Metropolis City Council accepts road closers

The Metropolis City Council met Dec. 27 to accept road closers.

Here are the meeting's minutes, as provided by the council:

"The City of Metropolis City Council is located at 106 W 5th St, Metropolis, IL 62960."

City Council Meeting Minutes

The regular meeting of the City Council, City of Metropolis, Illinois was held at 7:00 p.m. on Monday, December 27, 2016 in Council Chambers of City Hall at 106 West 5th Street, Metropolis, Illinois. Upon roll call the following Alderpersons were present: Alderman Don Canada, David McManus, Mike Hall, Buford McGuire, Chuck Short, Charles Barfield, John Taylor, Corporate Counsel Rick Abell and Mayor McDaniel, City Clerk Jan Adams, and concerned citizens of Metropolis. Alderman Jerry Mizell was absent.

The meeting was opened with the Pledge of Allegiance followed with prayer led by Mayor William McDaniel.

Moved by Alderman Mike Hall and second by Alderman David McManus a motion to approve the minutes of the previous meeting held on 12-12-2016 as presented;

MAYOR REPORT:

Moved by Alderman Mike Hall and Second by Alderman David McManus to make a motion to accept regularly scheduled meeting of the Metropolis City Council for 2017;

Moved by Alderman Mike Hall and Second by Alderman David McManus to make a motion to accept road closure of Market Street on May 20th from noon till 10 pm from Superman Statue to 9th Street for the purpose of the American Cancer Society Relay for Life;

Moved by Alderman Mike Hall and Second by Alderman David McManus to make a motion to adopt a Proclamation stating January 22nd – January 28th 2017 as Metropolis School Choice Week;

Moved by Alderman Mike Hall and Second by Alderman David McManus to make a motion to accept road closure for the purpose of the Myasthenia Gravis Walk beginning at Washington Park, East on 3rd Street to Market Street to Lois Lane Statue from approximately 10 am to 11am on Saturday, October 14th, 2017;

CORPORATE COUNSEL:

Corporate Counsel informed the Committee about the former Costal Mart located on 1021 West 10th Street. We need to pass a Groundwater Ordinance and Highway Authority Agreement (HAA) addressing remaining petroleum impacts in soil and groundwater above IEPA standards. The Ordinance addresses potential risks associated with using shallow groundwater near the site. The Ordinance is similar to the ordinance used for L&W Mobile Service Station.

Moved by Alderman Chuck Short and Second by Alderman Charles Barfield to make a motion to Suspended the Rules and Place an Ordinance Approving a Memorandum of Understanding and Related Documents for consideration upon its passage;

Moved by Alderman Chuck Short and Second by Alderman Mike Hall to make a motion to Adopt an Ordinance Approving a Memorandum of Understanding and Related Documents; 2016-30

*First reading of an Ordinance Prohibiting the use of Groundwater as a Potable Water Supply by the Installation or Use of Potable Water Supply Wells or Any Other Method (former Coastal Station);

*IMUA Board Meeting will take place February 27-March 1. Please make plans to attend he told the Alderman. The classes are very informative and geared toward policymakers and utility professionals. We always found it informative and a good time.

FINANCIAL REPORT:

Moved by Alderman David McManus and second by Alderman Charles Barfield to approve the Finance Report be received and approved and that the orders be drawn on the Treasurer for the different amounts mentioned therein and that the Mayor and the City Clerk be authorized to make necessary arrangements for payment of current Salaries, Payroll and Contract bills;
