City of Metropolis City Council met April 24.

The regular meeting of the City Council, City of Metropolis, Illinois was held at 7:00 p.m. on Monday, April 24th, 2017 in Council Chambers of City Hall at 106 West 5th Street, Metropolis, Illinois. Upon roll call the following Alderpersons were present: Alderman Don Canada, David McManus, Mike Hall, John Taylor, Chuck Short, Charles Barfield, Buford McGuire, Corporate Counsel Rick Abell and Mayor McDaniel, City Clerk Jan Adams, Chad Lewis, and concerned citizens of Metropolis. Alderman Jerry Mizell was absent.

*Mayor McDaniel gave recognition of the outgoing Aldermen David McManus and Jerry Mizell thanking them for the services to the City of Metropolis and wishing them well on their next journey. The swearing in and seating of newly elected officials by County Clerk, Juanita Wedeking-Newberry was the next order of business.

The Mayor reminded everyone of the upcoming Clean Up Weeks, April 24 and May 1st.

The uptown bathroom will be located on city property behind Super City Antiques and completed by the Annual Superman Celebration. The building will be 14x40 and handicap accessible.

Corporate Counsel:
Corporate Counsel brought an offer from a New York firm to sell the utility bill in the amount of $161,279.02 from Caesars Entertainment Operating Company at a reduced cost of $109,669.73. He recommended to decline the offer adding we are not in a cash crunch. This bill can be paid up to 5 years from now.
*A reminder of the IMUA, IMEA annual conference and trade show. A lot of information are at these conferences and all would benefit from going.
The IMUA 2017 Electrical Lineman Compensations Survey rates are in explaining the City of Metropolis is right where we want to be. Corporate Counsel went over the graph and then explained our PPA on the electric bill is nothing more than an index rate adjuster.

Planning Commission:
Zoning Board Of Appeals:
Chad Murray came before the Council sharing the Planning Commission and the Zoning Board of Appeals held a public hearing on April 11,2017 to hear comments for a Zoning District Amendment and a Special Use Permit. The proper procedures were taken on both hearings. The Planning Commission heard comments to rezone lots 31-35 in Kennedy Subdivision from R-1 residential to C-2 Central business. The Planning Commission voted a unanimous (5-0) YES vote recommending to City Council to approve the zoning district amendment. The Zoning Board hear request for a Special Use Permit to install a manufactured home at 601 Johnson Street. This is not an area with an overlay for this type home and is zoned industrial. The board felt that if this Special Use Permit was granted allowing the installation of such homes would go against the regulations that govern placement of such homes. The Zoning Board of Appeals voted a unanimous (5-0) NO vote recommending to the City Council not to issue the permit.

Moved by Alderman Buford McGuire and second by Alderman Charles Barfield to approve the Finance Report be received and approved and that the orders be drawn on the Treasurer for the different amounts mentioned therein and that the Mayor and the City Clerk be authorized to make necessary arrangements for payment of current Salaries, Payroll and Contract bills;
