There being a quorum, Mayor Simmons called the meeting of the Vienna City Council to order at 6:30 p.m.
Alderman Myrick made a motion to approve the Omnibus Consent Agenda consisting of the April 5, 2017 City Council Meeting Minutes and the Warrant ($35,968.68). Alderman Hill seconded the motion. Roll call: Hill-aye, Evans- aye, Myrick-aye, Owen-aye, Racey-aye, and Williams- aye. Motion carried.
Brian Bert with Rise Up Ministries was present to request use of the city park for Saturday, August 26th. Council gave consent.
Aaron Hale with Modern Woodmen was present to request consent from council to offer benefits to City of Vienna employees. Council gave consent.
Gary Dahmer was present to discuss his current status of development at the former gambit property. Dahmer discussed with council the request for the city to install a sewage lift station for development of RV camping, cabins and possible future development of chain hotel and restaurant. Discussion continued as the lift station would be installed at the city's expense. Clerk announced an informal meeting that would take place Tuesday, April 25 at city hall with Mr. Dahmer.
Alderman Racey made a motion for the City of Vienna to adopt a Facade Improvement Grant Program. The motion was seconded by Alderman Owen. Roll call: Hill-aye, Evans-aye, Myrick-aye, Owen-aye, Racey-aye, and Williams- aye, Motion carried.
Robin Harper Whitehead was present to discuss with council several proposed TIF projects including This-N-That Flowers, Perkins House Inn, and Harper Auction House. Council discussed recommendations from Moran Economic Development.
Alderman Hill made a motion to Authorize and Approve TIF Recommendations as follows: This-N-That Flower Shop-$2,500 Facade Improvement Grant Program, Perkins House Inn$5,000 one time grant in addition to reimbursement of incremental increase for up to 10 years. The motion was seconded by Alderman Williams. Roll call: Hill-aye, Evans- aye, Myrick- aye, Owen-aye, Racey-aye, and Williams- aye. Motion carried
County Commissioner Ernie Henshaw updated council on the status of the county complex as meeting would take place the following week concerning loans. Henshaw briefly mentioned the recent discovery of VRBO rentals in the county by treasurer Williams that were not paying hotel/motel taxes.
Kelin Field commented on the status of his restaurant project on Court Street.
City Elected and Appointed Officials:
Mayor Simmons requested the city assist Vienna High School with ball field maintenance costs of $200.00. Council gave consent. Simmons commented on the recent successful Junque
Jamboree event put on by Ginger Endrizzi.
Wright questioned council if the city would consider using TIF Funds to proceed with residential demolition of homes currently on the demo list until the city could reapply for the grant. No action taken.
Wright mentioned that the Fall Festival would no longer be organized by Johnson County Chamber of Commerce as they had disbanded. Discussion was had with council of organizations
that maybe interested in taking it over.
City Attorney, Stratemeyer reviewed changes to be made to current ordinance regarding horse manure recently requested by city council.
Supt. Racey informed council of completed repair to 8 shelters at the city park.
Police Chief Miller discussed with council and city attorney of passing a city ordinance pertaining to vehicles involved in crimes which would help bring funds in to the police dept vehicle/equipment fund.
Fire Chief Williams updated council on the status if hotel burn at the old Gambit Inn.
Phil Morris and Alisa Goines were both present to inform council that 1,500 eclipse brochures were recently distributed to several locations. Morris said a bicycle repair station would be built at the city park as a donation from the Vienna Correctional Center, As there was no further business to discuss Alderman Myrick made a motion to adjourn. Motion was seconded by Alderman Owen. Motion carried.
Mayor Simmons declared the meeting adjourned at 7:48 p.m.
