City of Carmi City Council met Feb. 17.

The Carmi City Council held the regular monthly council meeting on February 17, 2026, at 5:30 p.m. in the City Council Room. Due to the absence of Mayor Stendeback, Carmi City Attorney, Greg Stewart, called the meeting to order and instructed the council to select Mayor Pro Tempore. At that time, Alderperson Courson made a motion to elect Alderperson Hays as the Mayor Pro Tempore. Alderperson Blake seconded the motion. The meeting was then called to order by Mayor Pro Tempore Hays.
Prior to opening the council meeting, Mayor Pro Tempore Hays gave the Invocation followed by the Pledge of Allegiance.
Mayor Pro Tempore Hays presided with the following Alderpersons present: Greg Knight, Mark W. Blake, Jeremy Courson and Lacey Bradshaw. ABSENT: Jack Bradshaw, Mike Knight and Tracy Nelson.
The Council Meeting Minutes from February 3, 2026, were presented for approval. Alderperson Lacey Bradshaw made a motion to approve with a second by Alderperson Courson. The motion carried on roll call by each Alderperson present answering “yes,”.
The January 2026 Financial Reports for the City of Carmi/Carmi Light & Water were presented for approval. Alderperson Blake made a motion to approve the January Financial Reports with a second by Alderperson Lacey Bradshaw. The motion carried on roll call by each Alderperson present answering “yes.”
Approve and Authorize February 2026 vendor invoices for the City of Carmi/Carmi Light and Water Departments. Alderperson Lacey Bradshaw made a motion to approve the February 2026 vendor invoices with a second by Alderperson Greg Knight. The motion carried on roll call by each Alderperson present answering “yes.”
For council consideration, discussion, and possible approval
a. Resolution 02.17.2026; A Resolution setting the electric cost adjustment. Mayor Pro Tempore Hays asked City Supervisor, Brad Attebury, to discuss. Supervisor Attebury said the adjustment is based on what it costs to deliver the electricity to customers. The current cost adjustment is .0854 and if passed, this resolution will lower it to .07. Attebury said this should be reflected in the March bill. Discussion was held regarding how often the cost adjustment changes and Attebury said twice a year, February and August but at one time, it was monthly. He also went on to say Wayne White Electric charges a monthly delivery fee for electricity to its customers, but the City of Carmi uses the cost adjustment instead of the delivery fee. With no further discussion, Alderperson Greg Knight made a motion to approve the above resolution with a second by Alderperson Lacey Bradshaw. The motion carried on roll call by each Alderperson present answering “yes.”

Reports from Standing Committees
Alderperson Lacey Bradshaw said a couple of hundred households can expect letters asking them to reach out to the Carmi Light and Water regarding budget billing arrears at which time, individual meetings will be set up to discuss available options.
Business or Comments from Visitors
Ms. Chula Fleming inquired as to why financial reports were not posted on our website like some of our surrounding towns. Clerk Attebury said she would reach out to Illinois Municipal League to see what the requirements were.
Supervisor Attebury reminded residents that the remainder of the electric meters have arrived the contractor will be replacing the remainder of the 1500 meters within the next few weeks. You may notice white flags near the old meter which will need to be left in place and will be removed after installation.

At 5:40 p.m. Alderperson Courson made a motion adjourn. The motion was seconded by Alderperson Lacey Bradshaw. The motion carried on roll call by each Alderperson present answering “yes.”
