City of McLeansboro City Council met Aug. 8.

Here is the minutes provided by the Council:

Mayor Deitz called the meeting to order. Roll call: Mark Beck, Richard Lasswell, James Mason, Tom Maulding, Mike Stanart, Don Cox – present.

Attorneys Thomas Malkovich and David Garavalia were in attendance.

Mr. Cox made the Motion To Approve Minutes Of The Last Regular Meeting Of July 11, 2017, And The Special Meeting Of July 21, 2017 second Mr. Beck. Roll call: Cox, Beck, Maulding, Mason, Lasswell, Stanart. Ayes – 6. Nay – 0.

Mr. Stanart made the Motion To Accept The Collector’s And Treasurer’s Reports As Presented, second Mr. Cox. Roll call: Stanart, Cox, Beck, Maulding, Lasswell, Mason. Ayes – 6. Nay – 0.

Mr. Lasswell made the Motion To Approve Payment Of Bills And Transfers, second Mr. Beck. Roll call: Lasswell, Beck, Cox, Maulding, Lasswell, Stanart. Ayes – 6. Nay – 0.

Mayor Deitz read a notification received from IDOT on August 8 regarding the closing of Randolph Street at the viaduct on Thursday, August 10, 2017. The area of road has been badly damaged and IDOT will mill and resurface that section. The work is scheduled to take place between 8:00 A.M. and 3:00 P.M., weather permitting.

John Scattone submitted a letter to the Council requesting a review of the cost of renewal stickers for alternative vehicles. He found that the City of Sesser does not charge for renewals, and that the renewal fee for the City of Benton is $50.00. Mayor Deitz reminded the Council that the money raised from permit fees was to be used for signage. He asked for an update on signage for the next meeting.

Mr. Mason made the Motion To Accept A Letter Of Resignation From Jacob Kiefer, Part-Time Police Officer, Effective Immediately, second Mr. Cox. Roll call: Mason, Cox, Lasswell, Beck, Stanart, Maulding. Ayes – 6. Nay – 0.

Mr. Lasswell made the Motion To Accept A Letter Of Resignation From Lucas Cox, City Pool Co-Manager, Effective Immediately, second Mr. Beck. Roll call: Lasswell, Beck, Cox, Maulding, Stanart, Mason. Ayes – 6. Nay – 0.

There were five (5) members of the public present. During public comments Rodney Campbell asked the Council for a report on the progress of the work at the Izaak Walton Cabin. Mayor Deitz informed him of the work which had been done, and appointed Richard Lasswell, Jim Mason, Rodney Campbell and Keith York to a committee to supervise the renovation.

Angie Stricklin requested the Council review the current liquor licenses and allow for Class B and B-1 license holders to conduct Sunday liquor sales. Mayor Deitz stated that the current licenses would be reviewed and any changes made in time for license renewals (October 1, 2017).

Roger Lee informed the Council of the death of his niece in Texas and the efforts of her family and community to raise money for building a gymnasium at her school. He requested sections of the Meadow Hills neighborhood to have traffic restrictions on Saturday, September 30 in order to conduct a virtual 5K in conjunction with a fund raiser 5K in Dallas, TX. The route would include Sunset, Memory, Alan, Burt’s Way and Eric Streets with the race beginning and ending at Satterfield Kiwanis Park. Mr. Lasswell made the Motion To Approve The Requested 5k Route For Use On The Date Presented, second Mr. Stanart. Roll call: Lasswell, Stanart, Beck, Cox, Mason, Maulding. Ayes – 6. Nay – 0.

Mr. Lasswell made the Motion To Direct Attorney Garavalia To Draw Up The Language For An Eighty-Five Dollars ($85.00) Annual Lake Mcleansboro Lease For Twenty-Five (25) Years And Available For One Time For An Additional 25 Years With A One Hundred Fifty ($150.00) Dollar Transfer Fee For New Owners If The Property Is Sold Within The Next Twenty-Five (25) Years, And Contingent Upon Annexing The Property Into The City Limits For The Property Currently Owned By Chad Valentine; Parcel #08-17-477-001, second Mr. Stanart. Roll call: Ayes – 6. Nay – 0.

Mr. Stanart made the Motion To Establish Friday, August 11, As The Last Day For Public Swimming At The Mcleansboro City Pool, second Mr. Mason. Roll call: Stanart, Mason, Beck, Cox, Maulding, Lasswell. Ayes – 6. Nay – 0.

Mr. Lasswell made the Motion To Make A Five Hundred Dollar ($500.00) Donation To The Mcleansboro Kiwanis Club To Assist With The Annual Fall Festival, second Mr. Beck. Roll call: Lasswell, Beck, Cox, Mason, Maudling, Stanart. Ayes – 6. Nay – 0.

Mr. Stanart made the Motion To Approve The Proposal By Cintas First Aid & Safety, 6149 Wedeking Ave., Suite A, Evansville, In 47715 To Provide Automatic Electronic Defibrillators For The City Police Department And City Hall At A Cost Of Seven Thousand, Five Hundred And Eighty-One Dollars ($7,581.00), second Mr. Beck. Roll call: Stanart, Beck, Maulding, Cox, Lasswell, Mason. Ayes – 6. Nay – 0.

Mr. Lasswell made the Motion To Authorize The Replacement Of The Transmission On The Water Department Diesel Truck By Teffertiller Motors, 1008 East Randolph Street, Mcleansboro In The Amount Of Three Thousand, One Hundred And Thirteen Dollars ($3,113.00), second Mr. Beck. Roll call: Lasswell, Beck, Stanart, Cox, Maulding, Mason. Ayes – 6. Nay – 0.

Mr. Mason made the Motion To Approve A Cap Of Seventy-Five Thousand Dollars ($75,000.00) From The Tif Fund To Assist In The Construction Of The Fox Meadows Housing Project At 108 South Pearl Street, second Cox. Roll call: Mason, Cox, Stanart, Maulding, Lasswell, Beck. Ayes – 6. Nay – 0.

Mr. Lasswell made the Motion To Authorize Police Chief Filkins To Collect Bids/Proposals To Instaff New Heating And Cooling Units In The Police Department, second Mr. Mason. Roll call: Lasswell, Mason, Stanart, Beck, Cox, Maulding, Lasswell. Ayes – 6. Nay – 0.

Mr. Beck made the Motion To Approve A Bore Permit Request From Hamilton County Telephone Co-Op To Bury Optic Fiber To 110 South Heard Street, second Mr. Maulding. Roll call: Beck, Maulding, Mason, Lasswell, Cox, Stanart. Ayes – 0. Nay – 0.

Due to the absence of bids on the excess City property at 400 South Locust Street, Mr. Maulding made the Motion To Extend Advertisment For The Sale Of Property With Sealed Bids Due September 12 AT 4:00 P.M., second Mr. Beck. Roll call: Maulding, Beck, Cox, Stanart, Mason, Lasswell. Ayes – 6. Nay – 0.

At 7:41 P.M. Mr. Mason made the Motion To Enter Closed Session Under Sections 2(C)(1) And 2(C)(2) Of The Open Act For Discussion Concerning Legal Counsel For The Public Body, And Collective Negotiating Matters Between The Public Body And Its Employees Or Their Representatives, second Mr. Cox. Roll call: Mason, Cox, Stanart, Maulding, Lasswell, Beck. Ayes – 6. Nay – 0.

Attorneys Garavalia and Malkovich were invited to enter closed session with the Council.

At 8:13 the Council reached a consensus and the public was invited to return to the meeting room.

Mr. Stanart made the Motion For The Formation Of A Committee Made Up Of Mayor Deitz, Alderman Maulding, Attorney Garavalia, Mccoy Public Library Board President Richard Wood And Mccoy Library Board Secretary Karen Lapington To Meet And Develop Proposals For Changing The Current Payroll Practices Between The City And Library Employees, second Mr. Beck. Roll call: Stanart, Beck, Lasswell, Maulding, Cox, Mason. Ayes – 6. Nay – 0.

Mr. Mason made the Motion To Authorize Mayor Deitz, Alderman Cox, Alderman Stanart And Attorney Malkovich To Continue Negotiations With The Laborers’ International Union Of North America, The Southern And Central Illinois Laborers’ District Council And Laborers’ Local 1197, second Mr. Cox. Roll call: Mason, Cox,
