The regular meeting of the Board of Education of Norris City-Omaha-Enfield Community Unit School District No. 3 was held on Wednesday, November 19, 2025, at the District Office.

The meeting was called to order by President Matt McArthy at 7:00 p.m.

Roll Call: Present- Alex Ridge, Kyle Hoskins, Matt McArthy, Frank Graves, Rhonda Forston, Heath Rush, Mike Hite. Absent- None.

Others in Attendance: Matt Vollman, Superintendent; David Reavis, Principal; Carla Carter, Principal; Brad Wehlermann, Principal; Jessica Jackson, Treasurer.

Motion to approve Consent Agenda containing closed and open minutes from October 2025; bills; November Booth Trust report with a balance of $52,148.51; and destruction of executive session audio tapes older than 18 months by Matt McArthy. Second by Heath Rush. Roll Call Vote- Alex Ridge, yes; Kyle Hoskins, yes; Matt McArthy, yes; Frank Graves, yes; Rhonda Forston, yes; Heath Rush, yes; Mike Hite, yes. Motion Carried.

Public Comment: none

Superintendent Report/Matt Vollman:

-Presented the new office design/layout and science lab remodel for the high school.

-Thank you to the Absher Foundation for donating $84,786.00 that will be used to purchased 2 weapons detection systems (one for the elementary and one for the high school) and 11 new smart projectors for classroom use.

-The cafeteria has a new sound system installed from a grant that Mrs. Humphrey was awarded.

Principal Reports:

High School/Mr. Wehlermann:

-Congratulated the high school volleyball team for placing 3rd at State. They have had a state appearance 4 times in the last 9 years.

-Red and White basketball game is Friday, November 21 at 6:00 pm with no admission costs. An after party for students will be at the high school gym from 9-11 pm after the game.

-Tuesday November 25th is the first basketball game of the season and it is at home.

NCOE Elementary/Mr. Reavis:

-94.4% attendance.

-November 4th the ROE brought the Star Lab to the elementary for students to participate in.

-Jr. High basketball has begun and currently varsity is 6-1 and jv is 3-0. December 1 starts the Wayne City Tournament.

-December 9-12 is the PTO Jingle Bell Shop.

-December 10 is the Christmas Programs with Prek-2nd grades at 5:30 pm and 3rd-4th grades at 7:00 pm.

-December 12 Santa is coming to lunch.

-December 13 at noon is the Chili Supper and Band Concert at the high school.

NCOE Elementary/Mrs. Carter:

-Informed the board that all volunteers for the PTO Jingle Bell Shop have been background checked.

-Half day in-service this Friday and the meal will be served by Pleasant Valley Catering. The K-5 teachers will have guest speaker Hedi Carlyle and Kim Spiker will be working with the jr high teachers to meet requirements of the school improvement plan.

Old Business:

Presentation of the FY 2025 Audit Report. The school district is under budget and there were no adverse findings. Fund balances are stable and the district showed fiscal responsibility. The audit also determined the district has 209 operating days of cash on hand.

Spectrum Proposal was tabled until next month as negotiations are ongoing.

New Business:

Preliminary review of the upcoming Tax Levy. Two proposals were given. The first showing a 4.9% increase over last year and estimating the tax rate would be 2.97 compared to 3.06 currently. This would give the district approximately $157,974 new monies. The second option would be a level levy meaning the district would not increase the levy from the current year. The estimated tax rate would be 2.83.

Motion to approve the Booth Trust Engagement Letter with The Sawyer Law Office by Matt McArthy. Second by Heath Rush. Roll Call Vote- Alex Ridge, yes; Kyle Hoskins, yes; Matt McArthy, yes; Frank Graves, yes; Rhonda Forston, yes; Heath Rush, yes; Mike Hite, yes. Motion Carried.

First Reading of Board Policy Updates Issue #120.

Motion to move into Closed Session at 8:16 p.m. by Mike Hite. Second by Alex Ridge. Unanimous Vote. Motion Carried. Return to Open Session at 8:30 p.m.

Motion to accept the resignation from Blake Drone for jr high baseball coach by Matt McArthy. Second by Heath Rush. Unanimous Vote. Motion Carried.

Motion to accept the resignation from Cole Roberson from 5th grade basketball coach by Matt McArthy. Second by Heath Rush. Unanimous Vote. Motion Carried.

Motion to accept the retirement letter from Carla Carter effective June 30, 2030 by Matt McArthy. Second by Heath Rush. Unanimous Vote. Motion Carried.

Motion to hire Jace Carter as a teacher by Matt McArthy. Second by Heath Rush. Roll Call Vote-Alex Ridge, yes; Kyle Hoskins, yes; Matt McArthy, yes; Frank Graves, yes; Rhonda Forston, yes; Heath Rush, yes; Mike Hite, yes. Motion Carried.

Motion to hire Kendra Kelley as an aide by Matt McArthy. Second by Heath Rush. Roll Call Vote- Alex Ridge, yes; Kyle Hoskins, yes; Matt McArthy, yes; Frank Graves, yes; Rhonda Forston, yes; Heath Rush, yes; Mike Hite, yes. Motion Carried.

Motion to hire Haley Stratman as building secretary beginning August 2026 by Matt McArthy. Second by Heath Rush. Roll Call Vote- Alex Ridge, yes; Kyle Hoskins, yes; Matt McArthy, yes; Frank Graves, yes; Rhonda Forston, yes; Heath Rush, yes; Mike Hite, yes. Motion Carried.

Motion to approve Joe Gray as a 5th/6th grade volunteer basketball assistant by Matt McArthy. Second by Heath Rush. Unanimous Vote. Motion Carried.
