Vienna City Council presents insurance proposals

Chairs

The Vienna City Council met Nov. 2 to present insurance proposals.

Here are the meeting's minutes, as provided by the council:

The City Council of the City of Vienna met in regular session, Wednesday, November 2, 2016 at Vienna City Hall with the following members and guest:

ELECTED/APPOINTED OFFICIALS PRESENT: Jon Simmons, Mayor Alan Racey, Alderman Cheryl Myrick, Alderwoman Jim Evans, Alderman Melissa Hill, Alderwoman Chesley Williams, Alderman Richard Owen, Alderman Aleatha Wright, City Clerk Josh Stratemeyer, City Attorney Shane Racey, City Superintendent Jim Miller, Police Chief Brent Williams, Fire Chief Margaret Mathis, City Librarian ? ?

ELECTED/APPOINTED OFFICIALS ABSENT: Phil Morris, Depot

GUESTS PRESENT: Jordan LeBeau Susan Jaynes Gene Cook

There being a quorum, Mayor Simmons called the meeting of the Vienna City Council to order at 6:30 p.m.

Alderman Racey made a motion to approve the Omnibus Consent Agenda consisting of the minutes from the October 19, 2016 and October 21, 2016 City Council Meeting Minutes and the Warrant ($23,619.94). Alderwoman Hill seconded the motion. The vote was as follows: Hillaye, Evans- aye, Myrick-aye, Owen-aye, Racey-aye, and Williams- aye. Motion carried.

PUBLIC COMMENT/ADDITION TO AGENDA

Jordan LeBeau was present to request from council to be allowed on city park property as he was banned several years ago. LeBeau said he has an upcoming court date in November and expects to be let off probation. After discussion, council requested LeBeau come before the council after the upcoming court date for a decision.

NEW BUSINESS

Gene Cook, Advantage Insurance Services, presented an insurance quote to city council with brief question and answer session.

SuSan Jaynes, IL. Municipal League Risk Management Association presented a quote for insurance coverage and reviewed changes of coverage for the 2017 year. Brief question and answer session followed.

City Attorney, Stratemeyer, reviewed and commented on the presented proposals as well as a former proposal from Gower Insurance with council.

Alderman Williams made a motion to table agenda item #7 to select an insurance provider for the City's general insurance until the next scheduled meeting to allow time to review/compare proposals. The motion was seconded by Alderman Evans. Motion carried. All present in favor.

Alderwoman Myrick made a motion to Authorize and Approve the Collective Bargaining Agreement between the City of Vienna, IL (Public Works Dept) and the Laborers' International Union of North America. The Southern and Central Illinois Laborers' District Council and Laborers' Local 773, November 1, 2016 through October 31, 2017. The motion was seconded by Alderman Owen. Motion carried. All present in favor.

Alderman Evans made a motion to Authorize and Approve the Cooperative Agreement Providing for the Services of the Johnson County Animal Control Warden within Municipal Limits beginning December 1, 2016. The motion was seconded by Alderman Williams. Motion carried. All present in favor.

City Elected and Appointed Officials

Mayor Simmons announced that several painted bikes that were placed at the 4-way as part of the bicycle project were recently moved to the depot at the city park due to them being on state property.

Clerk, Wright informed council that Novacom agreed to extend the warranty on wireless cameras until April, 2017 as well as waiving the recent fee of S619.00 for repairs. Wright also announced that paperwork for a demolition grant through Southern Five Planning District was finished as a total of seven homes were placed on the application including two homes added by property owner the city's attorney had contacted. Wright said the city would be notified early 2017 if they would be awarded the grant.

City Supt. Racey discussed the need of a replacement blower for the city lagoon, estimated cost $6,900.00. Alderman Williams made a motion to purchase the blower out of the Sewer Fund. The motion was seconded by Alderman Owen. Motion carried. All present in favor.

Police Chief, Miller, briefly discussed concerns from Halloween for those out trick or treating. The conversation led into council discussing closing certain streets for the following year for safety reasons.

Fire Chief Williams announced Halloween festivities at the Fire Dept were successful. Williams mentioned continued training to take place at the gambit hotel.

Margaret Mathis, City Librarian, announced Veterans Day Services to take place at the Library, Friday November 11th and a dinner for city employees November 15th

Alderwoman Myrick mentioned a request from a local resident of the city to consider changing the day/time of the city council meetings as the resident attends church regularly on Wednesday evenings and cannot make the meetings at 6:30 p.m. Council were in general consent to not change the date/time of the meetings.

Alderman Williams mentioned per Phil Morris that 25 flags were donated to the city by Modern Woodsmen. Williams also said the wheel of the bike statue for the park was almost completed.

At 7:57 p.m. Alderman Racey made a motion to go out of Regular Session into Executive Session as per 5ILCS 120/2(c)(1), Employment/personnel and 5ILCS 120/2(c)(11). Threatened or pending litigation. Alderman Owen seconded the motion. Motion carried. All present in favor.

At 8:45 p.m. Alderman Evans made a motion to resume the regular council meeting. Motion was seconded by Alderman Owen. Motion carried. All present in favor.

Mayor Simmons called a special meeting to be held November 9th at 6 p.m.

As there was no further business to discuss Alderwoman Myrick made a motion to adjourn. The motion was seconded by Alderman Owen. Motion carried.

Mayor Simmons declared the meeting adjourned at 8:47 p.m.
