City of Vienna City Council met October 4.

The City Council of the City of Vienna met in regular session, Wednesday, October 4, 2017 at Vienna City Hall with the following members and guest:

Elected/Appointed Officials Present:

Jon Simmons, Mayor

Alan Racey, Alderman

Debbie Riddle, Alderman

There being a quorum, Mayor Simmons called the meeting of the Vienna City Council to order at 6:30 p.m.

Alderman Racey made a motion to approve the Omnibus Consent Agenda consisting of the September 20, 2017. City Council Meeting Minutes, September 20, 2017 Special Meeting Minutes and the Warrant ($34,081.64). Alderman Tuey seconded the motion. Roll call: Hill-yes, Riddle-yes, Myrick-yes, Owen-yes, Racey-yes, and Tuey-yes. Motion carried.

Public Comment:

New Business:

Alderman Myrick made a motion to Authorize and Approve an Agreement between the City of Vienna and the Millstone Water District. The motion was seconded by Alderman Hill. Roll call: Hill-yes, Riddle-yes, Myrick-yes, Owen-yes, Racey-yes, and Tuey-yes. Motion carried

Alderman Tuey made a motion to transfer funds from the TIF Funs to the Gas Fund in the amount of $30,630.95 to amend a previous motion of purchase of a Gas Odorizer from March 1, 2017 meeting. The motion was seconded by Alderman Racey. Roll call: Hill-yes, Riddle-yes, Myrick-yes, Owen-yes, Racey-yes, and Tuey-yes. Motion carried.

Alderman Racey made a motion to Authorize and Approve Resolution 17-16, a Resolution to Highly Favored Properties, LLC, for Redevelopment of Certain Property Located in the City of Vienna, IL. Utilizing Tax Increment Financing. The motion was seconded by Alderman Owen. Roll call: Hill-yes, Riddle-yes, Myrick- yes, Owen-yes, Racey-yes, and Tuey-yes. Motion carried.

Alderman Myrick made a motion to Authorize and Approve T IF Redevelopment Agreement between the City of Vienna and Highly Favored Properties. Alderman Tuey seconded the motion. Roll call: Hill-yes, Riddle-yes, Myrick- yes, Owen-yes, Racey-yes, and Tuey-yes. Motion carried.

City Elected and Appointed Officials

Mayor Simmons spoke of the recent car show put on by Hot Rod Nights that took place on Sunday, October 1. Alderman Tuey said there were 93 entries. Simmons briefly discussed new business, C& KEquipment and Auto Sales located on West Vine.

Clerk Wright updated council on progress at the former Gambit property per Gary Dahmer.

City Supt. Racey said installation of a gas odorizer was finished. Racey mentioned placing street signs for Court and Poplar Street around the city square. Racey also discussed a need for repairs of a retainer wall on South 4th and Locust.

Police Chief Miller updated council on a dilapidated home on South 4th Street discussed at the prior meeting. Miller said the structure was down and clean up was taking place. Miller also mentioned properties with tall grass/weeds.

Fire Chief Williams said "Safety Day" at the park was a success with around 400 kids attending. Williams discussed upcoming events including a firehouse tour for kids and Halloween at the firehouse. Williams also mention a donation of a deep freeze from VHS and said they would be donating ice as well to the department.

Phil Morris, Depot, mentioned a picnic in the park for family counseling workers to take place Thursday, October 5th, "Pedalpalooza" bike event Saturday, October 14, and also mentioned the upcoming 50/100 mile run November 11. Morris said there were around 650 runners signed up.

Alderman Hill and Riddle discussed the Heritage Fall Fest, organized by the Elks Lodge that would take place at the city park Friday and Saturday October 6 & 7.

As there was no further business to discuss Alderman Myrick made a motion to adjourn. Motion was seconded by Alderman Riddle. Motion carried.

Mayor Simmons declared the meeting adjourned at 7:13 p.m.
