Norris City Omaha Enfield Community Unit School District 3 Board of Education met Dec. 18.

Here are the minutes provided by the board:

The Public Hearing on the Tax Levy was held on December 18, 2023 at 7:30 pm prior to the regular meeting of the Board of Education of Norris City-Omaha-Enfield Community Unit School District No. 3. The meeting was called to order by President Joe Lane at 7:30 pm.

Roll Call: Present- Matt McArthy, Frank Graves, Rhonda Forston, Heath Rush, Joe Lane, Kyle Hoskins, Mike Hite. Absent- None.

Others in Attendance- Matt Vollman, Superintendent; David Reavis, Principal; Brad Wehlermann, Principal; Carla Carter, Principal; Jessica Jackson, Treasurer; Kathy Sands.

The Board presented the proposed tax levy amounts.

Public Comment- None.

Motion to Adjourn Public Hearing by Joe Lane. Second by Mike Hite. Unanimous vote. Motion Carried.

The regular meeting of the Board of Education of Norris City-Omaha-Enfield Community Unit School District No. 3 was held on Wednesday, December 18, 2023, at the District Office. The meeting was called to order by Present Joe Lane at 7:49 p.m.

Roll Call: Present- Matt McArthy, Frank Graves, Rhonda Forston, Heath Rush, Joe Lane, Kyle Hoskins, Mike Hite. Absent- None.

Others in Attendance- Matt Vollman, Superintendent; David Reavis, Principal; Brad Wehlermann, Principal; Carla Carter, Principal; Jessica Jackson, Treasurer; Kathy Sands.

Motion to approve the Minutes for November 15, 2023 Regular Board Meeting and Executive Session by Heath Rush. Second by Joe Lane. Unanimous vote. Motion Carried.

Motion to approve the Bills by Joe Lane. Second by Matt McArthy. Roll Call Vote- Matt McArthy, yes; Frank Graves, yes; Rhonda Forston, yes; Heath Rush, yes; Joe Lane, yes; Kyle Hoskins, yes; Mike Hite, yes. Motion Carried.

Superintendent Report:

   Matt Vollman-

     -The auditorium sound and light system upgrade is underway. The Board again thanked the Absher Foundation for funding this project.

Motion to approve the Booth Trust monthly report with a balance of $41,811.65 by Joe Lane. Second by Heath Rush. Roll Call Vote- Matt McArthy, yes; Frank Graves, yes; Rhonda Forston, yes; Heath Rush, yes; Joe Lane, yes; Kyle Hoskins, yes; Mike Hite, yes. Motion Carried.

Principal Reports:

NCOE Elementary/PreK/Mrs. Carter-

   -Pre K attendance was 88.6%.

   -Winter benchmarking tests were completed this month and the students showed growth in reading and math.

NCOE Elementary/Mr. Reavis:

   -Attendance is 93.4%.

   -Jr High basketball won the consolation championship at the Wayne City Tournament and the Cheerleaders placed 2nd.

   -Band concert was a success.

   -Congratulations on Jamie Smith's retirement.

High School/Mr. Wehlermann-

   -The student council hosted the winter dance. It was well attended.

   -The high school basketball team plays in the Eldorado Holiday Tournament on the 26th at 8:30pm.

The 2023 tax levy was presented by Mr. Vollman. The amounts to be levied are:

   Education Purposes - 1,700,000

   Operations, Building and Maintenance Purposes - $375,000

   Transportation Purposes - $185,000

   Working Cash Purposes - $5,000

   Municipal Retirement Fund Purposes - $90,000

   Tort Immunity Purposes - $410,000

   Special Education Purposes - $36,000

   Social Security Purposes - $100,000

   Fire Prevention & Safety Purposes - $43,000

The aggregate amount of taxes estimated to be levied for the year 2023 is $2,944,000. The amount does exceed 105% of the taxes extended for 2022 and a public hearing was required. It is necessary to adopt each individual resolution pertaining to the levy amount. Copies of these resolutions follow these minutes.

Motion to adopt the Resolution Regarding Truth in Taxation Law by Matt McArthy. Second by Mike Hite. Roll Call Vote- Matt McArthy, yes; Frank Graves, yes; Rhonda Forston, yes; Heath Rush, yes; Joe Lane, yes; Kyle Hoskins, yes; Mike Hite, yes. Motion Carried.

Motion to approve the Press Policy update Release #113 as presented by Joe Lane. Second by Matt McArthy. Roll Call Vote- Matt McArthy, yes; Frank Graves, yes; Rhonda Forston, yes; Heath Rush, yes; Kyle Hoskins, yes; Mike Hite, yes. Motion Carried.

Motion to let fuel bids by Kyle Hoskins. Second by Frank Graves. Unanimous vote. Motion Carried.

Public Input:

   -None.

Motion to move into Executive Session at 8:22 p.m. by Rhonda Forston. Second by Mike Hite.

Return to Regular Session at 8:31 p.m.

Motion to employ Emily Brinkley, aide, by Joe Lane. Second by Mike Hite. Roll Call Vote- Matt McArthy, yes; Frank Graves, yes; Rhonda Forston, yes; Heath Rush, yes; Joe Lane, yes; Kyle Hoskins, yes; Mike Hite, yes. Motion Carried.

Motion to employ Cole Roberson, 5th grade basketball coach, by Joe Lane. Second by Mike Hite. Roll Call Vote- Matt McArthy, yes; Frank Graves, yes; Rhonda Forston, yes; Heath Rush, yes; Joe Lane, yes; Kyle Hoskins, yes; Mike Hite, yes. Motion Carried.

Motion to employ Stephanie Knight, special education teacher beginning January 2, 2024, by Joe Lane. Second by Mike Hite. Roll Call Vote- Matt McArthy, yes; Frank Graves, yes; Rhonda Forston, yes; Heath Rush, yes; Joe Lane, yes; Kyle Hoskins, yes; Mike Hite, yes. Motion Carried.

Motion to adjourn at 8:33 p.m. by Kyle Hoskins. Second by Heath Rush. Unanimous Vote. Motion Carried.
