The Village President, Village Clerk and Board of Trustees, along with the various department supervisors, oversee the many aspects of maintaining a smooth, orderly government operation for the 4354 residents.

CALL TO ORDER: Mayor Seth Speiser called the Regular Board Meeting to order at 7:30 p.m., on Monday, November 21, 2016 in the Freeburg Municipal Board Room.
PLEDGE OF ALLEGIANCE: Those present and the Board Members recited the Pledge of Allegiance.
ROLL CALL: Trustee Denise Albers - here; Trustee Elizabeth Meehling-here; Trustee Ramon Matchett, Jr. - here; Trustee Mathew Trout-here; Trustee James Blaies - here; Trustee Bert Pruett - absent; Mayor Seth Speiser - here; (6 present, 1 absent). Mayor Speiser announced there is a quorum.
EXHIBIT A:
Mayor Speiser stated we have the minutes of the previous meeting of November 7, 2016.
Trustee Mathew Trout motioned to accept the minutes from the Regular Board Meeting Monday, November 7, 2016 with corrections and Trustee Elizabeth Meehling seconded the motion. All voting aye, the motion carried.
FINANCE: None. TREASURERS REPORT: None.
TTORNEY'S REPORT: None.
ESDA REPORT: ESDA Coordinator Gene Kramer talked about the following:
1. Gene said, he attended the Hazard Risk Assessment for Village of Freeburg at the St. Clair County Emergency Management Agency grant program.
2. Gene stated he gave a presentation to the Freeburg Women's Club on “Winter Preparedness/Safety” last week.
3. Gene said, he revisit the FHS offices for troubleshooting the low level signals received by their assigned Weather Alter Radios.
4. Gene said, he will attend the final “Storm Ready' meeting with the National Weather Service Warning Program.
5. Gene talked about ARES /Races Aux Communications test from Freeburg ESDA Office that was held on November 8 and November 14, 2016 at 7:00 p.m. He also stated he will be attending the “Risk MAP Resilience' meeting on December 6, 2016 at 8:00 a.m.
6. Gene said, he contacted Public Works Director John Tolan on the start date for our newest Tornado Warning Siren installation at the SAVE site.
7. Gene gave us and update on the weather and the earthquakes.
PUBLIC PARTICIPATION: Mayor Speiser called for Public Participation.
7. Stan Koerber said, he would like to thank the Public Works Department on a fine job they did on picking up the leaves. He would also like to wish everyone a Happy Thanksgiving.

EXHIBIT C: 1. Zoning Administrator's Report: Mayor Speiser asked if anyone has any questions for Zoning Administrator Gary Henning. Hearing none we will move on.
EXHIBIT D: 1. Haier Plumbing's Pay Request #1: Mayor Speiser stated we have Haier Plumbing's pay request #1 in the amount of $206,389.

EXHIBIT E: ORDINANCE: Mayor Speiser stated we have Ordinance #1607. An Ordinance for the Tax Levy for the Village of Freeburg.
Trustee Ramon Matchett, Jr. motioned to adopt Ordinance #1607 by title only and Trustee Mathew Trout seconded the motion. Gallagher Risk Management Services Inc.

Trustee Mike Blaies called the meeting of Electric Committee to order at 5:30 p.m. on Wednesday, October 12, 2016.
The following items were talked about or discussed:
OLD BUSINESS: 1. Net Metering. Trustee Blaies said, we talked about Net Metering.
NEW BUSINESS: 1. BHM & G Rate Review: Trustee Blaies said, we talked about the rate review.2. First Baptist Request to Attach to our Pole. We talked about First Baptist Church wanting to attach an internet line and use our pole to do so. Head Lineman Shane Krauss is going to take care of this issue.
EXHIBIT I: Public Works Committee Meeting: (Trash/Water/Sewer)
Trustee Dean Pruett called the meeting of Public Works Committee to order at 5:50 p.m. on Wednesday, November 16, 2016.
Trustee Matchett gave the Public Works Committee meeting report in the absentee of Trustee Pruett.
The following item or items were talked about or discussed:
OLD BUSINESS;
1. Sewer project: Trustee Matchett said, Public Works Director John Tolan talked to Haier Plumbing and they will start the sewer project mid-December.
2. Sewer issues: Trustee Matchett said, they televised and cleaned the sewer behind Jack's Car Wash and in front of Lucky Joes. Since that time, we haven't noticed any fuel smell/odor. It has been checked quite often and haven't noticed anything. Trustee Matchett said, we do have some sewer lines that are in bad shape.
3. New Water Lines: Trustee Matchett stated we talked about new waterlines. At this time he would like to make a motion.
Trustee Ramon Matchett, Jr. motioned to approve Reyling Design c. Consultings Proposal for the Apple Street Extension not to exceed $7,930. Apple Street Extension Additional Tie-in not to exceed $4,090 and Schiermeier Road Extension not to exceed 89,730 and Trustee James Blaies seconded the motion. ROLL CALL: Trustee Ramon Matchett, Jr. - aye, Trustee James Blaies -aye, Trustee Denis Albers - aye, Trustee Mathew Trout-aye, Trustee Elizabeth Meehling-aye, Trustee Bert Pruett - absent; (5 ayes, 0 nays, 1 absent). 4. Tracer Wire for New Service Line Installs: Trustee Matchett stated we talked about Tracer Wire for new service line. We adopted this under ordinances earlier on the agenda.
5. Water Sample Results/Lead and Copper Testing: Trustee Matchett said, Public Works Director John Tolan offered to help the grade school since the office and the girl's locker room came back with high levels of lead and copper. We put them on an alert not to use for drinking water. We will resample it and go from there if it comes back high levels again.
NEW BUSINESS:
1. Freeburg Care Center: Trustee Matchett said, Freeburg Care Center has an issue with their fire suppression system. The current line is an old six-inch line that was tapped from a line in the field instead of the front of the nursing home. John will tap the line from the water tower, set a new meter and hydrant. They will start this project in December.
2. Rhutasel Pay Request: Trustee Matchett stated we had a pay request from Rhutasel and this request was passed earlier on the agenda.
3. Change Orders: Trustee Matchett said, at this time he would like to make a motion.

1. Trustee Albers stated we approve three request to donate a 10-day swimming pass to the pool to each group: St. Johns the Baptist School Boots & Bling Dinner Auction, Freeburg High School Music Booster Trivia Night and Smithton Athletic Association Trivia and Silent Auction.
STREETS: OLD BUSINESS:
1. MFT/Ditch on North Main: Trustee Albers said, TWM is working on the year-end MFT Report.
2. Hill Mine Road Repair: Trustee Albers said, Public Work Director Tolan explain where we are on Hill Mine Road repair.NEW BUSINESS: 1. Request to Move Trick-or-Treat to last Saturday in October: Trustee Albers stated we had a request from a resident, who would like to move Trick or Treat to the last Saturday in October. After a discussion we decided to do a phone survey and see how the residents feel about this request.
2. Pavement Management Program: Trustee Albers said, we discussed the Pavement Management Program. Trustee Albers said, TWM started this program which would provide a very thorough evaluation of our streets and creating a priority list of what ones need to be taken care of first. We are inviting TWM to present a presentation at a future board meeting.
3. Health Insurance Wellness Program: We discussed the Health Insurance Wellness Program that has been offered to the Village. This is a program that offers employees another option to enhance their health insurance benefits. At this time she would like to make a motion.

PUBLIC PARTICIPATION: We are working with a resident in seeing what can be done on Apple Street/Cemetery Road. The committee discussed a possible weight limit restriction signs. We are working with the Township on this issue.

VILLAGE MAYOR & TRUSTEES COMMENTS:
Trustee Denise Albers - She would like us all to continue to pray for a speedy recover for Randy Kasper. She would like to wish everyone a safe and Happy Thanksgiving. Trustee Lisa Meehling - She would also like to wish Randy well. And a Happy Thanksgiving to everyone. Just a reminder the “Lights in the Park” will be Sunday, December 4" at 5:30 p.m. Please come out and join us.
Trustee Matt Trout - He would like to wish everyone a Happy Thanksgiving and enjoy your time with your family. We will also be having a coat and toy drive here at the village. We will pass out flyers announcing it. Everything we collect will go to the food and clothing pantry here in Freeburg. We are looking for winter coats, hats, gloves, scarfs and socks. And also we are asking for new toys unwrap for the toy drive. You can drop off any of these items here through December 19. Village Clerk Jerry Menard-Happy Thanksgiving to everyone. She would like to let everyone know that the Optimist Club is also holding their annual Toys for Tots Drive. There will be an article in the Freeburg Tribune where the locations are to drop of a toy or toys. Trustee James Blaies - Happy Thanksgiving to everyone. He said, he spoke to Randy Kaspers son yesterday and Randy is in good spirit and doing well. Trustee Ramon Matchett, Jr. - A Happy Thanksgiving to everyone. Come out and support the Lighting of the “Lights in the Park” and try to remember to bring a new unwrapped toy to help the Toys for Tots Drive.
