Here are the minutes as provided by Carmi:

Minutes: City Council Meeting of December 6th, 2016

The Carmi City Council met Tuesday, December 6th, 2016 at 5:30 p.m. in the Council Room of the Municipal Building, 225 East Main Street.

Prior to opening the council meeting, Mayor Pollard asked Alderman Winkleman to give the invocation followed by the Pledge of Allegiance.

Mayor Pollard presided with the following Aldermen present: Steve Winkleman, Mark W. Blake, Keith Davis, Lance Yearby, Sheila Jo Headlee, Doug Hays and Mike Knight. Alderman Lamont was absent due to a previously scheduled doctor’s appointment out of town.

Minutes for the November 15th, 2016 council meeting were presented. Motion made by Alderman Knight and seconded by Alderman Winkleman to approve the minutes as presented. The motion carried on roll call by each Alderman answering “yes.”

Mayor Pollard stated that the Street and Alley Committee will present bids for a new truck and request council approval of bid selected to purchase a new truck. Alderman Hays stated that White County Ford’s bid is the lowest at twenty-seven thousand dollars ($27,000) for a Dodge Ram regular cab with a plow package. Foreman Brad Attebury and city mechanic Doug Smith both agree that the green Chevy truck is not mechanically reliable and it will not be sold because it is simply not worth anything. Alderman Yearby asked if they could move a truck from another department to Street and Alley. Alderman Hays stated that they do not have another 4×4 truck available from another department, especially one that can plow snow. Alderman Headlee stated that she budgeted thirty-five thousand ($35,000) in the budget for 2017 for a new truck and the new truck will go on next year’s budget. Motion made by Alderman Hays and seconded by Alderman Blake to approve White County Ford’s bid for a Dodge Ram regular cab with a snow plow package for twenty-seven thousand dollars ($27,000). The motion carried on roll call by each Alderman answering “yes.”

Mayor Pollard then asked the council to consider the reappointment of Mike Thomas to the Police Commission for a three (3) year term effective January 1, 2017 to December 31, 2019. Motion made by Alderman Headlee and seconded by Alderman Blake to approve the reappointment as presented.

The motion carried on roll call by each Alderman answering “yes.”
