Carmi White County Community Unit School District 5 Board of Education met October 16. 

Here is the minutes as provided by the board:

The special meeting of the board of education of Carmi-White County Unit District No. 5

was held on Monday, October 16, 2017 at Jefferson Attendance Center (new building). The

meeting was called to order by Kelli M. Chapman at 6:30 p.m.

Roll Call

Those present were board members Acord, Chapman, Fulkerson, Hammell, Mitchell and

Scates. Others present were Superintendent Brad Lee; Jarrod Newell, high school principal; and

Rachel Blazier, Unit Secretary.

Appoint Board President to Preside Over Student Disciplinary

Hearing

The board was directed to appoint Board President Kelli M. Chapman to preside over a

student disciplinary hearing.

Motion by Scates, second by Hammell, that the board of education appoint Kelli M.

Chapman to preside over a student disciplinary hearing. Motion carried by unanimous vote.

Closed Session

Motion by Acord, second by Mitchell, that the board meet in closed session at 6:31 p.m.

for purposes of discussing a disciplinary hearing against Student A. Roll call vote: Fulkerson,

yes; Hammell, yes; Mitchell, yes; Scates, yes; Acord, yes; Chapman, yes. Motion carried.

Motion by Hammell, second by Acord, that the board return to open session at 6:42 p.m.

Motion carried by unanimous voice vote.

Student Disciplinary Hearing

Motion by Fulkerson, second by Scates, that the board of education move that Student A

be found to have committed an act of gross disobedience or misconduct such that an expulsion

of a period of time not to exceed two calendar years is justified by the evidence. Roll call vote:

Hammell, yes; Mitchell, yes; Scates, yes; Acord, yes; Fulkerson, yes; Chapman, yes. Motion

carried.

Closed Session

Motion by Mitchell, second by Acord, that the board of education reconvene in closed

session pursuant to the Illinois Open Meetings Act – 5 ICLS 120/2(c)(9) to determine what, if

any, discipline might be appropriate. Roll call vote: Mitchell, yes; Scates, yes; Acord, yes;

Fulkerson, yes; Mitchell, yes; Chapman, yes. Motion carried.

Motion by Scates, second by Hammell, that the board return to open session at 6:56 p.m.

Student Disciplinary Hearing

Motion by Fulkerson, second by Mitchell, that the board of education move that Student

A attend the Learning Alternative Brand (LAB) at Norris City. If the student chooses to not

attend or is removed from the school, the expulsion will go into effect for the remainder of the

2017-2018 school year.

Adjourn

Motion by Acord, second by Scates that the meeting be adjourned at 6:57 p.m. Motion

carried by unanimous vote.
