CITY OF MARION - REGULAR MEETING May 9, 2016
Minutes of a Regular Meeting of the City Council of the City of Marion held in the Council Chambers at City Hall May 09, 2016. Mayor Butler called the meeting to order at 6:30 P.M. The City Clerk was instructed to call the roll and the response was as follows:
PHYSICALLY PRESENT: COMISSIONERS RINELLA, HIGHTOWER, WEBB AND GOSS AND MAYOR BUTLER.
ABSENT: NONE
The minutes of April 25, 2016 Regular Meeting were approved as presented.
A group of residents from the Cedar Lane Subdivision were again present to discuss the setback and the proposed garage to be built at 801 Cedar Lane by Ed Clanahan. Mr. Clanahan was not present so no action could be taken on the setback or the building.
Mr. Jack Randolph was present to present his views on the proposed twelve foot wide addition to Francis Drive that will be built in front of his house on Francis Drive. After looking at the Agreement that was signed by Gary McGee, Triple "F" Farms and the City of Marion, Mayor Butler stated he thinks the other twelve feet of the street should be built to make the street twenty four feet wide, the same as the current portion of Francis Drive.
Mr. Brad Hoffman of the Illinois Public Risk Fund spoke to the Council about what a good job that the City of Marion was doing in regards to keeping their employees safe and keeping the Work Comp Claims low. Mayor Butler stated that all of that was due to the diligence and hard work of Safety Director Brian Fisher in instilling in all the City Employees the necessity of working safe to reduce the number of work related accidents. Mr. Hoffman awarded the City of Marion with a plaque for their work in keeping the Cities' Work Comp Claims low.
Bids for new vehicles were opened from Marion Ford, Marion Chevrolet and Absher Arnold. Bids for two (2) mid-sized SUV's, 2x4, all-wheel drive, 4 door with Police Package for Police Department are as follows:
Two (2) 2017 Ford Explorers at $29,883.00 each.
Two Dodge Durango's at $30,280 each.
No bid submitted by Marion Chevrolet.

Commissioner Goss made a motion to award the purchase contract for each of the categories to the lowest bidder of each category pending upon the approval of the Superintendent of each of the respective departments as to the specs presented. Commissioner Webb seconded the motion.

ORDINANCE 3313 - AN ORDINANCE TO APPROVE A BANK LOAN WITH FIRST SOUTHERN BANK TO FINANCE THE PURCHASE OF TWENTY NINE (29) IN-CAR VIDEO CAMERS AT A COST OF $137,286.00 AT A RATE OF 1.99%.

City Treasurer Steve Hale told the Council the Treasurer's office has been looking at ways to streamline the city's current purchasing process. With the approval of the Commercial Card Agreement with JP Morgan Chase Bank, N.A. each supervisor would be responsible for a P Card which is basically a credit card. The Supervisor will still fill out a purchase order to submit to the Treasurer's office along with the invoice. At the time of purchase the employee will still get a receipt. In the long run the use of the P cards will reduce the number of checks that the Treasurer's office currently has to submit to all the vendors and hopefully will cut down on a lot of the repetitive work that is now being done in the Treasurer's office. Commissioner Webb made a motion to approve the Commercial Card Agreement with JP Morgan Chase Bank, N.A. Commissioner Goss seconded the motion.

Commissioner Rinella presented the Annual Maintenance Agreement with Blue Valley Public Safety Inc. at a cost of $11,865.60. This is the annual maintenance for the Outdoor Warning Siren System that the City purchased several years ago to upgrade the tornado sirens within the City of Marion. Commissioner Rinella said these sirens test themselves making the cost well worth the safety and security the sirens provide to the citizens of Marion. Commissioner Rinella made a motion to approve the annual maintenance agreement with Blue Valley Public Safety, Inc. in the amount of $11,865.60 with Commissioner Goss seconding the motion.

Commissioner Goss presented a proposal from Asphalt Maintenance to sealcoat the streets of Rose Hill Cemetery at a proposed cost of $14,995.00 which is a 2016-2017 budgeted item. Commissioner Goss made a motion to approve the proposal from Asphalt Maintenance of $14,995.00 to sealcoat the streets of Rose Hill Cemetery with Commissioner Rinella seconding the motion.

City Administrator and IT Director Terance Henry explained the proposal for a Laserfiche System from R & D Computer Systems, LLC. Terance explained that the Laserfiche is like a "digital file cabinet" where all the current paper files would be kept digitally making it much easier and quicker to recall any given record. The paper files will still be kept but can be archived. Deputy Clerk Tammy Beasley will head up the project to transfer the paper files to the digital files. The City Clerk's office will be the first office for the records to be digitized. The software and training for the Laserfiche System will cost $6,378.00. Commissioner Hightower made a motion to approve the proposal from R & D Computer Systems LLC for the Laserfiche System at a total cost of $6,378.00 with Commissioner Goss seconding the motion.

City Administrator Gail West presented the name of a new employee Dustin Myers to be approved as a Production Specialist at the Marion Cultural and Civic Center at the rate of $12.50 per hour. Commissioner Rinella made a motion to approve Dustin Meyers as a Production Specialist at the Marion Cultural and Civic Center at the rate of $12.50 per hour with Commissioner Hightower seconding the motion.

City Administrator Gail West also presented for the Council's approval a pay adjustment to $13.55 per hour for Mike Wade, Custodian for the Marion Cultural and Civic Center. His current rate of pay was $12.20. Commissioner Hightower made a motion to approve the rate increase to $13.55 for Mike Wade with Commissioner Webb seconding the motion.

Hub General Manager Steve Ryan asked the Councils' approval of the following three Hub Recreation Center Part-time employees:
Darby Smothers, Summer Camp Counselor @ $8.50 per hour.
Kristina Galyean, Summer Camp Counselor @ $8.50 per hour.
Justin Van Horn, Wellness Attendant @ $9.00 per hour.
Commissioner Hightower made a motion to approve hiring the above stated three Hub Recreation Center Part-time employees with Commissioner Webb seconding the motion.

Commissioner Rinella asked if any improvements have been made in getting broken equipment at the Hub repaired more quickly. Steve Ryan told him the equipment repair has been a problem because only Integrity Fitness who are two hours away can do the repairs and by the time they come to Marion to look at the broken equipment and then order the repair parts for the equipment sometime two or more weeks have elapsed.

Mayor Butler read a letter from Board Chairman of the Boyton Street Community Center Ron Ferguson asking for the reappointment of Rev. John Hoist and Veronica McFadden-Jones to three year terms. Commissioner Goss made a motion to approve the reappointment of Rev. John Hoist and Veronica McFadden-Jones to three year terms on the Boyton Street Community Center Board. Commissioner Rinella seconded the motion.

Boj'ton Street Community Center Board Chairman Ron Ferguson also asked the Council to accept and approve the resignations of Lillian Thompson and Karen Brown from the Boyton Street Community Center Board. Commissioner Goss made the motion to accept and approve the resignations of Lillian Thompson and Karen Brown from the Boyton Street Cornmunity Center Board with Commissioner Rinella seconding the motion.

Mayor Butler read another letter from Board Chairman of the Boyton Street Community Center Ron Ferguson asking for the appointment of the following individuals to appointment to the Boyton Street Community Center Board for two (2) year terms.
Caitlin Ditski, Susan K. Selock, MSW, LCSW, Shannon Mohr, RPH., Julia Peiffer, and Dr. Keith B. Wilson. All of the named have passed their DCFS test. Commissioner Rinella made a motion to approve the five appointments. Commissioner Hightower seconded the motion.

ORDINANCE NO. 3314 - AN ORDINANCE APPROVING AND AUTHORIZING THE EXECUTION OF AN AMENDMENT TO THE TIF REDEVELOPMENT AGREEMENT BETWEEN THE CITY OF MARJON AND PANCAKE HOLDING COMPANY, LLC (IHOP COMPANY) Marion Heights TIF. City Administrator Gail West noted the reason for this Amendment was to correct a wrong parcel number that was stated in the original redevelopment agreement. Commissioner Webb made a motion to approve Ordinance No. 3314 as presented
with Commissioner Rinella seconding the motion.

ORDINANCE NO. 3315 - AN ORDINANCE APPROVING AND AUTHORIZING THE EXECUTION OF A TIF DISTRICT REDEVELOPMENT AGREEMENT BETWEEN THE CITY OF MARION AND THE BB MANAGEMENT, LLC (THE CULVER'S PROJECT MARION HEIGHTS TIF. City Administrator Gail West stated this is a 2.4 million dollar project based out of Wisconsin. They will be located next door to the IHOP. Commissioner Hightower made a motion to approve Ordinance No. 3315 as presented with Commissioner Rinella seconding the motion.

ORDINANCE NO. 3316 - AN ORDINANCE APPROVING AND AUTHORIZING THE EXECUTION OF A TIF FINANCING DISTRICT REDEVELOPMENT AGREEMENT May 9, 2016 BETWEEN THE CITY OF MARION AND JOHN D. BROWN (DBA JOHN BROWN'S ON THE SQUARE.) HUB TIF. City Administrator Gail West stated there are twenty plus years left in the Hub TIF. The TIF will cover part of the damages from the fire that destroyed John Brown's on the Square. Commissioner Hightower made a motion to approve Ordinance No. 3316 as presented with Commissioner Goss seconding the motion.

Ordinance No. 3317 was tabled to a Special Called Meeting.
Also Ordinance No. 3318 was also tabled. Mayor Butler stated there needed to be some more research completed on the subject.
The annual contract with Frontier and the City of Marion was presented for approval. City Administrator Gail West told the Council this contract covers all the telephones in the city buildings and locks in the labor rates for the year. The cost of the annual contract is $5,266.34. Commissioner Rinella made a motion to approve the annual Frontier Contract with Commissioner Hightower seconding the motion.

IT Director Terance Henry announced residents can still post yard sale advertisements to the City of Marion App. Then one can download and print a list of all the current yard sales that are available on the City App. Also one can now post Community events on the City App for free. Available on the City's App also is an updated list of anyone who has violated any of the City Codes. One can use the App to voice complaints such as a pothole in their street to a street light that is no longer working.
City Engineer Glenn Clarida had a question about the area at North Carbon and Princeton Avenue. Kevin and Shirley Holmes gave the City of Marion 50 feet of right of way along the east side of North Carbon from Princeton Avenue north some years ago. Shirley Pipes Holmes had spoken to Glenn about getting ten to twelve feet off of the west side of the right of way on Joe Abbott Way that runs along the east side of her property. The additional ten to twelve feet of the right of way would provide additional parking at her business on North Carbon at the intersection of Princeton Street. Mayor Butler noted this item will be on the next council agenda so action can be taken on the item.
Commissioner Rinella reported the plans for the City of Marion Memorial Day celebrations at Ray Fosse Park are in full swing with the National Guard raising the flag at 10:00 A.M. followed by the signing of the National Anthem. The Southern Illinois Miners and Mascots will be introduced at 10:30 with a free Miners Baseball Clinic to follow. Later in the day the Swamp Tigers Band will perform from 11:00 A.M. to 2:00 P.M., with the Ivas John Band taking the stage from 3:00 P.M. to 6:00 P.M. There will be Helicopter rides with a discounted price for Veterans and Active Military. Also, the Marion pool will be open and free to children 12 and under and to military (active or retired). Goofy Golf and Bounce Houses will be free to the General Public. A home run derby will start at 2:00 P.M. with 5 swings for $5.00. Commissioner Rinella encouraged the public to come to Ray Fosse Park for a day of good clean fun as it has been in previous years. Food concessions and exhibitors will be open for business.
Commissioner Rinella made a motion to pay the monthly bills as funds become available. Commissioner Goss seconded the motion.
