City of Carmi City Council met Feb. 6.

Here are the minutes provided by the council:

The Carmi City Council met Tuesday, February 6, 2024, at 5:30 p.m. in the Council Room of the Municipal Building, 225 East Main Street.

Prior to opening the council meeting, Mayor Pollard asked Alderman Winkleman to give the invocation followed by the Pledge of Allegiance.

Mayor Pollard presided with the following Aldermen present: Steve Winkleman, Mark W. Blake, Tracy Nelson, Lacey Bradshaw, Jeremy Courson, Mike Knight, Sheila Headlee and Doug Hays.

The minutes from the January 16, 2024 council meeting were presented. Motion was made by Alderman Courson and seconded by Alderman Headlee to approve the minutes as presented. The motion carried on roll call by each Alderman present answering “yes” except for Alderperson Hays who abstained due to being absent at that meeting.

For council consideration, discussion, and possible approval

a) Pay request: Brown & Roberts, Inc. Job 2023-073 DCEO PI Portion Water System Improvements C&O in the amount of $2081.60. A motion was made by Alderperson Headlee to approve the above-noted pay request. The motion was seconded by Alderperson Courson. The motion carried on roll call by each Alderperson present answering “yes.”

b) Ordinance #1615; An ordinance authorizing the City of Carmi of White County IL to borrow funds from the State of Illinois Environmental Protection Agency (IEPA) water pollution control loan program. Alderperson Courson made a motion to adopt Ordinance #1615. The motion was seconded by Alderperson Blake. The motion carried on roll call by each Alderperson present answering “yes.”

c) Approve IEPA Water Pollution Loan Application for $680,000. The above ordinance had to be adopted before the loan application could be approved in order to receive the funding for the WWTP Digesters Rehabilitation. Alderperson Blake made a motion to approve the above loan application with a second by Alderperson Bradshaw. The motion carried on roll call by each Alderperson present answering “yes.”

d) Ordinance 1616; An ordinance creating and establishing a fire department in the city of Carmi, Illinois repealing and replacing Ordinances 461, 506, and 1081. Clerk Attebury said Sherry Anderson, the fire department secretary, had spent a lot of time researching and creating multiple ordinances for review and then ultimately creating the above ordinance. The ordinances being repealed and replaced were very outdated. Alderperson Courson made a motion to approve Ordinance 1616 as noted above. Alderperson Headlee seconded the motion. The motion carried on roll call by each Alderperson present answering “yes.”

e) Resolution 02.06.2024; Resolution to execute agreement with Brown & Roberts, Inc. Water System Improvements DCEO Rebuild Illinois Funded Portion. Alderperson Headlee made a motion to approve Resolution 02.06.2024 with a second by Alderperson Hays. The motion carried on roll call by each Alderperson present answering “yes.

f) Chief Jason Carter requesting permission to purchase a new 2023 Dodge Ram from Jansen Ford utilizing the state bid process. Chief Carter said this vehicle had actually been received at Jansen Ford in November of last year, after we had purchased the new vehicle for 2023 from another dealership because Jansen did not receive the vehicle. There were problems with the ordering and delivering of the Dodge Ram vehicles. The vehicle will be sold to us at $36,609.00 which is the 2023 price. Alderperson Headlee said this was in the budget. With no further discussion, Alderperson Hays made a motion to approve the purchase of the 2023 Dodge Ram vehicle. The motion was seconded by Alderperson Headlee. The motion carried on roll call by each Alderperson present answering “yes.”

g) Approval to seek sealed bids for the purchase of fuel for the City of Carmi/Carmi Light and Water. Mayor Pollard said in the past, the City had always locked in the price of fuel in January with the current company but at this time, that was not being offered. Alderperson Hays made a motion to approve seeking sealed bids for the fuel purchase. Alderperson Bradshaw seconded the motion. The motion carried on roll call by each Alderperson present answering “yes.”

Adjournment

At 5:50 p.m. Alderman Hays made a motion to adjourn. Motion was seconded by Alderman Bradshaw. The motion carried on roll call by each Alderman present answering “yes.”
