City of Mount Carmel City Council met June 5.

Here is the minutes as provided by the council:

Invocation was given by Reverend Tony Hodgson.

Present on Roll Call: Mayor Bill Hudson Commissioners – Joe Judge, Justin Dulgar,

Rod Rodriguez

Also, Present: City Administrative Assistant Rudy Witsman, City Attorney Kelli Storckman

Mayor’s Comments

Mayor Hudson brought the city council meeting to order.

Mayor Hudson acknowledged the newly appointed president of the Mount Carmel Area Economic

Alliance, Craig Newman, who was in attendance to introduce himself to the council and to give an

overview of the Mount Carmel AEA. Mr. Newman summarized the goals and the purpose of the

“Alliance”.

Mayor Hudson acknowledged Mike Gill of Lamac Engineering, who was in attendance again

regarding the “Street Scape” project through the State of Illinois. Mr. Gill was seeking direction from

the council regarding the grant application. After discussing the project and reviewing the prior year

grant application, the council decided to reapply for the grant and to provide Mr. Gill with the

modifications of the prior year application.

Mayor Hudson thanked everyone that was connected with the Memorial Day Service and stated the

event went very well. Mayor Hudson also thanked the veterans for all they do for us and thanked all

the citizens that displayed their flags on Memorial Day. Mayor Hudson gave a special thank you to

Scout Master Brown and Troop #293 for placing flags on all the veterans’ graves in Wabash County.

Mayor Hudson reminded residents to please check on their elderly neighbors as the weather very

hot and humid.

Mayor Hudson announced at the next council meeting he will have a list of activities to “finish out the

summer” including the July Fourth Celebration events. Mayor Hudson reported fireworks donation

letters are being mailed and anyone wishing to make a donation may do so at city hall.

Mayor Hudson reported the Library’s 5K Run/Walk Event will be held Saturday, June 10th beginning

at 8:00 am.

Mayor Hudson thanked the Relay for Life Committee for an outstanding job on the fundraising event

that was held on Saturday, June 3rd

Commissioner Reports:

Commissioner Eric Ikemire – Streets, Cemeteries and Parks

Commissioner Ikemire absent.

Commissioner Joe Judge – Finance and Senior Citizens

Statement of Receipts and Expenditures – See attached agenda with financials.

Commissioner Judge reminded area business owners that the city does have a revolving loan fund,

which is available to local businesses that are wanting to expand or to assist with the starting of new

businesses.

Commissioner Judge announced the city is sponsoring a high school student summer volunteer

program. Commissioner Judge stated the city is looking for ten to fifteen volunteers to perform

community service at either the Wabash County Senior Citizens or the city’s parks department. The

commitment is for one or two days per week and will provide a positive impact on the community as

well as boost the individual’s college resume. Each participant will receive a certificate of

appreciation showing the volunteer hours performed and at the end of the summer a banquet will be

held honoring the participants. Commissioner Judge stated interested persons may fill out an

application at city hall within the next two weeks and to specify on the application if the individual is

wishing to volunteer at the Senior Citizens Center or the city’s parks department. Commissioner

Judge reported, in the future, the city will team up with District #348 to conduct a joint venture

program for high school students.

Commissioner Justin Dulgar – Water and Sewer

Commissioner Dulgar reported the maintenance department opened the levee gates; worked on the

city pool; dug up water service lines; responded to call from Senior Citizens Center regarding sewer

back up issue; checked for water leaks and performed routine maintenance. Commissioner Dulgar

stated the water treatment plant installed new check valves at the Oak Street booster station; will be

cleaning the sediment basins as part of the routine maintenance cleaning; the Third Street water

tower’s scada system is still having issues; and the control panels from Water Well #1 and Water

Well #2 have been repaired.

Commissioner Dulgar announced on Tuesday, June 13th at 5:00 pm, the Wabash Valley Regional

Water Commission will hold their meeting at Mount Carmel City Hall. Commissioner Dulgar

encouraged citizens to attend the very informational meeting.

Commissioner Rod Rodriguez – Fire, Health & Safety, Garbage, City Hall and

Civil Defense

Commissioner Rodriguez reported in the last two weeks the fire department had eight runs and

conducted vehicle fire training.

Commissioner Rodriguez announced mosquito spraying has started for the season; the West Side

of the city will be sprayed on Sunday, Monday and Tuesday with the East Side will be sprayed on

Wednesday, Thursday and Friday.

Commissioner Rodriguez stated the Wabash County Merchants Walk-Up Wednesday Program will

begin on June 7th with Safe Haven holding the first fundraising event. Commissioner Rodriguez

emphasized that Safe Haven has helped at least fifty people since the shelter has opened.

City Administrative Assistant – Rudy Witsman

City Administrative Assistant Witsman reiterated a request had been previously approved by the

council to replace the traffic lights with stop signs at Sixth and Market Streets, however, that change

had not yet been made. City Administrative Assistant Witsman reported the traffic lights at Third and

Market Streets have now malfunctioned and stated he was seeking council approval to begin

replacing the lights at Third and Market Streets then begin the replacement of the traffic lights at

Sixth and Market Streets.

City Administrative Assistant Witsman presented to the council a quote from Jeff Guisewite Inc.

regarding the demolition of the former Warren Building. City Administrative Assistant Witsman

recommended not going to bid for the demolition because of the city’s past experience with Mr.

Guisewite, as well as his expertise. City Administrative Assistant Witsman stated State of Illinois

Statue allows the city to award the contract without bidding if all the council members present vote in

agreement to approve Mr. Guisewite’s bid.

City Attorney – Kelli Storckman

City Attorney Kelli Storckman no report.

City Inspector – Mike Gidcumb

City Inspector Gidcumb absent.

Business Motions

Commissioner Dulgar motioned and Commissioner Judge seconded to accept the quote from Jeff

Guisewite Inc for the demolition of the building located at 321 N. Market Street. The amount of the

quote is $46,000. All present voted Aye by roll call vote. Commissioner Ikemire was absent.

Mayor Hudson and the Council approved the Consent Agenda, as presented in the agenda dated

June 5th

, 2017. The consent agenda approved Ordinance 1075 – Prevailing Wage (waive the

second reading); the appointment of Kelli Storckman as City Attorney; the reappointment of Sharry

Purvis, Nancy Price, and Willian Easton to the Library Board; the minutes for the council meeting

held on May 22nd

, 2017 and approved paying all bills bearing the proper signatures.
