City Council met June 6.

The Carmi City Council met Tuesday, June 6, 2017, at 5:30 p.m. in the Council Room of the Municipal Building, 225 East Main Street.
Prior to opening the council meeting, Mayor Pollard asked Alderman Winkleman to give the invocation with a moment of silence for the John O’Daniel Family followed by the Pledge of Allegiance.
Mayor Pollard presided with the following Aldermen present: Steve Winkleman, Mark W. Blake, Tracy Nelson, Sheila Jo Headlee, Jack Lamont, Doug Hays and Mike Knight. Absent: Lance Yearby.
Minutes from the May 16, 2017, council meeting were presented. Motion made by Alderman Hays and seconded by Alderman Knight to approve the minutes as presented. The motion carried on roll call by each Alderman present answering “yes.”
Mayor Pollard presented Chamber of Commerce Director Holly Healy to request a donation from the City for the July 4th Fireworks in the amount of $9,000. The city has made this amount the past 2 years. Motion made by Alderman Hays and seconded by Alderman Winkleman to approve the donation request of $9,000 as presented. The motion carried on roll call by each Alderman present answering “yes.”
Mayor Pollard discussed the July meeting falling on the 4th of July. Discussion was held regarding moving the meeting to Monday, July 3, 2017; Wednesday, July 5, 2017; Tuesday, June 27, 2017, or Tuesday, July 11, 2017. Motion was made by Alderman Hays to change the meeting date to Wednesday, July 5, 2017, seconded by Alderman Knight. The motion carried on roll call by each Alderman present answering “yes.”
Mayor Pollard asked the council to approve Ordinance #1526, an ordinance regulating and revising rates and charges for electrical energy sold by the City of Carmi, Illinois, Electrical System and amending ordinances in conflict herewith. He explained that this ordinance was to establish a better system for the cost adjustment factor which currently looks at month-to-month cost but with this ordinance, would be year-to-year cost. Motion made by Alderman Headlee and seconded by Alderman Hays to adopt Ordinance #1526. Motion carried on roll call by each Alderman present answering “yes.”
Reports and/or updates from Mayor Pollard:
Hopefully, weather permitting; the Carmi Pool should be open on Monday, June 12, 2017, with a free swim day. The pool has been cleaned with old paint removed, repainted, and will be filled with water starting on June 8, 2017.
We wanted to recognize Olivia Bohleber for the honor of being Miss. Illinois Teen USA 2017. We have signs placed on Routes 1 and 14 to honor her for this achievement.
The new pump house was set today, June 6, 2017, at the Blue Goose.
Again, it is the time of the season to remind everyone not to blow the yard clippings into the streets. There is an ordinance against this and you will be fined.
Reports from Standing Committees:
Alderman Hays: Reported the Police Department has recently purchased a road-side radar sign. It is a flashing sign that lets you know what the speed limit is and also the speed you are traveling. It is portable and will be moved around the City to some of the areas complaints of speeders have been received from. This unit also has a built-in camera so if anyone tries to vandalize the machine, it will be recorded. The machine was purchased using Chief Carter’s discretionary funds and not with tax-payers money. It should be in use within the next 1-2 weeks.
City Supervisor, Mike Buckman, and City Engineer, David Coston, attended the IMEA/IMUA Meeting in Springfield last month. The City of Carmi was presented as the first recipient of the System Achievement Award, for its many achievements, successes, and contributions related to the enhancement of its municipal electric generation and distribution systems, service to customers, ongoing energy-efficient initiates, community betterment, and overall dedication to the precepts of the public-power business model. This evening, Supervisor Buckman presented this award to the Mayor, Council, and the City Employees.
