Hamilton City Council met Feb. 20.

Here is the minutes provided by the Council:

The Hamilton City Council met in regular session at 7:00pm with Mayor Steve Lowman, Aldermen Bob Eddings, Dave Bierbaum, Bill Johnson, Beverly Boone, Steve Schlatter, and Debbie Summers answering roll call.  

Bierbaum led everyone in the “Pledge of Allegiance”. 

Lowman asked for a motion to approve the minutes of the February 6, 2017 meeting.  Bierbaum made a motion to approve the minutes. Johnson seconded the motion.  Roll was called with Eddings, Bierbaum, Johnson, Boone, Schlatter and Summers voting aye.  Motion carried with 6 aye votes and no nay votes.

Mayor Lowman reported the following updates on the Community Center:

  • The front porch had termite damage and had rotted.  Gave approval to remove the porch.  
  • Electrical is completed – will reconnect the power to the outside
  • Engineered beams are installed
  • Two new Furnaces/Air Conditioner units
  • Up to code on electrical 
  • Will stain the concrete floor after the area where bar was removed is patched and blasted
  • Estimated to be completed late March or early April
Finance & Appropriations

Eddings reported the Finance Committee held budget meeting on Monday, February 13th at 5:30 pm.    He noted that the Committee went over the following budgets:

  • Fire Department – Mark Menn and Steve Helenthal
  • Police Department – Robb Bell
  • Street Department – Ryan Boley
Eddings reported the budget meetings will continue next Monday at 5:30pm with Water/Sewer and Building & Grounds.  The TIF representative will be scheduled to another time.

Eddings made a motion to approve the Treasurer’s Report.  Johnson seconded the motion. Roll was called with Bierbaum, Johnson, Boone, Schlatter, Summers, and Eddings voting aye.  Motion carried with 6 aye votes and no nay votes.  

Public Works & Building

Bierbaum reported the Public Works and Buildings Committee will hold a meeting on Thursday, February 23rd at 5:00pm.  

Summers reported that the Post Office has requested the City look at the area between sidewalk and the stairs.  Mayor Lowman noted that he thinks that is off the City’s right away.  He will stop by and see who owns the building because it should be their responsibility.  

Street

Bierbaum noted the committee held a meeting on February 9th to discuss the street budget.

Bierbaum read Ordinance #12 Prohibiting Parking on North Side of Laurel Street Between Thirteenth Street and Fourteenth Street.  Bierbaum made a motion to approve all three readings Ordinance #12.  Johnson seconded the motion.  It was noted that it will be published in the paper and then enforced 10 days after signs are posted.  Roll was called with Johnson, Boone, Schlatter, Summers, Eddings, and Bierbaum voting aye.  Motion carried with 6 aye votes and no nay votes.  

Water/Sewer

Schlatter had nothing new to report at this time.

BUILDING AND GROUNDS

Johnson had nothing new to report at this time.

Health & Safety

Summers made a motion to approve the following building permit:  18’L x 14’W x 8’H Room Addition to Keith Johnson at 470 North 7th Street.  Boone seconded the motion. Roll was called with Boone, Schlatter, Summers, Eddings, Bierbaum and Johnson voting aye.  Motion carried with 6 aye votes and no nay votes.

Bierbaum made a motion to go into Executive Session at 7:16 pm.  Personnel 5 ILCS 120/2(c)(1)

The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body.  Eddings seconded the motion.   Roll was called with Schlatter, Summers, Eddings, Bierbaum, Johnson and Boone voting aye.  Motion carried with 6 aye votes and no nay votes.

Johnson made a motion to return to Open Session at 8:00pm.  Boone seconded the motion.  Schlatter seconded the motion.  Roll was called with Summers, Eddings, Bierbaum, Johnson, Boone and Schlatter voting aye.  Motion carried with 6 aye votes and no nay votes.

There being no further business to discuss Johnson made a motion to adjourn the meeting at 8:02 pm.  Bierbaum seconded the motion.  All in favor, motion carried.
