The Carmi City Council met Dec. 15 to approve vendor invoices.

Minutes: City Council Meeting of November 15th, 2016
The Carmi City Council met Tuesday, November 15th, 2016 at 5:30 p.m. in the Council Room of the Municipal Building, 225 East Main Street.
Prior to opening the council meeting, Mayor Pollard asked Alderman Winkleman to give the invocation. The prayer was followed by the Pledge of Allegiance.
Mayor Pollard presided with the following Aldermen present: Steve Winkleman, Mark W. Blake, Keith Davis, Lance Yearby, Sheila Jo Headlee, Jack Lamont, Doug Hays and Mike Knight.
Minutes for the November 1st, 2016 council meeting were presented. Motion made by Alderman Knight and seconded by Alderman Davis to approve the minutes as presented. The motion carried on roll call by each Alderman answering “yes.”
October 2016 Financial Reports were presented. Motion made by Alderman Headlee and seconded by Alderman Winkleman to approve the Financial Reports as presented. The motion carried on roll call by each Alderman answering “yes.”
November 2016 Vendor Invoices were presented. Motion made by Alderman Lamont and seconded by Alderman Blake to approve the Vendor Invoices as presented. The motion carried on roll call by each Alderman answering “yes.”
Mayor Pollard then presented City CPA Keith Botsch to present Ordinance No. 1512, the Annual Property Tax Levy for the fiscal year January 1, 2016 through December 31, 2016. Mr. Botsch stated that the city is levying for the general fund one hundred and sixteen thousand four hundred and forty dollars ($116,440); for the police pension fund two hundred and eighty-five thousand three hundred and twenty dollars ($284,320); for the library one hundred and eighteen thousand eight hundred and fifty dollars ($118,850); for insurance fifteen thousand one hundred and eighty-two dollars ($15,802). That makes the total amount levied to four hundred ninety-two thousand seven hundred and thirty-seven dollars ($492,737). Mr. Botsch stated that the police pension fund takes up most of the levied amount because of low interest the city is getting on its investments. He added that the levied amount this year rose twenty-three thousand five hundred dollars ($23,500). Alderman Headlee wanted to offer her condolences for retired police officer John Westfall who passed away today. Motion made by Alderman Headlee and seconded by Alderman Winkleman to approve Ordinance No. 1512 as presented. The motion carried on roll call by each Alderman answered “yes.”
City CPA Keith Botsch then presented Ordinance No. 1513, Abating the 2016 Tax Levy for Payment of General Obligation Bonds, Series 2011A and Certificate of Abatement. He noted that there will be no tax levy for the electric system bond issue. Motion made by Alderman Hays and seconded by Alderman Davis to approve Ordinance No. 1513 as presented. The motion carried on roll call by each Alderman answering “yes.”
Mr. Botsch presented Ordinance No. 1514, Abating the 2016 Tax Levy for Payment of General Obligation Bonds, Series 2011B and Certificate of Abatement. He once again noted that there will be no tax levy for the electric system bond issue. Motion made by Alderman Hays and seconded by Alderman Lamont to approve Ordinance No. 1514 as presented. The motion carried on roll call by each Alderman answering “yes.”
Mayor Pollard asked the council to approve Ordinance No. 1515, an Ordinance Approving the Carmi Tax Increment Financing II Redevelopment Project Area. Motion made by Alderman Winkleman and seconded by Alderman Lamont to approve Ordinance No. 1515 as presented. The motion carried on roll call by each Alderman answering “yes.”
Mayor Pollard then asked the council to approve Ordinance No. 1516, an Ordinance Designating the Carmi Tax Increment Financing II Redevelopment Project Area. Motion made by Alderman Hays and seconded by Alderman Blake to approve Ordinance No. 1516 as presented. The motion carried on roll call by each Alderman answering “yes.”
Mayor Pollard asked the council to approve Ordinance No. 1517, an Ordinance Adopting Tax Increment Financing. Motion made by Alderman Headlee and seconded by Alderman Lamont to approve Ordinance No. 1517 as presented. The motion carried on roll call by each Alderman answering “yes.”
Mayor Pollard next asked the council to approve Ordinance No. 1518, an Ordinance Establishing an Enterprise Zone within the City of Carmi. Motion made by Alderman Lamont and seconded by Alderman Headlee to approve Ordinance No. 1518 as presented. The motion carried on roll call by each Alderman answering “yes.”
Mayor Pollard asked the council to consider an Intergovernmental Agreement between the City of Carmi, the City of Grayville, the City of Albion, the County of White, and the County of Edwards to do with working together for the Enterprise Zone. Motion made by Alderman Winkleman and seconded by Alderman Davis to approve the Intergovernmental Agreement as presented. The motion carried on roll call by each Alderman answering “yes.”
Mayor Pollard then asked the council to consider bids for excess, unused equipment. He stated that the first item is a Diesel Generator, there were two (2) bids placed on it for two hundred and two dollars ($202) and two hundred and eighty dollars ($280). Motion made by Alderman Hays and seconded by Alderman Davis to approve the bid for two hundred and eighty dollars ($280). The motion carried on roll call by each Alderman answering “yes.”
The next item is a Unimog Off Road Implement; there was only one bid turned in for two thousand six hundred and fifty-six dollars ($2,656). Motion made by Alderman Headlee and seconded by Alderman Davis to approve the bid as presented. The motion carried on roll call by each Alderman answering “yes.”
The next item is a 6×6 17’ Box Truck; there were two bids place on it for eight hundred and seventy-five dollars ($875) and one thousand and six dollars ($1,006). Motion made by Alderman Lamont and seconded by Alderman Headlee to approve the bid for one thousand and six dollars ($1,006). The motion carried on roll call by each Alderman answering “yes.”
The fourth item is a 6×6 5-ton Dump Truck; there was only one bid turned in for nine hundred and seventy-five dollars ($975). Motion made by Alderman Winkleman and seconded by Alderman Hays to approve the bid as presented. The motion carried on roll call by each Alderman answering “yes.”
The next item is a Ford F800 Dump Truck; there were three (3) bids on it for five hundred thirty-nine dollars and ninety-three cents (539.93), five hundred and twenty-eight dollars ($528), and four hundred and two dollars ($402). Motion made by Alderman Lamont and seconded by Alderman Winkleman to approve the bid for five hundred thirty-nine dollars and ninety-three cents ($539.93). The motion carried on roll call by each Alderman answering “yes.”
The last item is a Ford High Ranger F600 Bucket Truck, there were two (2) bids placed on it for three thousand and three dollars ($3,003) and two thousand one hundred and twenty-six dollars ($2,126). Motion made by Alderman Davis and seconded by Alderman Lamont to approve the bid for three thousand and three dollars ($3,003). The motion carried on roll call by each Alderman answering “yes.”
Reports and/or updates from Mayor Pollard
Mayor Pollard wanted to thank everyone who attended the Veterans Day Ceremony and wanted to give a special thanks to the Rolling Thunder Organization for the special dedication of the chair to our Veteran’s Memorial Park.
He stated that November 19th and 20th starts our Holiday Shopping Stroll in our local stores, so do not forget to shop local for all your Christmas Gifts! Also, do not forget that this weekend (November 11th, 12th, and 13th) CWCHS Drama Department presents “Peter Pan” at 7:30 p.m. in the High School Auditorium.
. He then stated that November 26th at 1:00 p.m. there will be a free showing for the public of “The Polar Express” in the old college side of the Elks Building. He hopes that everyone enjoys the lighted Christmas Parade that starts at 6:00 p.m., which is followed by the tree lighting ceremony.
Mayor Pollard also wanted to wish everyone a Happy Thanksgiving.
Reports from Standing Committees
Alderman Headlee asked if Main Street can be closed for the Veterans Day Ceremony. City Clerk Brian Allen stated that he was going to check about closing Main Street with Illinois Department of Transportation.
Alderman Winkleman had a question about the old tire shop and were the city stands with that. Mayor Pollard stated that the owner received a notice and they must comply and then it goes to City Attorney Greg Stewart.
