Village of Freeburg Personnel and Public Safety Committee met July 26.

Here is the minutes provided by the Committee:

Chairperson Lisa Meehling called the meeting of the Personnel and Public Safety Committee to order on Wednesday, July 26, 2017 at 6:02 p.m. Those present were Chairperson Lisa Meehling, Trustee Mike Blaies, Trustee Ray Matchett, Trustee Matt Trout, Mayor Seth Speiser, Trustee Denise Albers (absent), Trustee Dean Pruett, Village Clerk Jerry Menard, Chief Stan Donald, Public Works Director John Tolan (absent), Village Attorney Tom Zurliene, Village Administrator Tony Funderburg (absent) and Office Manager Julie Polson. Guest present: Janet Baechle.

Police:

A. Old Business:

1. Police Department Expansion: Mayor Speiser advised he is Working on this but has nothing to present at this time.

2. 2017 Eclipse Preparedness: Julie advised We have sold over 1,000 glasses and have more on order.

3. Police Chief: Mayor Speiser does not have anything at this time.

B. New Business:

1. ESDA Coordinator Raise: Julie advised the ESDA Coordinator was not included in the recent raises.

Trustee Ray Matchett motioned to recommend to the full Board Gene Kramer receive a 2.5% raise retroactive to April 1, 2017 and Trustee Mike Blaies seconded the motion. All voting yea, the motion carried.

2. Executive Session to Discuss Personnel, 5 ILCS 120/2-(c)(1):

Executive Session 6:05 p.m.

Trustee Matt Trout motioned to enter Executive Session to Discuss Personnel, 5 ILCS 12O/2-(c)(1) and Trustee Ray Matchett seconded the motion. All voting aye, the motion carried.

Executive Session Ended

6:22 p.m.

Chairperson Meehling reconvened the regular committee meeting at 6:23 p.m. Chief Donald advised the new squad car will have the radio installed this week. Chief Donald asked if a decision was made on the insurance and Trustee Lisa Meehling advised she will get back to him on that.

Chief Stan Donald and Village Clerk Jerry Menard left the meeting at 6:24 p.m.

A. Old Business:

1. Approval of June 28, 2017 Minutes: Trustee Matt Trout motioned to approve the June 28, 2017 Minutes and Trustee Ray Matchett seconded the motion. All voting yea, the motion carried.

B. New Business:

1. Executive Session to Discuss Personnel, 5 ILCS 120-2(c)1:

Executive Session

6:24 p.m.

Trustee Matt Trout motioned to enter Executive Session to Discuss Personnel, 5 ILCS 12O/2-(c)(1) and Trustee Ray Matchett seconded the motion. All voting aye, the motion carried.

Executive Session Ended

6:28 p.m.

Chairperson Meehling reconvened the regular committee meeting at 6:29 p.m. Trustee Trout asked if we can get some cleaning bids for the bathrooms. Julie asked for any recommendations.

C. General Concerns: None.

D. Public Participation: None.

E, Adjourn: Trustee Matt Trout motioned to adjourn at 6:30 p.m. and Trustee Ray Matchett seconded the motion. All voting yea, the motion carried.
