Massac County Unit School District #1 Board of Education met Sept. 19.

Here is the agenda provided by the Board:

A Special Meeting of the Board of Education of Massac County Unit School District #1 was called to order in the Superintendent’s Office, located at 401 Metropolis Street, Metropolis, IL 62960, at 4:00 PM by Board President, Mr. Mark Souders.

Roll call:

Present: Jeff Brugger

Don Koch Kathy Rushing Larry Sommer Mark Souders Bobette Steele

Also Present: Jason Hayes, MCHS Principal

Lisa Monkman, Secretary to the Board of Education

Absent: Jennifer Larrison

With a motion by Rushing and a second by Koch the Board voted to go to closed session to consider information relative to employment, appointment, or dismissal of specific employees or officers, collective negotiating matters between employers and their employees or representatives; to discuss litigation – probable, imminent, pending or filed and to conduct a student expulsion hearings. Roll call: Brugger, Koch, Rushing, Sommer, Steele and Souders voted yes. Motion carried.

At 5:02 PM with a motion from Koch and a second from Brugger the Board voted to return to open session. Roll call: Brugger, Koch, Rushing, Sommer, Steele and Souders voted yes. Motion carried.

Unfinished Business: None

New Business: Hearing regarding the parent ban from school grounds. (Please see attached).

Mr. Souders explained the hearing process.

No witnesses were present.

Special Meeting Minutes September 19, 2017

With a motion from Koch and a second from Steele the Board voted to agree that Board Policy 8:30 was violated by Heather Stueck. Roll call: Brugger, Koch, Rushing, Sommer, Steele and Souders voted yes. Motion carried.

With a motion by Koch and a second by Steele the Board voted that Heather Stueck be denied admission to school events including being on school property until June 6, 2018. If you are at a school event or on school property, the administration will be contacting law enforcement and have you removed. Additionally, the administration will ask that you be charged with trespassing. Roll call: Brugger, Koch, Rushing, Sommer, Steele and Souders voted yes. Motion carried.

With a motion from Rushing and a second from Sommer the Board voted to agree that Board Policy 8:30 was violated by Rachel Short. Roll call: Brugger, Koch, Rushing, Sommer, Steele and Souders voted yes. Motion carried.

With a motion by Rushing and a second by Steele the Board voted that Rachel Short be denied admission to school events including being on school property until June 6, 2018. Let the record show the hearing is now concluded.

Action from Executive Session: With a motion from Rushing and a second from Brugger the Board voted to accept the retirement of Sherry Rushing, MES Aide, effective at the end of 2019/2020 school year. Roll call: Brugger, Koch, Rushing, Sommer, Steele and Souders voted yes. Motion carried.

With a motion from Koch and a second from Rushing the Board voted to hire Jilletta Herndon, MES Special Education, for the 2017/2018 school year, this is for one year due to provisional license. Roll call: Brugger, Koch, Rushing, Sommer, Steele and Souders voted yes. Motion carried.

With a motion from Rushing and a second from Sommer the Board voted to uphold the expulsion of Student A, for the remainder of the 2017/2018 School Year and to hold the expulsion in abeyance if Student A attends the Alternative Program. Roll call: Brugger, Koch, Rushing, Sommer, Steele and Souders voted yes. Motion carried.

With a motion from Rushing and a second from Steele the Board voted to uphold the expulsion of Student B, for the remainder of the 2017/2018 School Year, with a mid-year review, and to hold the expulsion in abeyance if Student B attends the Alternative Program. Roll call: Brugger, Koch, Rushing, Sommer, Steele and Souders voted yes. Motion carried.

With a motion from Rushing and a second from Steele the Board voted to uphold the expulsion of Student C, for the remainder of the 2017/2018 School Year and to hold the expulsion in abeyance if Student C attends the Alternative Program. Roll call: Brugger, Koch, Rushing, Sommer, Steele and Souders voted yes. Motion carried.

Special Meeting Minutes September 19, 2017

Larry Sommer stated that MES looked much better, thank you to Ken Medley, the eaves are cleaned out.

It was noted that Mr. Medley and Mr. Case both do an excellent job for the district.

At 5:43 PM with a motion from Sommer and a second from Brugger the Board voted to adjourn. Roll call: Brugger, Koch, Rushing, Sommer, Steele and Souders voted yes. Motion carried.
