City of Mount Carmel City Council met Nov. 10.

Here are the minutes provided by the council:

Mayor Judge brought the City Council meeting to order.

Present on Roll Call: Mayor Joe Judge, Commissioners – Eric Ikemire, Tyson Meador Susan Zimmerman, Thomas Meeks was reported as absent.

Also Present: City Administrative Assistant Ryan Turner

APPROVAL OF MINUTES

Mayor Judge requested a motion to approve the minutes from the October 27, 2025, council meeting.

Commissioner Ikemire motioned, and Commissioner Meador seconded, to approve the October 27, 2025, meeting minutes. All present voted by roll call. Commissioners Ikemire, Meador, and Zimmerman voted aye.

VISITORS

Wabash County Chamber of Commerce Director, Lesley Hipsher, was in attendance to get approval for the Christmas Parade.

MAYOR’S COMMENTS

Mayor Judge announced that there will be a groundbreaking ceremony for the new aquatic center on November 19th at 1:00 pm. We will kick off our naming rights campaign on the same day. Guisewite Excavating started the dirt work there today.

Mayor Judge reported that we had a $30,000.00 donation to the pool project. We appreciate the community partner that made this generous donation. We also received $95,820.80 from the Energy Transition Grant. Thanks to DCO for the grant opportunity and to Wabash County for writing a letter for us. The City of Mt. Carmel will hold a public hearing on this grant on November 24th, at 3:00 pm in the council room at City Hall.

Mayor Judge reported that all of the new banners along Market Street are up. Thank you to the sponsors. They look really nice.

COMMISSIONER REPORTS:

COMMISSIONER TYSON MEADOR – STREETS, CEMETERIES, AND PARKS

Commissioner Meador reported that over the last two weeks, crews have been performing general maintenance. They have also been working at the Kiwanis new park shelter.

COMMISSIONER ERIC IKEMIRE – FINANCE AND SENIOR CITIZENS

Commissioner Ikemire reported $28,061.99 in receipts and $131,877.94 in expenditures.

COMMISSIONER TOM MEEKS – WATER AND SEWER

Commissioner Meeks is absent.

COMMISSIONER SUSAN ZIMMERMAN – FIRE, HEALTH & SAFETY, GARBAGE, CITY HALL, AND CIVIL DEFENSE

Commissioner Zimmerman reminded the Mt. Carmel Fire Department that, as it gets colder, do not plug any heaters into extension cords. Indoor heaters must be plugged directly into the outlet. She also stated that you should not use ovens as a heat source.

Commissioner Zimmerman reported the department is continuing with hose testing. They have had a couple of public relations events and 11 different contacts.

Commissioner Zimmerman reported that garbage is running as scheduled.

CITY ADMINISTRATIVE ASSISTANT – RYAN TURNER

City Administrative Assistant Turner discussed and asked the council to consider a motion to install LPR cameras at the city entrances. After talking to Moran, these cameras are an eligible TIF expense.

City Administrative Assistant Turner asked the council to approve a $50,000.00 grant to TLD Properties, funded from TIF VI.

City Administrative Assistant Turner discussed the ordinance and asked the council to make a motion on Ordinance 2135, which amends Ordinance 2024 to implement cannabis sales tax per state guidelines.

City Administrative Assistant Turner discussed the river camps we still rent. The annual charge for those is still $100.00, due by January 1st, 2026.

CITY ATTORNEY – DEREK MCCULLOUGH

City Attorney McCullough is absent.

AIRPORT MANAGER – LUIS GARCIA

Airport Manager Garcia reported that he cleared snow at the airport today, there have been meetings about the new hangar project, and general maintenance is being performed.

POLICE CHIEF – MIKE MCWILLIAMS

Police Chief McWilliams has no report.

FIRE CHIEF – FRANCIS SPETH

Fire Chief Speth is absent.

PUBLIC WORKS DIRECTOR – MIKE GIDCUMB

Public Works Director Gidcumb has no report.

WABASH COUNTY E.M.A.

Wabash County E.M.A. is absent.

BUSINESS MOTIONS

Commissioner Ikemire motioned, and Commissioner Meador seconded, to approve the purchase of a LPR camera system. The cost is not to exceed $23,900.00. Commissioners Ikemire, Meador, and Zimmerman voted aye.

Commissioner Meador motioned, and Commissioner Ikemire seconded, to approve a $50,000.00 grant to TLD Properties in the form of a grant provided by funds found in TIF VI. Commissioners Ikemire, Meador, and Zimmerman voted aye.

Commissioner Ikemire motioned, and Commissioner Zimmerman seconded, on Ordinance 2135, to amend Ordinance 2024 cannabis sales tax per state guidelines. Commissioners Ikemire, Meador, and Zimmerman voted aye.

Commissioner Ikemire motioned, and Commissioner Zimmerman seconded, to approve the consent agenda. All present voted by roll call. Commissioners Ikemire and Zimmerman voted aye.

Commissioner Meador motioned, and Commissioner Ikemire seconded, to move to executive session at 4:19 pm to discuss the sale of property and the possibility of purchasing property. Commissioners Ikemire, Meador, and Zimmerman voted aye.

Commissioner Zimmerman motioned, and Commissioner Meador seconded, to move out of executive session and back into regular session at 4:28 pm. Commissioners Ikemire, Meador, and Zimmerman voted aye.

Commissioner Zimmerman motioned, and Commissioner Meador seconded, to adjourn today’s meeting. All present voted Aye by voice vote.

The meeting adjourned at 4:30 pm.
