CONSENT AGENDA

1. Accept checks from the Hamilton County Health Department for the month of December, 2023. Salaries: $8,697.00 Fringes: $751.21 Insurance: $1,206.86.

2. Accept check # 6009430 in the amount of $109,260.74 from Hamilton County Coal, LLC for the product of lease dated 12/01/2007.

3. Accept check # 45173 in the amount of $4,166.67 from the City of McLeansboro per the Central Dispatching agreement for the month of December 2023.

4. Review the Hamilton County Unit #10 1% school facilities tax schedule in the amount of $48,405.93.

5. Review the Hamilton County Public Safety Tax Payment received in the amount of $48,657.54. This is liability MO- Oct 2023, Collected MO- Nov 2023 Vouchered MO- Jan 2024.

6. Review and approve the letter drafted to ABH2 Michael Joseph Little to congratulate and recognize him for retirement from the US Navy after 18 years of service.

7. Approve Resolution # 2024-01-1 pertaining to the sale of permanent parcel # 08-10-454-001 to Jennifer Adams in the amount of $1,100.00.

(Certificate # 3163 sold at the December 2020 tax sale to the Hamilton County Trustee Program)

8. Approve Resolution # 2024-01-2 pertaining to the sale of the mobile home located at 307 Old Brickyard Road, Parcel # 07-326 to the City of McLeansboro in the amount of $915.00. (Certificate # 3317 sold at the December 2020 tax sale to the Hamilton County Trustee Program)

NEW BUSINESS:

1. Discussion and possible approval: The request from Darlene Chapman, CEO of the Discover Downstate Illinois Tourism Board, for a certification letter recognizing them as our “state certified tourism bureau” for FY25.

2. Discussion and possible approval: The request from Jessica Barbre, Administrative Assistant of the Southern 14 Workforce Investment Board, to sign their Chief Elected Official and Grant Recipient /Fiscal Agent Agreement.

3. Discussion and possible approval: The updated Hamilton County Employee Policy Manual in accordance with the Paid Leave For All Workers Act.

4. Discussion and possible approval: Resolution #2024-01-03 pertaining to the number of Election Judges used in the General Primary Elections.

5. Discussion and possible approval: Resolution #2024-01-04 pertaining to Election Judge pay for the 2024 Primary and General Elections.

6. Discussion and possible approval: Highway Department tractor from May 1, 2023

a. S & N Partners for the purchase of a John Deere Model 6R195 for the Highway Department in the amount of $135,000.00 (with trade) to be paid from the Coal Fund.

b. S & N Partners for the lease of a John Deere Model 6R195 for the Highway Department in the amount of $30,970.00 per year for (5) years, with a $1 buy-back, to be paid from the Highway line item #3021 New Equipment Purchases. Amount is with trade in.

7. Discussion and possible approval: The Claims List, Late Claims and Highway Claims with signatures of approval.

APPOINTMENTS

8. Discussion and possible approval: The appointment of Justin Webb to the Hamilton County ETSB Board to replace Adam Zimmerman, due to resignation, for a remaining term to expire January 30, 2026.

9. Discussion and possible approval: The appointment of Kelly Woodrow to the Hamilton County ETSB Board to replace Adam Little for a (1) year term to expire January 30, 2025.

10. Discussion and possible approval: The re-appointment of Jeff Bernard to the Hamilton County ETSB Board for a (3) year term to expire January 30, 2027.

11. Discussion and possible approval: The re-appointment of Nathan Taylor to the Hamilton County ETSB Board for a (3) year term to expire January 30, 2027.
