White County Board met Oct. 20.

Here is the minutes provided by the Board:

A special meeting of the White County Board begun and holden this 20th day of October 2017 in the Courtroom of the White County Courthouse.

Clerk Dozier called the roll with McAnulty, Usery, Puckett, Trout and Dosher all present.

Chairman Dosher stated that the reason for the meeting was to discuss the construction going on at the Drone Building. Mr. Dosher told the Sheriff that he was simply the custodian of the buildings and does not control the buildings. Mr. Dosher presented two statutes one that stated that the County Board was in control of all County property real or personnel. The second where the Sheriff is the custodian of the County Buildings. Mr. Dosher asked the Sheriff to explain the construction at the Drone Building. Mr. Maier stated that he was building a conference room from commissary funds so that all the simulated training of his deputies and officers of the jail could be trained rather than sent to different locations. Sheriff Maier stated that State law and workman’s compensation and liability insurance are requiring more and more training to help keep the employees and work place safer. Sheriff Maier reiterated that all the materials for the room has been taken from commissary. Sheriff Maier apologized that he didn’t inform the Board about the construction. Sheriff Maier stated that he gets so busy at times that he forgets the basics. Sheriff Maier stated that he would be willing to finish the construction with Commissary monies. Chairman Dosher showed him a claim and wondered why stove and refrigerators and TV’s were being paid for out of the general fund rather than commissary. Sheriff Maier stated that Commissary can’t be spent for the everyday operation of the jail. Commissary must only be used for things that are not customary prisoner keep. Chairman Dosher stated that over $4200.00 has been paid to Randy Cobb and Jason Eaton from Courthouse. Mr. Dosher stated that since that monies have been expended from Courthouse, there is only around $3,100.00 to keep the Courthouse going until December 1.

Chairman Dosher stated that the Board had approved in open meeting to allow the Sheriff to upgrade the doors and windows to provide security to the State’s Attorney’s office. Chairman Dosher stated that a full remodel of that office took place expending around $11,000.00 and the Board said nothing. Now we are faced with trying to pay utilities and payroll for the next two months.

Sheriff Maier stated that he had talked to Judge Webb and the Judge will allow him to transfer $5,000.00 from County Judicial. Sheriff Maier stated that he had $8,000.00 in DUI Equipment that he would transfer to the Courthouse.

Mr. Dosher stated there is actually two issues. The first issue is whether the Board will allow the construction project at the Drone Building to continue. The second issue is to allow the budget amendments that Sheriff Maier introduced.

Mr. Puckett made a motion to allow the Sheriff to continue to build the training facility inside the Drone building using commissary funds. Mr. Usery seconded the motion. Motion passed -0 on roll call vote.

Mr. McAnulty made a motion to transfer $8,000.00 from DUI equipment to Courthouse and $5,000.00 from County Judicial to Courthouse. Motion seconded by Trout. Motion passed 5-0 on roll call vote.

Discussion of what to do with the expenditures in the Courthouse.

Mr. Puckett made a motion to adjourn, seconded by Usery. Motion passed 5-0 on roll call vote.
