City of Harrisburg City Council met Dec. 23.

Special Meeting Minutes

The Harrisburg City Council met on December 23, 2025 at 9:00 a.m. at the City Hall located at 110 E. Locust Street, Harrisburg, IL.

Mayor John McPeek called the meeting to order. Mayor John McPeek presided over the meeting with Commissioners Roger Angelly, Rupert Johnson, and Jonathan Brown answering roll call. Commissioner Raymond Gunning was absent.

Superintendent Jason Haney presented the proposed contract from KorTerra regarding J.U.L.I.E. tickets. There is one number associated with the J.U.L.I.E system. We are required to submit a positive response ticket after each ticket. KorTerra will distribute the tickets, complete the auto response, and keep track of the tickets. Superintendents Jason Haney and Kenny Mayhall along with working foremen Brandon Morse and Robbie Pate sat in a zoom call with KorTerra discussing the platform.

The initial setup fee is $1500.00. The yearly fee is $4,000.00 which will be split between the water, sewer, and street/alley departments. This is a three-year contract. This will help with the organization of the J.U.L.I.E locates. Last year, the city has over 2,600 J.U.L.I.E locates.

The ICC governs the J.U.L.I.E. There will be an app for the use of the KorTerra program. KorTerra can have this ready to run immediately.

Commissioner Roger Angelly made the motion to authorize Mayor John McPeek to sign the KorTerra contract. Seconded by Commissioner Rupert Johnson. A roll call vote was taken with all present voting yes. Motion carried.

Commissioner Roger Angelly wished everyone a Merry Christmas and a Happy New Year.
