Here is the minutes as provided by the Board:

The meeting of the County Commissioners of Monroe County, Illinois was called to order at 8:00

a.m. Chairman Robert Elmore, Commissioner Delbert Wittenauer and Commissioner Vicki

Koerber were present.

The meeting opened with the Pledge of Allegiance.

Others present included County Clerk Dennis Knobloch, along with Press Corps representatives

– Joe Leicht of the Monroe County Independent and Alan Dooley of the Republic Times.

There being a quorum present, the meeting was called to order by Chairman Elmore.

There were no public comments.

Aaron Metzger was present for Highway Department discussion. Mr. Metzger said bids had been

received for furnishing materials required by the Monroe County Highway Department. Motion

was made by Commissioner Wittenauer, with a second by Commissioner Koerber to approve the

2017 County MFT Maintenance Program. All voting Aye, none Nay and none Absent. Motion

carried.

RESOLUTION 17-27

WHEREAS, bids were received on March 2, 2017 for furnishing materials required by

Monroe County Highway Department to be used for the County’s 2017 MFT Maintenance

Program, and

WHEREAS, the following low bids for asphalt materials were received:

CRS 2 emulsion, bituminous material, furnished and applied on roads at $1.498/gal.; and

MC800 bituminous material, furnished and applied to shoulders on Kaskaskia Road @

$2.60/gal.

From JTC Petroleum Company, Maryville, IL

MC800 bituminous material, furnished and delivered for storage at the County Garage in

Waterloo at $2.34/gal.

From E.J. Dougherty Oil & Stone, East St. Louis, IL

NOW, THEREFORE, BE IT RESOLVED, that the aforelisted low bidders be and are

hereby awarded the contracts.

Passed by the Board of County Commissioners of Monroe County, Illinois at Waterloo, this 20th

day of March, 2017.

approve the 2017 MFT Maintenance Asphalt Materials Deliver and Install Contract Award. All

voting Aye, none Nay and none Absent. Motion carried.

RESOLUTION 17-28

2017 MFT MAINTENANCE ASPHALT MATERIALS

DELIVER AND INSTALL CONTRACT AWARD

WHEREAS, bids were received on March 2, 2017 for furnishing asphalt materials to be

spread on roads upon County Highways.

WHEREAS, the local public agency shall require a performance and payment bond from

every contractor for deliver and install groups in excess of $50,000.

NOW, THEREFORE BE IT RESOLVED, that the County of Monroe enter into a contract and

require a contract bond from JTC Petroleum Company, Maryville, IL for furnishing asphalt

material to the Monroe County Highway Department.

BE IT FURTHER RESOLVED, that the County Board Chairman and the County Clerk are

hereby authorized to execute said deliver and install contract upon execution by the contractor.

approve the 2017 Road Districts MFT Maintenance Program. All voting Aye, none Nay and

none Absent. Motion carried.

RESOLUTION 17-29

2017 ROAD DISTRICTS MFT MAINTENANCE PROGRAM

WHEREAS, bids were received on March 2, 2017 for furnishing materials to be used by

various road districts in

Monroe County, Illinois in their 2017 MFT Maintenance Program; and

WHEREAS, the following low bid for asphalt materials were received and approved by

the Road Commissioners:

HFE 90-150 emulsion, bituminous material, furnished and applied on roads in Road

Districts 1 and 6 @ $1.516/gal.; and

HFE 90-150 emulsion, bituminous material, furnished and applied on roads in Road

Districts 2, 3, and 7 @ $ 1.494/gal.; and

HFE 90-150 emulsion, bituminous material, furnished and applied on roads in Road

District 5 and 9 @ $1.48/gal.; and

CRS 2 emulsion, bituminous material, furnished and applied on roads in Road Districts 4

and 8 @ $1.48/gal.; and

CRS 2 emulsion, bituminous material, furnished and applied on roads in Road District

No. 10 @ $1.479/gal; and

MC800 bituminous material, furnished and applied on roads in Road District No. 5 @

$2.58/gal.

NOW THEREFORE, BE IT RESOLVED, that the aforelisted low bidders be and are

hereby awarded the contracts subject to the written concurrence of the respective Road

Commissioners.

this 20th day of March, 2017.

Commissioner Koerber said she had received some information stating that tomorrow (March 21)

is Ag Day, and she read a lot of Ag facts about Illinois and Monroe County.

Commissioner Wittenauer said the Computer Committee met last Friday, and they will meet

again in 30 days once they have digested the information provided up to this point. He said the

members of the Committee are Elizabeth from the Nursing Home, Carla Heise, Kevin

Koenigstein, Aaron Metzger, Mike Fausz and Dennis Knobloch. Commissioner Wittenauer said

one of the options being discussed would be to hire a County IT person, who could then help

guide the process of rebuilding the County’s computer networks.

There was some discussion regarding the new County Labor Attorney and the HR representative,

along with their roles in updating the county’s Employee Handbook.

The following Accounts Payable having been approved for payment, Commissioner Wittenauer

moved that the same be allowed and that vouchers be issued against their respective funds of the

County Treasurer for payment. Motion seconded by Commissioner Koerber, and so declared. All

voting Aye, none Nay, and none Absent. Motion carried.

by Commissioner Koerber.

Commissioner Koerber discussed the details of several pieces of proposed State Legislation as

seen in the recent issue of the Illinois Association of County Board Members legislative report.

Kevin Koenigstein and Annmarie Marcuson came to the meeting to discuss various issues. Mr.

Koenigstein provided a first-quarter report showing that most of the County offices are on target

for annual revenues. He provided a detailed report for the Ambulance Service, and that

Department is also on budget at this time.

Commissioner Koerber said she and Carla Heise will be meeting with someone from the

Columbia Ambulance Service to discuss the methods being used by the Columbia Service to

predict call volume. There is a possibility this can be used to help with more efficient scheduling

for the Monroe County Service.

Mr. Koenigstein said he will be going to a meeting of our Health Insurance pool later today in

Collinsville, and this should be the official vote to bring Monroe County into this pool. Ms.

Marcuson will be meeting with company representatives tomorrow to begin the transition

process.

Motion was made by Commissioner Wittenauer, with a second by Commissioner Koerber to

adopt the Life Insurance program with the lowest possible amount of coverage - $5,000, with this

action being formally adopted by resolution once the suggested language is received from the

company. All voting Aye, none Nay and none Absent. Motion carried.

Pam Jacobs came to the meeting to review the lease for office space (in the amount of $32,112) at

the Annex Building between Monroe County and the University of Illinois Extension Service.

Robert Elmore and Dennis Knobloch signed the lease documents on behalf of Monroe County.

Ms. Jacobs also discussed the current funding and program situations.

Jim Hill, along with Paul and Karlene Feldker came to the meeting to discuss the formation of a

new group. Also present for the discussion was Kevin Koenigstein. This group, along with some

other individuals in the County have formed a new group called “Friends of the Courthouse

Bison”. The purpose of these folks is to provide landscaping and other improvements to the

Bison statue on the Courthouse grounds. Landscaping and plantings at the site are estimated to

cost about $400, and a fence to surround the monument is estimated to cost about $3,400, for a

total investment of about $4,000. The group will be soliciting donations for this work, with the

goal to be limited use of taxpayer dollars for this effort. Commissioner Koerber said the group

would also be doing some fundraisers including at the upcoming Waterloo Chamber Concert

Series. Mr. Hill said they are also working on plans to make sure the area is maintained in the

years to come. Anyone wishing to donate to this fund can send payment to Friends of the

Courthouse Bison, c/o Kevin Koenigstein, Monroe County Treasurer.

Commissioner Koerber said she wanted to commend CTS on the great job they are doing in

making the energy improvements on the County facilities.

There being no additional business to come before the County Board, motion to adjourn was

made by Commissioner Wittenauer, with a second by Commissioner Koerber. All voting Aye,

none Nay and none Absent. Motion carried.
