Village of Freeburg Board of Trustees met July 17.

Here is the minutes as provided by the board:

Call to Order: Mayor Seth Speiser called the Regular Board Meeting to order at 7:30 p.m., on Monday, July 17, 2017, in the Freeburg Municipal Board Room.


Pledge of Allegiance: Those present and the Board Members recited the Pledge of Allegiance.

Roll Call: Trustee Mathew (Matt) Trout - here; Trustee Bert (Dean) Pruett-here; Trustee Denise Albers - here; Trustee James (Mike) Blaies - here; Trustee Ramon (Ray) Matchett, Jr. - here; Trustee Elizabeth (Lisa) Meehling-absent; Mayor Seth Speiser - here; (6 present, 1 absent) Mayor Speiser announced there is a quorum.

Exhibit A: Mayor Speiser stated we have the minutes of the previous Regular Board Meeting Wednesday, July 5, 2017 for approval.

Trustee Mathew Trout motioned to accept the minutes from the Regular Board Meeting Wednesday, July 5, 2017 and Trustee Ramon Matchett, Jr. seconded the motion. All voting aye, the motion carried.

Finance: None. 

Attorney's Report: None

Exhibit D: 

ESDA Report: ESDA Coordinator Gene Kramer updated us on his ESDA Report that was in the board packet to be reviewed Exhibit B.

Public Participation: None,

Reports and Correspondence:

1. Zoning Administrator's Report: Zoning Administrator Gary Henning said he had two issues, but they have been resolved.

Exhibit D: 

Recommendations of Boards and Commissions: Mayor Speiser stated we have the results of the Combined Planning and Zoning Board on the Public Hearing that was held July 11, 2017 at 6:00 p.m. on a request from Robert Monroe and Kathryn Monroe to rezone their property located at 3741 State Route 15, Freeburg, Illinois from SR-1 (single-family living) to A (agriculture). After a presentation by Mr. Monroe and a discussion by the Combined Planning and Zoning Board, a motion was made to grant the request. The motion passed with a 6-1 vote.

Mayor Speiser stated we also have another result of the Combined Planning and Zoning Board from the July 11, 2017 public hearing on a request from William Kiefer requesting a Special Use Permit pursuant to Freeburg Zoning Ordinance. After a presentation by Mr. Kiefer and a discussion by the Combined Planning and Zoning Board, a motion was made to grant the petition with certain conditions. The motion passed with a 7-0 vote. Mayor Speiser said Mr. Kiefer did drop off a Village of Freeburg sign to us that night. This is one of things Mr. Kiefer will be producing in his business. Mayor Speiser said he seen the sign and it is a very nice sign. If anyone would like to see it Village Administrator Funderburg has it in his office.

Contracts, Releases, Agreements & Annexations: Under ordinances.

Bids: None. 

Resolutions: None.

Exhibit E: 

Ordinances: Mayor Speiser stated, we have Ordinance #1631. An Ordinance Authorizing the Execution of an Annexation Agreement for the Annexation of 4.95 Acres, More or Less, of Real Estate Owned by Robert D. Monroe and Kathryn Elizabeth Monroe Located in the County of St. Clair, State of Illinois.

Trustee Bert Pruett motioned to adopt Ordinance #1631 by title only and Trustee James Blaies seconded the motion, Roll Call: Trustee Bert Pruett -aye, Trustee James Blaies - aye; Trustee Denise Albers - aye, Trustee Ramon Matchett, Jr. - aye, Trustee Ramon Matchett, Jr. –aye; Trustee Elizabeth Meehling - absent; (5 ayes, 0 nays, 1 absent). All voting aye, the motion carried.

Exhibit F: 

Ordinances: Mayor Speiser stated, we have Ordinance #1632. An Ordinance Annexing Certain Territory Commonly Known as the “Monroe Property” to and in the Village of Freeburg, St. Clair County, Illinois.

Trustee Bert Pruett motioned to adopt Ordinance #1632 by title only and Trustee James Blaies seconded the motion. Roll Call: Trustee Bert Pruett -aye, Trustee James Blaies - aye: Trustee Mathew Trout -aye, Trustee Ramon Matchett, Jr. -aye, Trustee Denise Albers - aye; Trustee Elizabeth Meehling-absent; (5 ayes, 0 nays, 1 absent). All voting aye, the motion carried.

Exhibit G: 

Ordinances: Mayor Speiser stated, we have Ordinance #1633. An Ordinance Amending the Freeburg Zoning Ordinance for the purpose of Rezoning Certain Property Commonly Known as the Monroe Property.

Trustee Bert Pruett motioned to adopt Ordinance #1633 by title only and Trustee James Blaies seconded the motion, Roll Call: Trustee Bert Pruett -aye, Trustee James Blaies - aye: Trustee Denise Albers - aye, Trustee Mathew Trout-aye, Trustee Ramon Matchett, Jr. - aye; Trustee Elizabeth Meehling-absent; (5 ayes, 0 nays, 1 absent). All voting aye, the motion carried.

Exhibit H: 

Ordinances: Mayor Speiser stated, we have Ordinance #1634. An Ordinance of the Board of Trustees of the Village of Freeburg, Illinois, Authorizing the Village to Enter into and the Mayor to Execute a Contract Agreement for Professional Services between the Village of Freeburg, Illinois and Thouvenot, Wade & Moerchen Inc., Regarding a Wastewater Treatment Facility Plan.

Trustee James Blaies motioned to adopt Ordinance #1634 by title only and Trustee Bert Pruett seconded the motion. Roll Call: Trustee James Blaies -aye, Trustee Bert Pruettaye; Trustee Ramon Matchett, Jr. -aye, Trustee Mathew Trout -aye, Trustee Denise Albers - aye; Trustee Elizabeth Meehling - absent; (5 ayes, 0 nays, 1 absent). All voting aye, the motion carried.

 Committee Meeting Reports

Exhibit I: 

Electric Committee Meeting: 

Trustee Mathew (Matt) Trout called the meeting of Electric Committee to order at 5:30 p.m. on Wednesday, July 12, 2017.

Old Business:

1. Surplus Equipment/New Electric Customers: Trustee Trout said Head Lineman Shane Krauss said there is nothing new on both of these.

2. Customer Issues: Trustee Trout stated we had a resident whose lights kept going off after their property was flooded, they did not know if this had something to do with it.

3. Electric Infrastructure for New Subdivisions: Trustee Trout said we talked a little about the electric infrastructure for the new subdivision. Trustee Trout said the committee decided this could wait until the Subdivision was for sure going to happen.

4. Black Start Handbook: Trustee Trout said we talked about the black start handbook, and Head Lineman Shane Krauss is working with BHMG on it. It is going to be a long process.

5. Urge Testing: Trustee Trout stated this has been completed and we passed the testing. We still have to go through the MISO testing. They will give us 24-hours' notice before we have the testing done, that will be the ultimate test of our generators.

Head Lineman Shane Krauss talked to the park board about wanting additional power. They only have a couple of receptacles that needed to be installed. Head Lineman Shane Krauss said he will do the work for them.

Fire Department is also using our internet. This will be no cost to us, they did paid to have the wires ran to their location. Trustee Trout said the electric department has been working on poles replacements/transfers, and everything is going well. Trustee Trout stated it is good experience for the apprentices.

Exhibit J: Public Works Committee Meeting: (Trash/Water/Sewer)

Trustee James (Mike) Blaies called the meeting of Public Works Committee to order at 5:56 p.m. on Wednesday, July 12, 2017.

The following item or items were talked about or discussed:

Old Business:

1. Sewer Project: Trustee Blaies said Haier is doing good job cleaning up.

2. Sewer Issues/Sewer Fuel Orders: Trustee Blaies said the odors behind Jacks Car Wash has not been happing lately.

3. FSH Minutes: Trustee Blaies stated there is nothing to report on this.

4. Shampoodles Lift Station: Trustee Blaies stated Public Works Director John Tolan said this project has been completed.

5. West Apple Street Water Line Extension: Trustee Blaies stated Village Administrator Funderburg is still working with some people on this.

6. Private Sewer at Potter/West Street: Trustee Blaies said Public Works Director John Tolan is working with TWM on the small sewer extension.

New Business: 

1. TWM Wastewater Facilities Plan Contract: Trustee Blaies said we discussed the TWM Wastewater Facilities plan contract, which we passed earlier on the agenda under Ordinances Exhibit H.

Exhibit J: 

Public Property Committee Meeting: (Streets/Municipal Center/Pool/Parks & Recreation) Trustee Ramon Matchett, Jr. called the Public Property Committee Meeting to order at 6:05 p.m. on Wednesday, July 12, 2017.

The following items were talked about or discussed under:

Pool: Old Business:

1. Pool/St. Clair County Parks Grant; Trustee Matchett said Public Works Director John Tolan advised the new slide railing is chipping. Village Administrator Tony Funderburg contacted the company and they are going to replace all the railings.

New Business: 

1. Department of Health Inspection: Trustee Matchett said the health department was out at the pool to do some inspections.

Streets: 

Old Business:

1. Drainage Problem Areas/Stormwater Run-Off Trustee Matchett said the Public Works Department has replaced a couple of culverts, including Hill Mine Road, and will add a culvert on West Street. Trustee Matchett said Public Works Director John Tolan asked if it would be okay if his crew cleans out the ditches from Parrish Trucking on into town. The committee agreed it would be okay.

2. East Apple Issues: Trustee Matchett stated Public Works Director John Tolan advised us he has received the proposal from TWM and will get it to everyone soon.

3. Hill Mine Road Repair: Trustee Matchett said Hill Mine Road will be oil and chipped.

New Business:

1. Kids for Christ 5K Run: Trustee Matchett said the Kids for Christ 5K Run has been changed from September 9th to September 16th.

Exhibit L:

Committee As A Whole Meeting: Mayor Seth Speiser called the Committee. As A Whole Meeting to order at 7:00 p.m. on Wednesday, July 12, 2017.

The following items were talked about or discussed under:

Mayor Speiser stated this meeting was to interview one of the police candidates.

Mayor Speiser stated we held a Committee As A Whole meeting tonight July 17, at 6:00 p.m., minutes are unavailable. This meeting was held to discuss the recommendation for the appointment of a new police chief. Mayor Speiser said it will be post on August 4th

Village Mayor &Trustees' Comments:

Trustee Bert (Dean) Pruett - He would like to welcome the Monroe's to the village, and congratulations to Mr. Kiefer on his special permit for his business.

Trustee Ramon (Ray) Matchett, Jr. - Same here on what Dean had said. He would like to thank John and the guys on getting the water break done so quickly. Thank you again John.

Trustee James (Mike) Blaies - He would like to welcome the Monroe's to the village. He said he seen the picture of John and his crew in the hole fixing the water break, thank you and your Crew.

Trustee Denise Albers - Same here what everyone else has said.

Trustee Mathew (Matt) Trout - He would like to welcome the Monroe's, and thanks to the public works. And Happy 70th birthday to Gary.

Village Clerk Jerry Menard-Welcome to the Monroe's to the village. Happy Birthday on your 70th Gary.

Staff Comments:

ESDA Coordinator Gene Kramer - Same here that everyone else has said.

Village Zoning Administrator Gary Henning - He thanked everyone for wishing him a happy birthday.

Public Works Director John Tolan - He said the guys did a great job and they really work hard.

Village Administrator Tony Funderburg-He would like to welcome the Monroe's.

Mayor Seth Speiser - He would like to thank John Tolan for taking pizza, wings and ice cream to the public works guys on Friday. Mayor Speiser said he seen Some of the guys a couple of days later and they were very appreciative what John had done. Mayor Speiser told John and everyone how he appreciates everything that John does for his guys.

Mayor Speiser called for a motion to adjourn the meeting.

Trustee Mathew Trout motioned to adjourn the meeting at 7:52 p.m. and Trustee Denise Albers seconded the motion. All voting aye, the motion carried.
