Illinois Labor Relations Board dismisses various charges

The Illinois Labor Relations Board met Sept. 7 to dismiss various charges.

STATE OF ILLINOIS ILLINOIS LABOR RELATIONS BOARD LOCAL PANEL Minutes of the Local Panel Meeting Held on September 7, 2016 I. OPENING OF MEETING 12:00 Noon—via videoconference at 160 N LaSalle Street, Room N-703, Chicago, Illinois and One Natural Resources Way, Rock River Room, Springfield, Illinois. II. PRESENT Robert M. Gierut, Chairman; Charles E. Anderson, Member of the Board; Richard Lewis, Member of the Board; Anna Hamburg-Gal, Associate General Counsel; and staff members present in Chicago. Melissa Mlynski, Executive Director; Kathryn Zeledon Nelson, General Counsel; Sarah Kerley, Deputy General Counsel present in Springfield. III. APPROVAL OF MINUTES OF REGULAR MEETING HELD ON AUGUST 9, 2016 Chairman Gierut called for approval of the minutes of the August 9, 2016 meeting. Member Lewis moved to approve the minutes. Member Anderson seconded. The Board passed the motion unanimously, by a voice vote. IV. EXECUTIVE DIRECTOR’S REPORT Executive Director Mlynski presented the Executive Director report. The Chair and Members discussed the report. V. BOARD ACTIONS 1. Case No. L-CA-15-054 Local 200, Chicago Joint Board, RWDSU/County of Cook (Health and Hospital System) General Counsel Nelson called the case, noted that no party filed exceptions to Administrative Law Judge Sanceda’s Recommended Decision and Order and asked whether the Board wished to review the decision on its own motion. The Board declined to do so. 2. Case No. L-CA-15-066 Fraternal Order of Police/City of Chicago (Department of Police) General Counsel Nelson called the case and stated that the Executive Director issued a dismissal on a charge alleging that Respondent violated Section 10(a) of the Act. She then discussed the Charging Party’s appeal that was filed. After her presentation, she recommended that the Board accept the dismissal with modifications. After discussion, Member Lewis moved to accept dismissal with modifications. Member Anderson seconded the motion, and the Board passed it unanimously by a voice vote. 3. Case No. L-CB-16-047 Darryl Spratt/Amalgamated Transit Authority General Counsel Nelson called the case and stated that the Executive Director issued a dismissal on a charge alleging that Respondent violated Section 10(a) of the Act. She then discussed the Charging Party’s appeal that was filed. After her presentation, she recommended that the Board accept the dismissal. After discussion, Member Anderson moved to accept dismissal. Member Lewis seconded the motion, and the Board passed it unanimously by a voice vote. VI. EXECUTIVE SESSION After a short discussion regarding whether there was a need for executive session, the Board concluded it was unnecessary. VII. PUBLIC COMMENT No members of the public were present. VIII. ADJOURNMENT Chairman Gierut called for a motion to adjourn. Member Lewis made a motion to adjourn the meeting, and the Board passed it unanimously, by a voice vote. Adopted and approved by the Chairman and Members of the Local Panel of the Illinois Labor Relations Board, in Chicago, Illinois, this 4th day of October, 2016.
