City of West Frankfort City Council met July 25.

Here is the minutes provided by the Council:

1. Mayor Jordan Called The Meeting To Order At 7:00 P.M. Requesting A Roll Call Commissioner Simpson And The City Attorney Were Not In Attendance, Commissioner Harkins, Commissioner Chambers And Commissioner Blades Were In Attendance Along With The City Clerk.

2. Mayor Jordan Asked For Approval Of The Minutes From The July 11, 2017 Regular Council Meeting. Commissioner Harkins Made A Motion To Approve, Seconded By Commissioner Chambers. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve Motion Carried.

3. Mayor Jordan Next Asked For Approval To Pay City Bills And Payroll In The Amount Of $269,362.21. Commissioner Chambers Made A Motion To Approve, Seconded By Commissioner Harkins. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve Motion Carried.

4. The Next Item Was Approval Of A Donation Of $5,000.00 To The Frankfort Community Park District To Refurbish The Outdoor Basketball Courts. The Mayor Stated Last Council Meeting Jim Mcphal Approached The City Council And We Discussed The Need To Renovate The Park Basketball Courts. Went Out There After He Was Here And They Were The Same Courts Played On In 1966 Or Before We Have Collectively Talked About This And It Was Suggested That The City Council Donate $5,000.00 From Our Youth Fund, We Take Half Of The Money We Get From Gaming And We Put That In An Account And We Use That For The Youth Of West Frankfort. Commissioner Blades Made A Motion To Approve, Seconded By Commissioner Chambers. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve Motion Carried.

Jm Mcphail Stated First Of All Want To Thank The Council With This Donation Tonight That Gets Us Past 50% So We Are Down Hill Now The Community Has Been Very Generous And We Appreciate It Very Much.

5. The Next Item Was Approval Of An Ordinance Vacating A Certain Alley At 708 S. Logan Street (Pin 11-24-481-003). The Mayor Stated Last Council Meeting We Talked About Fielders Choice And Randy House Would Like To Build A New Building There There Is No Water Or Sewer Lines Behind There So We Are Going To Vacate That Alley For Him With The Councils Approval Commissioner Harkins Made A Motion To Approve, Seconded By Commissioner Chambers. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve Motion Carried.

6. The Next Item Was Approval Of A Proposal To Install/Repair A 12 A Ton Rtu Unit On West Side Of Roof At The West Frankfort Outlet Mall The Mayor Stated That Unit Is Probably As Old As The Outlet Mall The Repair Cost For The 12 1/2 Ton Rtu Is $4,276.00 We Can Purchase A New Unit For $14,828.00. It Was My Recommendation To Don That We Consider And Ask The Council What They Would Like To Do. We Have Already Put Seven New Units On There And This Would Make Eight. Think It Is Better To Invest In A New Unit With A Warranty Than To Go Back In And Spend $5,000.00 On An Old Unit That Has No Warranty. We Need To Discuss If You Want To Authorize Us To Buy A New One For $14,828.00 OR SPEND $4,276.00 ON THE Old Unit. Commissioner Blades Stated Will Make The Motion To Buy A New One. Commissioner Blades Made A Motion To Approve, Seconded By Commissioner Chambers. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve Motion Carried.

7. The Next Item Was Approval Of An Estimate For $1,945.00 For Repairs To The Frankfort Area Historical Museum. The Mayor Stated We Are Trying To Do Some Improvements Up There They Are Going To Sandblast And Paint The Old Fire Escape That Is On The Building They Are Asking Us To Help Them With This And It Is Basically Our Building The Historical Society Just Takes Care Of It. Need Approval To Authorize Them To Spend $1,945.00 To Repair This. Commissioner Chambers Made A Motion To Approve, Seconded By Commissioner Blades, Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve. Motion Carried.

8. The Next Item Was Approval For Payment Of A Contractor's Partial Pay Estimate #15 To Midwest Petroleum & Excavating, Inc. In The Amount Of S114,737.18 Regarding The Sewer Treatment Plant Retrofit Project. Commissioner Blades Stated Just Spoke With The Engineer And Everything Is Going Well Out There Commissioner Blades Made A Motion To Approve, Seconded By Commissioner Harkins, Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve. Motion Carried

9. The Next Item Was Approval For Payment Of A Construction

Engineering Bill #15 For Brown & Roberts, Inc. In The Amount Of S18,637.84 Regarding The Sewer Treatment Plant Retrofit Project. Commissioner Blades Made A Motion To Approve, Seconded By Commissioner Chambers. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve Motion Carried

10.The Next Item Was Approval For Payment Of A Design Engineering Bill For Brown & Roberts, Inc. In The Amount Of $13,659.70 Regarding The Factory Outlet Loop Extension. The Mayor Stated This Item Has Already Been Approved And Paid.

11. The Next Item Was Approval For Payment Of An Invoice From

Brenntag In The Amount Of $1,599.00 For The Purchase Of Chlorine Liquid For The Sewer Department. Commissioner Blades Made A Motion To Approve, Seconded By Commissioner Chambers. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve Motion Carried

12. The Next Item Was Approval For Payment Of An Invoice From Diamond Equipment In The Amount Of $1,981.22 For The Street Department. Commissioner Chambers Made A Motion To Approve, Seconded By Commissioner Blades, Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve. Motion Carried.

13. Building And Sign Permits:

I Have A Building Permit For Mary Ann Adams Her House Burnt Down Last Fall At 1216 E. Elm Street. She Is Going To Replace It With A 2,251 Sqft House. She Would Like To Gether Building Permit Approved So She Can Start On Tas Soon As Possible Commissioner Blades Made A Motion To Approve, Seconded By Commissioner Chambers. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve Motion Carried

14. Commissioner's Reports:

Commissioner Harkins Stated Really Enjoyed That Award Ceremony And Am Glad To See That Our Citizens Will Walk Up And Help Out When They Don't Have To But They Did. Think That Takes A Special Breed.

Commissioner Blades Stated Justin Herron From The Tuesday Night Bass Club Is Going To Build That Boat Dock They Are Going To Get Everything From Stotlar. The Sewer Department Is Doing Good Job.

Commissioner Chambers Stated Think It Is Amazing That We Have People That Work In The Community. The Police And Fire Department And Citizens And Our Entire Community Is One Of A Kind That Will Risk Their Own Lives For Other People It Was Wonderful That Everyone Was Able To Be Recognized. They Do This Kind Of Thing On A Regular Basis And It Doesn't Make The News And People Don't Hear About It. Anywhere You Go And You Say That You Are From West Frankfort They Will Say Even

F They Don't Know Anything Else About Our Town That You Guys Have A Great Fire And Police Department. We Area Small Community That Has Public Servant That Serves Us Better Than Big Cities.

15. Audience Questions Or Comments:

Don Stated So Many Times We Don't Really Give Credit Where Credit Is Due Could See The Chief Sitting Over There And He Was Smiling Thinking These Are My Guys The Representative Coming Down Saying All The Nice Things He Did And Hand Out The Certificates Makes You Feel Good.

Also Want To Commend These Men Because We Don't See That Every Day And Its Things That Should Be Commended. Want To Say In Regard To My Relationship With The Council And You Mayor. It May Have Come On Like An Adversary Situation Not Meant To Be That Way At All I Have Great Respect For The City Council And Mayor And We Send The Best. Know It Is Hard Work That You Do So Look At Myself Kind Like This Went To Sleep For A Couple Of Years And Woke Up And Everything Was Different What Happened With Me And The Illinois Street Situation Was Forgotten And Was Taken Back To That And Apologize So Want You To Know That. Something Good Has Come From It, We Are Getting Cooperation From The Street Department And New Signs Are Going To Go Up And People Are Going To Know What They Drive Down Illinois Avenue That There Is A School Down There And That's Good. This Community Has A Great Respect For The Children, They Are The Future Of The Community And I Am Glad To See That.

16. With No Further Business To Be Discussed, The Meeting Was Adjourned On A Motion By Commissioner Harkins At 7:38 P.M.
