City of Metropolis City Council met September 11.

Here is the minutes provided by the Council:

The regular meeting of the City Council, City of Metropolis, Illinois was held at 7:00 p.m. on Monday, September 11th, 2017, in Council Chambers of City Hall at 106 West 5th Street, Metropolis, Illinois. Upon roll call the following Alderpersons were present: Alderman Don Canada, Mike Hall, Darryl Neill, Chuck Short, Chad Lewis, Charles Barfield, Buford McGuire, John Taylor, Corporate Counsel Rick Abell, Mayor McDaniel, City Clerk Jan Adams and concerned citizens of Metropolis.

Moved by Alderman Darryl Neill and second by Alderman Mike Hall a motion to approve the minutes of the previous meeting held on 8-28-2017 as presented;

Citizens Request:

Titus Wheeler, age 11, was honored for his courage and actions he used when his father’s car was swept away from flood waters. The current took Titus, his brother and father towards the main creek slowly submerging the vehicle. Both the father and brother’s door was sealed shut from the force of the waters and Titus was able to use his entire body to open his door using the current to open it further allowing all to escape. He was given a Certificate of Recognition for his heroism.

Rodney Brugger announced his retirement from the Metropolis Fire Department. He gave close to 30 years of devoted service to the City of Metropolis. Rodney commented with the recent changes at the department he feels it’s step in the right direction and a positive improvement.

Ken Kovac informed the Council the Police and Fire Commission completed testing on 12 applicants for the Police Department and have 2 fully qualified for hire.

Mayor’s Report:

Moved by Alderman Charles Barfield and second by Alderman Mike Hall to make a motion to accept request from GMCVB for payment of first installment from the Hotel/Motel Tax Account for Fiscal Year 2018 in the amount of $131,013.25;

Moved by Alderman Chuck Short and second by Alderman Chad Lewis to make a motion to accept the purchase of a new copier for the Fire Department in the amount of $5,499.00 from Howard D Happy (budget item);

Moved by Alderman Mike Hall and second by Alderman Charles Barfield to make a motion to accept road closure on Saturday, September 30th on 8th Street Between Market and Ferry Street from 1-pm-8pm for the purpose of an Octoberfest;

Moved by Alderman Chuck Short and second by Alderman Mike Hall to make a motion to accept road closure on Saturday, October 28th, 2017 on 8th Street between Market and Ferry Street from 6pm -10 pm for the purpose of the 2017 Zombie Walk;

No motion was made for the communication services with Phoenix Consulting at this time. The subcommittee has been given another proposal to review and will bring back to Committee for further discussion.

Miscellaneous Reports:

The Dorothy Miller Park area will be closed off September 23rd-24th for the annual employee/family picnic at Harrah’s.

We have had complaints on noise/music and lights left on at the Sports Park Complex after curfew hours. We will check into this and resolve the matter.

Financial Report:

Moved by Alderman Charles Barfield and second by Alderman Chad Lewis to approve the Finance Report be received and approved and that the orders be drawn on the Treasurer for the different amounts mentioned therein and that the Mayor and the City Clerk be authorized to make necessary arrangements for payment of current Salaries, Payroll and Contract bills;
