City of Vienna City Council met July 19.

Here is the minutes provided by the Council:

Elected/Appointed Officials Present: Jon Simmons, Mayor Alan Racey, Alderman Cheryl Myrick, Alderwoman Debbie Riddle, Alderman Richard Owen, Alderman Austin Tuey, Alderman Aleatha Wright, City Clerk Josh Stratemeyer, City Attorney Shane Racey City Supt. Jim Miller, Police Chief Margaret Mathis, City Librarian Phil Morris, Depot

Elected/Appointed Officials Absent: Melissa Hill, Alderman

GUESTS: Kevin MacDonald, Norm Suits, Pat Kalicki

There being a quorum, Mayor Simmons called the meeting of the Vienna City Council to order at 6:30 p.m.

Alderman Myrick made a motion to approve the Omnibus Consent Agenda consisting of the July 5, 2017 City Council Meeting Minutes and The Warrant ($38,646.41). Alderman Tuey seconded the motion. Roll call: Hill-absent, Riddle-yes, Myrick- yes, Owen-yes, Racey-yes, and Tuey-yes. Motion carried.

New Business

Alderman Myrick made a motion to Authorize and Approve Ordinance No. 17-07. An Appropriation Ordinance for the City of Vienna. The motion was seconded by Alderman Racey. Roll call: Hill-absent, Riddle-yes, Myrick- yes, Owen-yes, Racey-yes, and Tuey-yes. Motion carried

Alderman Riddle made a motion to Authorize and Approve Ordinance No. 17-08, A Levy Ordinance for the City of Vienna. The motion was seconded by Alderman Tuey. Roll call: Hill absent, Riddle-yes, Myrick-yes, Owen-yes, Racey-yes, and Tuey-yes. Motion carried

Alderman Myrick made a motion to Authorize and Approve the City of Vienna to put out for bid request, upgrades of bathroom fixtures in the City Park facility. The motion was seconded by Alderman Riddle. Roll call: Hill-absent, Riddle-yes, Myrick- yes, Owen-yes, Racey-yes, and Tuey-yes. Motion carried

Alderman Racey made a motion to Authorize and Approve Facade Improvement Program Application for Family Pizza, 309 East Main Street for TIF Funds in the amount of $2,500.00. The motion was seconded by Alderman Myrick. Roll call: Hill-absent, Riddle-yes, Myrick yes, Owen-yes, Racey-yes, and Tuey-yes. Motion carried

Public Comment

Norm Suits and Kevin MacDonald were both present on behalf of the Elks organization seeking information on the fall fest as the Elks plan on taking over the annual event. Discussion was had with council as in the past the city would donate funds to assist with the event. MacDonald said the Elks would be discussing a definite date of the fest at their next scheduled meeting.

City Elected and Appointed Officials

Mayor Simmons thanked all departments with their assistance for a successful Fourth of July celebration. Simmons also inquired with Supt Racey about the installation of electrical boxes on the city square. Racey explained information from Ameren on installation.

Supt. Racey reported to council that crosswalk signs were installed on 146 and 3rd St. Racey also mentioned additional repairs needed for city mower. Discussion was had amongst council of purchasing a new mower.

Police Chief Miller commented on the recently passed towing ordinance for the city.

Fire Chief Williams discussed with council and city attorney of past due fire call invoicing. Williams said there were 35 unpaid calls to the city. City Attorney Stratemeyer discussed legal options the city could pursue to try and recover the funds. Stratemeyer was directed to report back information on a billing collection agency.

Williams mentioned donating an old brush truck to New Burnside Fire Dept as well as scrapping a 4-wheeler no longer in use.

Alderman Racey discussed with council the need of a backup firearm. Council was in consent for Chief Miller to contact Marshall Tactical Outfitters for purchase.

Alderman Tuey presented additional information concerning tornado sirens. Tuey said he contacted Roy Walker Communications for a quote on installation of two sirens. Discussion was had. No action taken at this time.

Phil Morris, Depot, discussed the upcoming eclipse event in August. Morris also discussed selling personalized bricks to build a walkway at the park as a fundraiser.

At 7:30 p.m. Alderman Racey made a motion to go out of regular session into closed session to discuss Collective Bargaining Negotiations between the City of Vienna and Local Union 50 as per 5ILCS 120/02(c)(2).

At 8:19 p.m. Alderman Owen made a motion to resume the regular meeting. Motion was seconded by Alderman Riddle. Motion carried.

As there was no further business to discuss Alderman Myrick made a motion to adjourn. Motion was seconded by Alderman Tuey. Motion carried,

Mayor Simmons declared the meeting adjourned at 8:19 p.m.
