Roll Call was as follows: Present – Steve Becker, Jeff Lueke, Tim Millenbine, Clint Ragan, Justin Woodrow, and Dennis Lynch. Absent – Bob Gray.

Motion by Woodrow, second by Ragan to approve the following items under the Consent Agenda: The minutes from the April 18, 2023 Regular Board Meeting, Treasurer’s Report, Budget reports, District bill listing, and the destruction of Executive Session Audio Recordings older than 18 months per Code. First Reading: Policies: 2:110, 3:40-E, 4:40, 4:60, 5:30, 5:90, 5:125, 5:150, 5:260, 5:285, 6:135, 6:210, 6:230, 8:20, 8:70. Out of State Trip: Lynnette Staley/High School Band and Jr./Sr. High School Choir to see “Aladdin” in St. Louis, MO on December 14, 2023. Roll Call Vote – Voting Yes – Woodrow, Ragan, Lueke, Millenbine, Becker, and Lynch. Motion carried.

CORRESPONDENCE – None.

VISITORS/Public Comment – Several parents and community members were present to discuss district bullying policies and how the district plans to improve it.

SUPERINTENDENT’S REPORT – Status

Mr. McCollum updated the Board on the following: Curriculum updates; State Disbursements owed: $5,744.48.

OLD BUSINESS –

Motion by Becker, second by Ragan to approve the Annual Crisis Response Plan Review Summary. Roll Call Vote – Voting Yes – Becker, Ragan, Lueke, Woodrow, Millenbine, and Lynch. Motion carried.

NEW BUSINESS –

Motion by Millenbine, second by Woodrow for authorization to seek bids for Cafeteria Supplies/Bread/Dairy Products for the 2023-2024 school year. Vote was taken by voice and motion carried.

Motion by Becker, second by Lueke for authorization to seek fuel bids for the 2023-2024 school year. Vote was taken by voice and motion carried.

Motion by Ragan, second by Lueke to approve the student fees for the 2023-2024 school year. Roll Call Vote – Voting Yes – Ragan, Lueke, Becker, Woodrow, Millenbine, and Lynch. Motion carried.

Motion by Ragan, second by Becker to approve Gerlock & Associates with Nationwide Life Insurance Company (no cost) as the carrier of voluntary student accident insurance for the 2023-2024 school year. Roll Call Vote – Voting Yes – Ragan, Becker, Millenbine, Woodrow, Lueke, and Lynch. Motion carried.

Motion by Millenbine, second by Woodrow to approve the renewal of Egyptian Trust as the district health insurance provider for the 2023-2024 school year. Roll Call Vote – Voting Yes – Millenbine, Woodrow, Ragan, Lueke, Becker, and Lynch. Motion carried.

Motion by Woodrow, second by Becker to convene in executive session at 7:23 p.m. to discuss appointment, employment, compensation, discipline, performance or dismissal of a specific employee(s) or office of the public body, pending litigation, and to conduct a student expulsion hearing pursuant to 5 ILCS 120/2(c)(1 & 11). Roll Call Vote – Voting Yes – Woodrow, Becker, Ragan, Lueke, Millenbine, and Lynch. Motion carried.

Motion by Ragan, second by Woodrow to come out of executive session at 9:32 p.m. Roll Call Vote – Voting Yes – Ragan, Woodrow, Lueke, Becker, Millenbine, and Lynch. Motion carried.

Motion by Millenbine, second by Becker to approve the minutes from executive session. Vote was taken by voice and motion carried.

Motion by Becker, second by Ragan to accept a letter of resignation from Stephany Abbott, Teacher Aide, effective at the end of the 2022-2023 school year. Roll Call Vote – Voting Yes – Becker, Ragan, Lueke, Woodrow, Millenbine, and Lynch. Motion carried.

Motion by Becker, second by Ragan to accept a letter of resignation from Beth Wheeler, Tutor, effective May 1, 2023. Roll Call Vote – Voting Yes – Becker, Ragan, Lueke, Woodrow, Millenbine, and Lynch. Motion carried.

Motion by Lueke, second by Woodrow to accept an irrevocable four year notice of intent retire letter from Paula Jackson, Daycare Director, effective June 30, 2027. Roll Call Vote – Voting Yes – Lueke, Woodrow, Ragan, Becker, Millenbine, and Lynch. Motion carried.

Motion by Ragan, second by Woodrow to approve family medical leave for a certified employee beginning August 9, 2023 through September 18, 2023. Roll Call Vote – Voting Yes – Ragan, Woodrow, Becker, Lueke, Millenbine, and Lynch. Motion carried.

Motion by Becker, second by Woodrow to approve increasing the teacher sub pay to $100 ($14.28/hour) per day or $50 for a half a day, effective with the start of the 2023-2024 school year. Roll Call Vote – Voting Yes – Becker, Woodrow, Ragan, Lueke, Millenbine, and Lynch. Motion carried.

Motion by Ragan, second by Becker to approve pay increases of $500 for the 2023-2024 school year for the following bus drivers: Lori Benbrook, Brandi Bowman, Jaime Brock, Vida Dial, Brenda Griffith, T.J. Higginson, Bert Irvin, Scott Johnson, Kristi McMurtry, Linda Shelton, Teresa Webb, and Robert Wilson. Roll Call Vote – Voting Yes – Ragan, Becker, Lueke, Woodrow, Millenbine, and Lynch. Motion carried.

Motion by Lueke, second by Woodrow to approve an additional 60 employment days (400 hours minimum) outside normal school hours for Ben Newbury, Ag Teacher, and Alicia Kabat, Ag Teacher, with funding provided by a 50/50 matching 3 Circles Ag Grant, if approved, for the 2023-2024 school year. Roll Call Vote – Voting Yes – Lueke, Woodrow, Ragan, Becker, Millenbine, and Lynch. Motion Carried.

Motion by Ragan, second by Becker to re-employ JD Murphy as the Jr. High 7th Grade Girls Basketball Coach for the 2023-2024 season. Roll Call Vote – Voting Yes – Ragan, Becker, Millenbine, Lueke, Woodrow, and Lynch. Motion Carried.

Motion by Ragan, second by Becker to re-employ Robert Crow as the Jr. High 8th Grade Girls Basketball Coach for the 2023-2024 season. Roll Call Vote – Voting Yes – Ragan, Becker, Millenbine, Lueke, Woodrow, and Lynch. Motion Carried.

Motion by Ragan, second by Becker to re-employ Matt Rubenacker as the Jr. High 7th Grade Boys Basketball Coach for the 2023-2024 season. Roll Call Vote – Voting Yes – Ragan, Becker, Millenbine, Lueke, Woodrow, and Lynch. Motion Carried.

Motion by Becker, second by Woodrow to re-employ Dewain Wellen as the Jr. High and High School Director of Sporting Clays for the 2023-2024 school year. Roll Call Vote – Voting Yes - Becker, Woodrow, Lueke, Ragan, Millenbine, and Lynch. Motion Carried.

Motion by Becker, second by Woodrow to re-employ Mike Cunico as the Jr. High Baseball Coach for the 2023-2024 season. Roll Call Vote – Voting Yes – Becker, Woodrow, Lueke, Ragan, Millenbine, and Lynch. Motion Carried.

Motion by Ragan, second by Lueke to reassign Keith Welch as the Jr./Sr. High School Assistant Principal, contingent upon proper Illinois licensure by August 1, 2023, and approve a 10-month (200 day) employment contract, effective with the start of the 2023-2024 school year. Roll Call Vote – Voting Yes – Ragan, Lueke, Becker, Woodrow, and Lynch. Voting Abstain – Millenbine. Motion Carried.

Motion by Lueke, second by Ragan to post for a part-time Tutor. Vote was taken by voice and motion carried.

Motion by Lueke, second by Ragan to post for a PE/Driver’s Education Teacher. Vote was taken by voice and motion carried.

Motion by Becker, second by Woodrow to expel Student A for the remainder of the 2022- 2023 school year for gross misconduct and provide educational placement at the Norris City Annex beginning with the 2023-2024 school year and receive appropriate counseling. Roll Call Vote – Voting Yes – Becker, Woodrow, Lueke, Ragan, Millenbine, and Lynch. Motion carried.

Motion by Becker, second by Lueke to adjourn. Vote was taken by voice, motion carried and the meeting adjourned at 9:40 p.m.
