Vienna City Council discusses fire truck repairs

The Vienna City Council met Nov. 16 to discuss fire truck repairs.

Here are the meeting's minutes, as provided by the council:

The City Council of the City of Vienna met in regular session. Wednesday, November 16, 2016 at Vienna City Hall with the following members and guest:

ELECTED/APPOINTED OFFICIALS PRESENT: Jon Simmons, Mayor Alan Racey, Alderman Cheryl Myrick, Alderwoman Jim Evans, Alderman Melissa Hill, Alderwoman Chesley Williams, Alderman Richard Owen, Alderman Aleatha Wright, City Clerk Shane Racey, City Superintendent Jim Miller, Police Chief Brent Williams. Fire Chief Margaret Mathis, City Librarian Phil Morris, Depot

ELECTED/APPOINTED OFFICIALS ABSENT: Josh Stratemeyer, City Attorney

There being a quorum, Mayor Simmons called the meeting of the Vienna City Council to order at 6:30 p.m.

Alderman Racey made a motion to approve the Omnibus Consent Agenda consisting of the minutes from the November 2, 2016 and November 9, 2016 City Council Meeting Minutes and the Warrant ($26,968.28). Alderwoman Hill seconded the motion. The vote was as follows: Hill-aye, Evans- aye, Myrick- aye, Owen- aye, Racey-aye, and Williams- aye. Motion carried.

PUBLIC COMMENT/ADDITION TO AGENDA Jordan LeBeau was present to request from council to be allowed on city park property as he was discharged from probation from recent court date. Brief discussion took place and council was all in consent of allowing LeBeau on city park property.

Mike Newton was present to discuss the city ordinances concerning minimum utility bills on unrented property. Council explained the recent enforcement of the already in place ordinance charging a minimum bill to all properties as meters were still being read and lines being serviced. Supt. explained the process of shutting off and locking meters when renters move out for safety reasons and protection of the property owner. Continued discussion took place with Newton.

NEW BUSINESS

Alderman Owen made a motion to Authorize and Approve funds to replace tires on a 2008 squad car. Estimated cost $600.00, Harper Ford. The motion was seconded by Alderwoman Hill. Motion carried. All present in favor.

Alderman Evans made a motion to Authorize and Approve 8 members from the Fire Dept. to attend winter fire school training to take place January 28-29th at the University of Illinois Fire Service Institute. Cost for each member, S300.00, includes all classes and lodging. The motion was seconded by Alderwoman Hill. Motion carried. All present in favor.

Alderman Racey made a motion to Authorize and Approve the Mutual Aid Box Alarm System First Addendum to MABAS Master Agreement. The motion was seconded by Alderwoman Myrick. Motion carried. All present in favor.

Alderman Evans made a motion to Authorize and Approve the City of Vienna to purchase holiday hams/turkeys for city employees. The motion was seconded by Alderman Racey. Motion carried. All present in favor.

City Elected and Appointed Officials

Mayor Simmons mentioned work started on the placement of the war memorial at the City library.

Clerk, Wright informed council of recent requests made for TIF payments. Wright said some of the payments may be delayed until contact is made with the city's TIF representative, Keith Moran to review agreements.

City Supt., Racey discussed replacement of electrical lines at the city library from a recent incident in which council recommended Scott Wright for labor/repairs. Racey also informed council of blower replacement for the lagoon that would start the following week.

Fire Chief Williams announced the start of the department's yearly Christmas toy drive where a fire truck toy box will be placed at different local businesses throughout the month. Williams also reviewed November fire calls and said that training would continue at the old gambit hotel for the next few months.

Williams discussed repairs need to fire truck #7 including replacement of gauges and valves. Council gave consent as it falls under emergency repairs.

Alderman Williams said the 50/100 mile run was a success over the weekend. Phil Morris, Depot, also touched on details of the run saying there were 471 participants with possibly more to sign up for the following year. Morris also mentioned Santa at the Depot to take place Sunday, November 27 from 1-5 p.m. in which council agreed to use community funds to help purchase one of the gifts.

Alderman Evans mentioned blocking off Eagle Drive for the Hunsaker's annual Christmas light show.

Alderman Racey presented hand carved wood picture made by David Russell depicting an old fashioned style bicycle for display at city hall.

At 7:24 p.m. Alderwoman Myrick made a motion to go out of Regular Session into Executive Session as per 5ILCS 120/2(c)(1), Employment/personnel and 5ILCS120/2(c)(11), Threatened or pending litigation. Alderman Evans seconded the motion. Motion carried. All present in favor.

At 9:08 p.m. Alderman Owen made a motion to resume the regular council meeting. Motion was seconded by Alderman Evans. Motion carried. All present in favor.

As there was no further business to discuss Alderwoman Myrick made a motion to adjourn. The motion was seconded by Alderman Owen. Motion carried.

Mayor Simmons declared the meeting adjourned at 9:08 p.m.
