City of Harrisburg City Council met Dec. 12.

Special Meeting Minutes

The Harrisburg City Council met on December 12, 2025 at 9:00 a.m. at the City Hall located at 110 E. Locust Street, Harrisburg, IL.

Mayor John McPeek called the meeting to order. Mayor John McPeek presided over the meeting with Commissioners Raymond Gunning, Roger Angelly, Rupert Johnson, and Jonathan Brown answering roll call. 

Commissioner Raymond Gunning led the group in prayer and Pledge of Allegiance.

Mayor John McPeek swore in Police Officer Luke Schimp and Police Officer Zachary Flannigan.

Eric Witges from FSB Insurance discussed options for city insurance. After the last meeting, FSB Insurance had further discussions with additional insurance providers. Bliss McKnight worked with FSB Insurance and was able to lower the premium, but it is still an increase from last year.

Previous issues with some claims have since been resolved which helped reduce the cost.

Steve Williams with FSB Insurance presented a packet to the council. He reviewed the information with the council. 

Commissioner Jonathan Brown said he believes getting proposals is what is best for the city. This is not personal, but the city needs to find ways to save money. He appreciates the efforts FSB Insurance has put into addressing the issue, but the council must do what is best for the City of Harrisburg.

The council chose to table authorizing Attorney Kolby Smithpeters to advertise request for proposals for health insurance and property/casualty/commercial insurance.

Commissioner Raymond Gunning made the motion to adjourn. Seconded by Commissioner Rupert Johnson. A roll call vote was taken with all present voting yes. Motion carried.
