The Carmi City Council met Oct. 18 to approve a Christmas parade.

Minutes: City Council Meeting of October 18th, 2016
The Carmi City Council met Tuesday, October 18th, 2016 at 5:30 p.m. in the Council Room of the Municipal Building, 225 East Main Street.
Prior to opening the council meeting, Mayor Pollard asked Alderman Winkleman to give the invocation. The prayer was followed by the Pledge of Allegiance.
Mayor Pollard presided with the following Aldermen present: Steve Winkleman, Mark W. Blake, Keith Davis, Lance Yearby, Sheila Jo Headlee, Jack Lamont, Doug Hays and Mike Knight.
Minutes for the October 4th, 2016 council meeting were presented. Motion made by Alderman Lamont and seconded by Alderman Hays to approve the minutes as presented. The motion carried on roll call by each Alderman answering “yes.”
September 2016 Financial Reports were presented. Motion made by Alderman Headlee and seconded by Alderman Winkleman to approve the Financial Reports as presented. The motion carried on roll call by each Alderman answering “yes.”
October 2016 Vendor Invoices were presented. Motion made by Alderman Winkleman and seconded by Alderman Davis to approve the Vendor Invoices as presented. The motion carried on roll call by each Alderman answering “yes.”
Mayor Pollard asked the council to consider Special Use Mobile Home Permit No. MH.16.04 request by Les and Linda Senesac for a 1996 mobile home at 1129 West Drive. Motion made by Alderman Lamont and seconded by Alderman Headlee to approve Special Use Mobile Home Permit No. MH.16.04 as presented. The motion carried on roll call by each Alderman answering “yes.”
Mayor Pollard then presented Mrs. Holly Healy, Executive Director of Carmi Chamber of Commerce, to seek permission to stage It’s A White County Christmas parade on Saturday November 26, 2016 and to utilize a portion of Main Cross Street for the Santa House and Christmas Train through the holiday season. Mrs. Healy stated that the parade will run from Oak Street to Third Street to Stewart Street to Cherry Street. She added that the parade will begin at 6:00 p.m. Motion made by Alderman Knight and seconded by Alderman Blake to approve the request as presented. The motion carried on roll call by each Alderman answering “yes.”
Mayor Pollard then asked the council to consider the closing of South Main Street from Main Street to the alley from November 18th, 2016 to January 6th, 2017 (depending on weather) for placement of the Santa House and Christmas Train. Motion made by Alderman Hays and seconded by Alderman Headlee to close South Main Street as presented. The motion carried on roll call by answering “yes.”
Reports and/or updates from Mayor Pollard
Mayor Pollard wanted to give a special thanks to all the city employees and the police department for their hard work to make Corn Day a safe and successful weekend.
He then announced that Burrell’s Woods campground is again full for the third annual Halloween weekend. They have lots of fun activities planned for the weekend.
Mayor Pollard then stated that city Trick-or-Treating hours will be on Halloween (Monday 31st) from 4:00 p.m. to 8:00 p.m. Make sure to watch for everyone out and about while you are driving especially after dark. Also, remember to have your porch lights on at your residence for the trick-or-treaters.
Reports from Standing Committees
Alderman Knight wanted to commend the work of the City’s Parks Department employees.
Alderman Winkleman questioned about the parking at the Halloween event at Burrell’s Woods. Mayor Pollard stated to park below the hill.

Motion made by Alderman Headlee and seconded by Alderman Davis to go into closed session to discuss personnel issues with action to follow.
At 5:38 p.m. the council went into closed session.
Motion made by Alderman Headlee and seconded by Alderman Davis to return to open session.
At 7:47 p.m. the council returned to open session.
Motion made by Alderman Blake and seconded by Alderman Davis to hire Bucky Gwaltney as an Operator at the Wastewater Treatment Plant. The motion carried on roll call by each Alderman answering “yes.”
Motion made by Alderman Headlee and seconded by Alderman Davis for the city to enter into a contract with Patty Evens, appointed Treasurer, for a four-year term beginning October 18th for an annual salary of $37,000 with an annual increase of two (2%) percent each year to match the AFSCME contract. The motion carried on roll call by each Alderman answering “yes.”
Motion made by Alderman Hays and seconded by Alderman Davis approving the creation of an ordinance to increase the City’s Clerks annual salary to $35,000 beginning May 2nd, 2017. The motion carried on roll call by each Alderman answering “yes.”
Motion made by Alderman Davis and seconded by Alderman Headlee to adjourn.
