Minutes: City Council Meeting of July 5, 2016
The Carmi City Council met Tuesday, July 5th, 2016 at 5:30 p.m. in the Council Room of the Municipal Building, 225 East Main Street.
Prior to opening the council meeting, Mayor Pollard asked Alderman Winkleman to give the invocation followed by the Pledge of Allegiance.
Mayor Pollard presided with the following Aldermen present: Steve Winkleman, Mark W. Blake, Keith Davis, Lance Yearby, Sheila Jo Headlee, Jack Lamont, Doug Hays and Mike Knight.
Minutes for the June 21st, 2016 council meeting were presented. Motion made by Alderman Winkleman and seconded by Alderman Lamont to approve the minutes as presented. The motion carried on roll call by each Alderman answering “yes.”
Mayor Pollard asked the council to consider Resolution 07-05-16, a resolution of the Carmi City Council officially naming the newly acquired sixty-six (66) acres of recreational space bordering the west boundary of Burrell Park and Campground as “Burrell Woods Bicentennial Park.” Motion made by Alderman Knight and seconded by Alderman Winkleman to approve the Resolution as presented. The motion carried on roll call by each Alderman answering “yes.”
Mayor Pollard then asked the council to consider Ordinance No. 1488.2, an ordinance amending Ordinance Numbers 1039, 1061 and 1444 and specifically section 21-2-8 of article 2 (License, Classes, Fees, Limits.) *Formality due to duplicated Ordinance No. 1488, ordinance originally passed on 09/15/15. Mayor Pollard explained that Ordinance No. 1488 had been duplicated and they needed to change the number to 1488.2 for this ordinance. Motion made by Alderman Headlee and seconded by Alderman Lamont. The motion carried on roll call by each Alderman answering “yes.”
Mayor Pollard asked the council to consider Ordinance No. 1505, an ordinance establishing a system for the licensing of organizations to operate raffles in the City of Carmi, Illinois, and Rescinding Ordinance No. 1489. He explained that they changed the length of time a raffle license was valid to three hundred and sixty-five (365) days instead of one hundred and twenty (120) days. Motion made by Alderman Hays and seconded by Alderman Davis. The motion carried on roll call by each Alderman answering “yes.”
Reports and/or updates from Mayor Pollard
Mayor Pollard wanted to thank all of the city workers for their hard work on getting ready for the Independence Day celebration on July 4th.
Reports from Standing Committees
Alderman Headlee asked for a timeline on the Burrell Street construction. City Supervisor Mike Buckman stated that the rain has been a problem and the contractor’s equipment has been breaking down. Howl Paving will be here this week to start paving the road, weather permitting. The project is one (1) month behind.
Alderman Headlee also asked what is going on with Edgewood East Estates after all of the past week’s rain. Mr. Buckman stated that it has a lot to do with getting nine and a half (9 ½) inches of rain very quickly and there is nothing that the city can do about it. He added that he is going to be seeing an attorney this week about an engineer signing off on any project that the city does. He was out of town in Tennessee this weekend as well.
Alderman Winkleman stated that the Library wanted to thank the city for cutting some trees down and striping the parking lot as well.
Business or Comments from Visitors
City Supervisor Mike Buckman questioned about the upper boat ramp. He knows that there was a discussion about it last August but he never has heard anything else about it. Alderman Yearby stated that the Army Corps of Engineers stated that it cannot be rebuilt until it is checked out to see if there is any endangered species around it. Mr. Buckman stated that he does not know if he can tell anyone to clean it off or not.
Citizen Randy Hamblin stated that the boat ramp has been a problem for years and that Jack Emery built a boat ramp south of the dam. Mr. Buckman is going to continue to tell city employees not to clean off the ramp and if people wish to use it, they are on their own.
Mr. Buckman added that he is going to a retirement meeting this month and that he will be retiring soon and that the council needed to be thinking about a replacement for his position.
Alderman Knight next questioned why the power was off on Sunday morning. Mr. Buckman answered that a raccoon had gotten into the Bradshaw substation and that the switch had to be thrown manually.
Motion was made by Alderman Winkleman and seconded by Alderman Headlee to adjourn. The motion carried on roll call by each Alderman answering “yes.”At 5:51 p.m. the council adjourned.
