The regular meeting of the City Council, City of Metropolis, Illinois was held at 7:00 p.m. on Monday, June 26, 2017, in Council Chambers of City Hall at 106 West 5th Street, Metropolis, Illinois. Upon roll call the following Alderpersons were present: Alderman Don Canada, Mike Hall, John Taylor, Chad Lewis, Chuck Short, Charles Barfield, Buford McGuire, Darryl Neill, Corporate Counsel Rick Abell, Mayor McDaniel, City Clerk Jan Adams, and concerned citizens of Metropolis.

Moved by Alderman Charles Barfield and second by Alderman Mike Hall a motion to approve the minutes of the previous meeting held on 6-12-2017 as presented;

Citizens Request:

Ken Kovac wanted to share the Police and Fire Commission applications are being accepted until July 14th at either location and/or City Hall for your convenience.

Mayor’s Report:

June is a busy month in the City of Metropolis. We have many events to enjoy sponsored by the City, Chamber of Commerce and Greater Metropolis Convention & Visitor Bureau. We have the Annual Superman Celebration, Pro-circuit and Youth Amateur Shoot Archery Tournament at Mermet Lake and the Great American Solar Eclipse in August. We are pleased to say venders, hotels, and local business all prosper during these events. We appreciate all who gives of their time to make these events what they are. Our City pool is open for the season 7 days a week offering, swim parties, swim lessons and exercise classes. Vacation Bible School is underway for our youth. Our Sports Parks are filled with games and tournaments. These events are a huge success due to the teamwork of everyone involved. We had Lieutenant Governor, Evelyn Sanguinetti and State Senator, Dale Fowler come to the celebration and joined in on the festivities during the Superman Celebration. Save the Massac made over $3.300 selling food and a silent auction. We have several events to draw people to Metropolis and should show our support.

The Superman Archery Classic/National Championship Archery Tournament is June 16th-25th at Mermet Lake.

Save the Massac will have food and entertainment offered along with speakers showing the new floor plans for the theater.

Moved by Alderman Mike Hall and second by Alderman Darryl Neill to make a motion to accept road closure from the corner of the Massac Theatre (West 5th) to the corner of City Hall and on Market from 5th up to the Alley behind the Jones Building on Saturday, June 8th from 3 pm-10 pm for the purpose of the purpose of the Massac Theatre Block Party;

Moved by Alderman Chuck Short and second by Alderman Mike Hall to make a motion to accept road closure on Sunday, August 20th from the North side of 6th on Market to the South side of 8th on Market from 12-10 pm from the purpose of the Chamber Eclipse Party;

Moved by Alderman Charles Barfield and second by Alderman Mike Hall to make a motion to accept the purchase of a motor and parts to repair the Skid Steer from McKeel Equipment in the amount of $6,219.41 for the Street Department;

Corporate Counsel;

Gene Norber came before the Council giving a brief introduction of himself and his company. He is the president and founder of Economic Development Resources (EDR). He graduated from Harvard University School of Design with a Master in City Planning, a Bachelor of Arts at Case Western Reserve University, studied at University of Missouri and studied abroad in Turin, Italy. For more than 30 years he has been actively involved in public and private partnerships for industrial, residential and commercial projects. He implements the tools necessary to bring private and public sides together in the redevelopment of blighted and underutilized real estate. EDR helped generate investment in communities throughout the Midwest. Mr. Norber possesses considerable expertise in the fields of real estate development, project financing, comprehensive planning and central business district revitalization. His skill in these areas comes through a combination of extensive academic training and significant professional experience. Mr. Norber has been actively involved in consulting with a wide variety of public and private clients concerning Tax Increment Financing (TIF) land use planning and market feasibility analyses. He is a frequent moderator and panelist at conferences concerning economic development and city planning. Gene has been an important role in creating the Business District and TIF Districts in the City of Metropolis and we look forward to working with EDR in the future.

Financial Report:

Moved by Alderman Charles Barfield and second by Alderman Chuck Short to approve the Finance Report be received and approved and that the orders be drawn on the Treasurer for the different amounts mentioned therein and that the Mayor and the City Clerk be authorized to make necessary arrangements for payment of current Salaries, Payroll and Contract bills;

Moved by Alderman Charles Barfield and second by Alderman Chuck Short to approve the Finance Report be received and approved and that the orders be drawn on the Treasurer for the different amounts mentioned therein and that the Mayor and the City Clerk be authorized to make necessary arrangements for payment of miscellaneous bills:
