Norris City Omaha Enfield Community Unit School District 3 Board of Education met March 15.

The regular meeting of the Board of Education of the Norris City-Omaha-Enfield Community Unit School District #3 of White, Hamilton and Gallatin Counties, Illinois, was called to order by Joe Lane at 7:00 p.m. in the Superintendent’s Office on Wednesday, March 15, 2017. All members had been previously notified and those answering roll call were: Matt McArthy, Lincoln Hobbs, Karen Weiss, Bart Henson, and Joe Lane. Also attending were David Flechs, Matt Vollman, Todd Haley and Carla Carter. Scott Riggs and Paul Black were absent. Karen Weiss was appointed secretary for the meeting.
Karen Weiss made the motion to accept the minutes as presented. Bart Henson seconded. A unanimous vote followed.
The bills were approved on a motion by Matt McArthy and seconded by Karen Weiss. Roll Call Vote: Matt McArthy, Aye; Karen Weiss, Aye; Lincoln Hobbs, Aye; Bart Henson, Aye; and Joe Lane, Aye. Motion Carried.
The Booth Trust report was approved on a motion by Joe Lane and seconded by Bart Henson. The balance was $118,370.75. Roll Call Vote: Matt McArthy, Aye; Karen Weiss, Aye; Lincoln Hobbs, Aye; Bart Henson, Aye; and Joe Lane, Aye. Motion Carried.
Mr. Haley reported attendance in February at 92%. He thanked Mrs. Ramsey, Mrs. Large and Jodi Duncan for a great job done on the Homecoming Dance. Clifford Kretzer and Mattie Colbert will compete in the state WYSE competition. He informed the Board that Mrs. DeStefano would be cancelling her spring production but plans to present it next year.
Mr. Haley wanted to thank Mr. Tucker and staff for the great job done with hosting the basketball sectionals. The Board and Mr. Vollman also praised the entire staff, students, Mayor Kissel and the law enforcement that participated in making the event successful. Many compliments were heard from the community and attendees on the well ran event.
NCO’s attendance for the month of February was 91.7%. NCO PTO will have their carnival on April 1st. Mr. Flechs also announced graduation will be May 22 at 6:00 and 7:30 pm. He updated the Board on the decision being made about the new math curriculum.
Mrs. Carter shared that pre-k and kindergarten registration will be April 27. Also Booth is having a spring dance on April 21 and the admission is a canned food item to be donated to the Enfield Food Pantry. Attendance for the month was 89%. She reported significance student illness in her building for February.
Lincoln Hobbs made the motion to go with the lowest mowing bid for NCO grade school from Andy’s Lawn Services and the lowest mowing bid for NCOE high school from Brinkley & Sons. Joe Lane seconded. Roll Call Vote: Matt McArthy, Aye; Karen Weiss, Aye; Lincoln Hobbs, Aye; Bart Henson, Aye; and Joe Lane, Aye. Motion Carried.
The 2017-2018 school calendar was approved on a motion by Joe Lane and second by Lincoln Hobbs. School will open with two days of teacher workshops on Monday, August 14. The last day of school will be May 25, 2018, depending on number of snow days used. A unanimous vote followed.
The Board agreed to renew membership with IHSA on a motion by Joe Lane and second by Karen Weiss. Roll Call Vote: Matt McArthy, Aye; Karen Weiss, Aye; Lincoln Hobbs, Aye; Bart Henson, Aye; and Joe Lane, Aye. Motion Carried.
Matt McArthy made the motion and Karen Weiss seconded for the Resolution Reference of the Dismissal of Education Support Person #1. The Resolution Reference of Dismissal of Educational Support Personnel #2 was approved on a motion by Joe Lane and second by Bart Henson. Matt McArthy made the motion to re-employ certified staff and the remainder of non-certified employees. Bart Henson seconded. Roll Call Vote: Matt McArthy, Aye; Karen Weiss, Aye; Lincoln Hobbs, Aye; Bart Henson, Aye; and Joe Lane, Aye. Motion Carried.
Superintendent Vollman recommended the re-employment of the building principals Carla Carter and Todd Haley with the raises being prorated over 12 months the same as the previous year. Matt McArthy made the motion and Joe Lane seconded. Roll Call Vote: Matt McArthy, Aye; Karen Weiss, Aye; Lincoln Hobbs, Aye; Bart Henson, Aye; and Joe Lane, Aye. Motion Carried.
Bart Henson made the motion to employ Chad Garrett as Special Education Teacher. Matt McArthy seconded. Roll Call Vote: Matt McArthy, Aye; Karen Weiss, Aye; Lincoln Hobbs, Aye; Bart Henson, Aye; and Joe Lane, Aye. Motion Carried.
Karen Weiss made the motion and Joe Lane seconded to employ Ryan Trueblood as NCO Science Teacher. Roll Call Vote: Matt McArthy, Aye; Karen Weiss, Aye; Lincoln Hobbs, Aye; Bart Henson, Aye; and Joe Lane, Aye. Motion Carried.
Matt McArthy made the motion to employ Caitlin Burklow as NCO Physical Education Teacher. Karen Weiss seconded. Roll Call Vote: Matt McArthy, Aye; Karen Weiss, Aye; Lincoln Hobbs, Aye; Bart Henson, Aye; and Joe Lane, Aye. Motion Carried.
Joe Lane made the motion and Lincoln Hobbs seconded to employ Kelci Webb as Booth Elementary Teacher. Roll Call Vote: Matt McArthy, Aye; Karen Weiss, Aye; Lincoln Hobbs, Aye; Bart Henson, Aye; and Joe Lane, Aye. Motion Carried.
Bart Henson made the motion to employ Donnie Starks as custodian. Joe Lane seconded. Roll Call Vote: Matt McArthy, Aye; Karen Weiss, Aye; Lincoln Hobbs, Aye; Bart Henson, Aye; and Joe Lane, Aye. Motion Carried.
Discussion continued among the Board and Mr. Vollman about the NCO principal position. Mr. Vollman will start interviewing next week and hopes to have a recommendation for the Board at the meeting next month.
The meeting adjourned at 9:40 p.m. on a motion by Bart Henson and seconded by Joe Lane. A unanimous vote followed.
