Massac County school district discusses updating Lewis Bowles Practice Facility

The Massac County Unit School District #1 Board of Education met on Monday, Aug. 22, and discussed bringing the Lewis Bowles Practice Facility up to code.

The board of education oversees the operation of all schools in the district.

Here are the meeting minutes, provided by the district:

A Regular Meeting of the Board of Education of Massac County Unit School District No. 1, Massac County, Illinois, was called to order in the Board Room of the Massac Unit #1 Board of Education, located at 401 Metropolis St., Metropolis, IL, in said District at 6:30 PM by Board President, Mr. Don Koch.

Upon a roll call, the following members answered present:

Don Koch Elmer Pullen Kathy Rushing Larry Sommer Mark Souders Bobette Steele

Also Present: Dennis Smith, Superintendent

Lisa Monkman, Supt./Board Secretary Debbe McCabe, Bookkeeper/Treasurer News Media MCEA Representatives

At 6:30 PM a motion was made by Sommer and seconded by Steele to go to closed session to review executive session minutes, consider resignations, reassignment, new employment, and to discuss litigation – probable, imminent, pending or filed. Roll call: Grace, Pullen, Rushing, Sommer, Souders, Steele and Koch voted yes. Motion carried.

At 8:00 PM with a motion from Sommer and a second from Grace the Board voted to return to open session. Roll call: Grace, Pullen, Rushing, Sommer, Souders, Steele and Koch voted yes. Motion carried.

Invited Guests – Jason Hayes, MCHS Principal, reported on 7th hour homeroom now called Student Achievement Period. Mr. Hayes also explained the need for the Lewis Bowles Practice Facility being brought up to code.

Consensus from the Board to bring the Lewis Bowles Practice Facility up to Life Safety Specifications at a cost not to exceed $26,775.

Tom Walker, Technology, gave an overview of Unit #1 technology delivery, recent updates and next steps.

Arista Hicks, MES Teacher spoke to the Board regarding the elimination of Title 1 aides in her building. MES was hoping to use the RTI Aides for the 16-17 School Year. Superintendent Smith noted that the Board decided to direct the funds more towards Brookport.

Regular Meeting Minutes August 22, 2016

Brookport residents spoke concerning use of the old Brookport Gym. They are to keep the Board informed.

A motion was made by Steele and seconded by Souders to approve the consent agenda consisting of Minutes, Financial/Treasurers Report and Payroll. Roll call: Grace, Pullen, Rushing, Sommer, Souders, Steele and Koch voted yes. Motion carried.

Superintendent’s Report

A. MES Construction update – almost finished. B. Primary Building – tornado damage $650,000. C. Carbon Monoxide Detectors – all schools must have detectors located within 20 ft of

a carbon monoxide emitting device. D. The Youth Sports Concussion Safety Act – requires district to form a concussion

oversight team.

Unfinished Business None

New Business: A motion was made by Sommer and seconded by Pullen to approve the 2016-2017 Tentative Budget and to place on display. Roll call: Grace, Pullen, Rushing, Sommer, Souders, Steele and Koch voted yes. Motion carried.

Application for Recognition of Schools – tabled.

With a motion from Souders and a second from Steele the Board voted to approve the Jr. High Umpire Pay Raise. Roll call: Grace, Pullen, Rushing, Sommer, Souders, Steele and Koch voted yes. Motion carried.

A motion was made by Souders and seconded by Steele to approve the Sportsmanship Statement to be read before contests: WE ARE PLEASED TO PROVIDE THIS HIGH SCHOOL INTERSCHOLASTIC EVENT FOR YOUR ENJOYMENT. KEEP IN MIND IT IS PART OF THE EDUCATION MISSION OF THE UNIT 1 SCHOOLS. EVERYONE IS REQUIRED TO EXHIBIT RESPECT AND COURTESY TOWARDS ALL PARTICIPANTS IN THIS ATHLETIC EVENT INCLUDING PLAYERS, COACHES, OPPOSING FANS, AND OFFICIALS. ABUSIVE LANGUAGE, TAUNTING, OR OBSCENE GESTURES ARE NOT ACCEPTABLE, AND WILL RESULT IN IMMEDIATE REMOVAL FROM THE CONTEST. Roll call: Grace, Pullen, Rushing, Sommer, Souders, Steele and Koch voted yes. Motion carried.

A motion was made by Rushing and seconded by Pullen to accept the Closed Session Minutes. Roll call: Grace, Pullen, Rushing, Sommer, Souders, Steele and Koch voted yes. Motion carried.

With a motion from Sommer and a second from Souders the Board voted to accept the resignations of James Tilley, MCHS Cafeteria; Pat Clark, MCHS Softball; and Marcus Grace,

MCHS Ass’t Baseball. Roll call: Pullen, Rushing, Sommer, Souders, Steele and Koch voted yes. Grace Abstained. Motion carried.

Regular Meeting Minutes August 22, 2016

A motion was made by Rushing and seconded by Steele to approve the following hires: Brittany Weatherford, MES K; Crystal Russell, Jr. High Language Arts; Tiffany Suggs, MES Special Education; and Andrea Francies, MES Aide. All new hires are pending until satisfactory screenings are complete. Roll call: Grace, Pullen, Rushing, Sommer, Souders, Steele and Koch voted yes. Motion carried.

The following transfers were noted: Alana Riley, MES RTI to MES 5th; Beth Korte, MES Aide to Jr. High Aide; Stephanie Woodward, Jr. High Language Arts to Franklin K; Luke Caporale and Rachel Thompson to Beta Club Sponsors; Alison Jeffords, MCHS Aide and Vivian Burton, Jr. High Aide to MES Aide.

With a motion by Rushing and a second by Pullen the Board voted to accept the Retirement of Barbara Olroyd, Franklin Aide, at the end of the 2018-2019 School Year. Roll call: Grace, Pullen, Rushing, Sommer, Souders, Steele and Koch voted yes. Motion carried.

With a motion from Steele and a second from Rushing the Board approved Andrew Leonard as a volunteer pending drug screening. Roll call: Grace, Pullen, Rushing, Sommer, Souders, Steele and Koch voted yes. Motion carried.

With a motion by Sommer and a second by Souders the Board voted to adjourn at 10:08 PM. Roll call: Grace, Pullen, Rushing, Sommer, Souders, Steele and Koch voted yes. Motion carried.
