Consent Agenda

1. Consider reappointing Robert Stephan as the Third District representative to the Developmental Supports Governing Board through August 31, 2020.

Action Agenda

2. Consider approving the August 24, 2017, business session minutes.

3. Consider authorizing an Interlocal Cooperation Agreement and Interagency Policy Agreement among the County, the Johnson County Sheriff, the Johnson County District Attorney, the Johnson County Park Police, and the Cities of Fairway, Gardner, Leawood, Merriam, Mission, Olathe, Overland Park, Prairie Village, Roeland Park, Shawnee, Spring Hill, and Westwood for the operation and maintenance of a shared law enforcement records management system known as the Johnson County Regional Interagency Operating Network (JCRION).

4. Consider adopting amendments to the Johnson County Zoning and Subdivision Regulations concerning minor regulation changes to clarify, refine and update existing regulations, including allowing “farm wineries as defined by state statute and policy” as a permitted use in the RUR, Rural District.

5. Resolution No. 073-17. Consider authorizing the acquisition and construction of a fire and emergency medical station alerting system to serve the County; and authorizing the issuance of general obligation bonds of Johnson County, Kansas to finance the costs of the same

6. Resolution No. 074-17. Consider authorizing the sale of approximately $16,850,000 principal amount of General Obligation Internal Improvement Bonds, Series 2017A, of Johnson County, Kansas on October 4, 2017.

7. Consider authorizing a contract with Lockton Companies, LLC to provide employee benefit consulting services in the areas of Health & Welfare and Retirement Services. The estimated maximum cost for Lockton’s consulting services is $116,940. The initial contract term would be for one year, with the option to renew for four additional one-year periods.

8. Consider authorizing a contract renewal with Blue Cross Blue Shield of Kansas City (Blue KC) to furnish Group Health and Stop Loss Administration services for the 2018 calendar year with an estimated annual administration cost not to exceed $4,177,209 and authorize the 2018 plan design changes and employee contribution rate structure recommended by the Health Care Fund Management Team (HCFMT).

9. RFP No. 2017-039. Consider authorizing term and supply contracts with Strahm Automation and Mailing Services, Mail Services, Election Systems & Software, and Single Source for printing and mailing services in an amount not to exceed $1.1 Million. The contracts term would be for a one (1) year period with four (4) annual renewals.
