Vienna City Council proposes sewer pipe replacements
The Vienna City Council met Dec. 21 to propose sewer pipe replacements.

Public comment/ Addition to agenda
Ernie Henshaw, County commissioner, was present to update council on the evaluation of property north of town as a proposed site for the county complex. Henshaw said negotiations with property owners around the square will continue although there was still concern of huge financial gap in the two locations. Henshaw said they hoped to have some solid figures together in January. Simmons said the city still supported the complex staying on or around the city square.
Michelle Meyers was sworn in as city treasurer by Mayor Simmons. Meyers will take office January 3, 2017.
Alderman Williams made a motion to authorize and approve ordinance 16-10, an ordinance authorizing an addendum to mutual aid alarm box system agreement. The motion was seconded by alderman Owen. Motion carried. All present in favor.
City elected and appointed officials
Mayor Simmons commented on the recent bicycle statue placed at the city park thanking Supt. Racey and public works for their part in placement of the bike. Simmons mentioned there were a few prospected buyers of the building formally known as Jumbo Char-N-Grill as the business recently moved.
Clerk, Wright informed council the city's insurance would not cover 4 wheelers at the annual mud race event due to liability. Council briefly discussed whether or not the city would hold the event this coming year. No action taken.
City Supt. Racey informed council that mandatory gas testing was finished within the department. Racey also mentioned plates that needed replaced on sewer pumps. Clerk was directed to place on next agenda. Racey discussed a resident's gas meter situated in which a new meter was placed but inside piping still needed to be finished for use of the new meter. Per the resident, Racey questioned if the city would consider paying for the inside piping. Council said the resident was responsible.
Fire chief Williams discussed the Fourth of July fireworks to obtain an estimate of what the city wanted to spend on this year's event. Council gave a ballpark range of $6,500.00. Williams also discussed the date of the event as Mayor Simmons had mentioned changing the date to bring out more spectators. Council agree to set the date for Saturday, July 1st.
Phil Morris, Depot, said the Modern Woodsmen organization would be donating more flags to the city. Morris said the Depot would be closing for winter months.
At 7:05 p.m. Alderman Owen made a motion to go out of regular session into executive session: Employment/ compensation as per 5 ILCS 120/0 (c)(1), Review of closed session minutes including the semi-annual review of closed session minutes pursuant to 2.06 of the open meetings act per 5ILCS 120/02 (c)(21). Executive minutes from (06-15-16, 08-17-16, 09-07-16, 09-21-16, 10-05-16, 10-19-16, 10-21-16, 11-02-16, 11-09-16, 11-16-16, 12-07-16, and pending or threatened litigation as per 5ILCS 120/0 (c)(11). Alderwoman Hill seconded the motion. Motion carried. All present in favor.
At 8:30 p.m. Alderman Owen made a motion to resume the regular council meeting. Motion was seconded by Alderwoman Myrick. Motion carried. All present in favor.
Alderman Owen made a motion to freeze non-union pay rates for one year. The motion was seconded by Alderwoman Myrick. Motion carried. All present in favr.
Alderman Owen made a motion to approve the content of all closed session minutes. Executive minutes from 10-19-16, 10-21-16, 11-02-16, 11-09-16, 11-16-16, would be kept closed as confidentiality still exists, and the executive minutes from (06-15-16, 08-17-16, 09-07-16, 09-21-16, 10-05-16, 12-07-16 could be release for public inspection. The motion was seconded by Alderwoman Myrick. Motion carried. All present in favor.
As there was no further business to discuss Alderman Owen made a motion to adjourn. Motion was seconded by Alderwoman Myrick. Motion carried.
Mayor Simmons declared the meeting adjourned at 8:35 p.m.
